In September 2013 Deputy Assistant Secretary of Defense for Countering Weapons of Mass Destruction Rebecca Hersman requested that the Naval War College conduct a PSI table top game in May 2014 in conjunction with a meeting of the PSI Operational Experts Group (OEG). It was specifically requested that the game explore critical challenges and opportunities in counter- proliferation interdiction, and identify capacity building tools that may be shared with the broader PSI community.

A critical analysis of the dominant quantitative methodologies used to analyze international terrorism reveals serious flaws in the conceptualization of key terms, the measurement of key variables and the statistical estimation of key relationships, all of which lead to unsubstantiated results. I deconstruct these issues, and extend the literature on the relationship of regime type and acts of terrorism in the following ways: I add to the quantitative literature on the subject; I use an updated database on global terrorist events (START--Global Terrorism Database) which includes domestic and international events; and I analyze rates of terrorism by a variety of …

The U.S. Army desires to improve safety during Intelligence, Surveillance, Reconnaissance (ISR) operations by removing Warfighters from direct line-of-fire by enhancing ISR operational capabilities with unmanned systems, also known as Robot-Aided ISR (RAISR) (DOD, 2013). Additionally, RAISR presents an opportunity to fulfill ISR capability requirements of modern combat environments including: detection of High-Value Individuals (HVI) from safer distances, identification of baseline behavior, and interpretation of adversarial intent (U.S. Army, 2008). The illicit exploitation of natural resources-often called conflict minerals-has been associated with some of the worst violence in the past half-century, especially in the Democratic Republic of the Congo. The Revolution in Military Affairs had an important role in providing the United States Armed Forces the technical instruments necessary to conduct high-risky operations in the context of Irregular Warfare. Contextual Theological Education In Africa As A Model For Missional Formation, Susan Murithi

This paper argues that teaching of contextual theological education in Africa can aid in missional formation of students, teachers, and their communities. Further, common African struggles are explored as a way of discovering how theological education can be used to address Africa’s unique situation. The paper further asserts that the only kind of education with the power to form humanity is the one that relates to them and addresses their unique situations, and answers their questions. To form missional Christians in Africa, we need contextual education in our training institutions.

Many ancient and modern authors view the first century CE as an unprecedented era of peace and security for the Roman Empire. These writers often identify the Roman emperor Augustus’ diplomatic settlement with Parthia (ca. 20 BCE) as an important cornerstone of the Pax Romana. But while the two ancient superpowers may have averted large-scale conflicts, Romano-Parthian relations under Augustus and the Julio-Claudians were never entirely uneventful or especially peaceful. There has been an ever-increasing demand for the development of high-performance sensing devices for detection and discrimination of volatile organic compounds (VOCs) present in different environments. Among a number of sensing devices currently available, sorption-based sensors are particularly attractive because they are simple and inexpensive, require low power, and are appropriate for fabrication of multisensor arrays. A sorption-based sensor is comprised of a chemically active coating immobilized on the surface of a physical transducer. Horses were high status animals in the middle ages. Strong, costly, and used in war, they symbolized power and wealth. Yet in some Trecento Italian frescos, horses take on another role. Particularly through their eyes, ears, and body positioning they seem to communicate with each other regarding the religious scenes at hand. Asian American literature has continued to evolve since the emergence of first generation Asian American writers in 1975. Authors have continued to interact not only with Asian American content, but also with different forms to express that content – one of these forms is genre writing. Ideology is an integral component in the reproduction of power. Integral to this central tenet of statecraft is the regulation of identity and proscribed methods of social engagement—positive portrayals of "good citizenry" and delegitimized representations of those challenging hegemony. The U.S. drone program in Pakistan faces strong resistance in Pakistan. Because the program solely seeks to eliminate terrorist groups and leaders through bombing campaigns, with no built in social support, the local population’s anti-American sentiment has reached the highest level in history. This angry mood against U.S. drone programs is spreading throughout the Islamic world. To counter this anti-American sentiment, and increase the drone program’s effectiveness, the U.S. must invest in multifaceted, socio-economic support efforts to educate the population and rebuild the gratuity, trust, and commitment of Pakistan’s people to the “War on Terror.”

Unmanned aerial vehicles (UAVs), better known as drones, are increasingly touted as ‘humanitarian’ weapons that contribute positively to fighting just wars and saving innocent lives. At the same time, civilian casualties have become the most visible and criticized aspect of drone warfare. It is argued here that drones contribute to civilian casualties not in spite of, but because of, their unique attributes. They greatly extend war across time and space, pulling more potential threats and targets into play over long periods, and because they are low-risk and highly accurate, they are more likely to be used. There is a great importance for faithful reduced order models (ROMs) that are valid over a range of system parameters and initial conditions. In this paper, we demonstrate through two nonlinear dynamic models (pinned–pinned beam and thin plate) that are both randomly and periodically forced that smooth orthogonal decomposition (SOD)-based ROMs are valid over a wide operating range of system parameters and initial conditions when compared to proper orthogonal decomposition (POD)-based ROMs. Two new concepts of subspace robustness—the ROM is valid over a range of initial conditions, forcing functions, and system parameters—and dynamical consistency—the ROM embeds the nonlinear manifold—are used …
