Traumatic brain injury (TBI) is a leading cause of morbidity and mortality globally and often results in long term disability. Unfortunately, the success of rehabilitation techniques as therapy for TBI is limited, which may be due to the growth restrictive environment of the adult central nervous system (CNS). This environment is thought to result from glial scars, lack of neurotrophic factors, and the presence of an array of growth-inhibitory molecules. One such growth-inhibitory molecule is the protein Nogo-A. Our laboratory has shown that neutralization of Nogo-A with anti-Nogo-A immunotherapy after ischemic stroke results in improvement in functional recovery in the …

This paper examines the prevailing notion of teacher quality today. While there is wide agreement that teachers are the primary factor in schools determining student achievement, there is disagreement about which attributes constitute a high-quality teacher. Different approaches to improving teaching spring from different conceptualizations of capability. Since teacher quality consists of particular abilities that allow teachers to excel in their work, we need to understand how the abilities of high quality teachers are acquired, maintained and expanded, or, conversely, how these abilities are unrealized, arrested and diminished. In The Classical Liberal Constitution: The Uncertain Quest for Limited Government (2013), Richard Epstein says that he "incorporates but goes beyond" originalist theory by calling for adjudication "in sync with" classical liberal theory political theory, which Professor Epstein claims underlies the Constitution. Without in any way detracting from the numerous virtues of this book, I argue that this is primarily a work of constitutional construction rather than constitutional interpretation. From the standpoint of interpretation, the background rules that best supplement the constitutional text are found in eighteenth-century fiduciary law rather than in classical liberal political theory, though the latter is …

This thesis takes a step beyond the current discussion on hybrid competitive strategies (HS) by identifying the underlying mechanisms and common elements of successful hybrid strategies. Reviewing empirical and theoretical literature revealed a significant gap in this respect. Therefore, the activity-based view of strategy is introduced to the discussion on HS. In a first step, four consistent and sustainable HS concepts are developed providing the basis for deriving specific HS models. Osówka (Germ. Säuferhöhen), is one of the elements of the unfinished Nazi military complex called “Riese”. The total length of corridors of Osówka complex is about 1,700 m and its capacity amounts to 30,000 m³. As described geologically, Osówka is situated within the Sowie Mts. Massif which consists mostly of various gneisses with different structural characteristics, but with a constant mineral composition. The rock-forming minerals are feldspar (oligoclase), quartz, biotite and light micas, accesory minerals are garnet, sillimanite and dysten. Words are made up of speech sounds. Almost all accounts of child speech development assume that children learn the pronunciation of first language (L1) speech sounds by imitation, most claiming that the child performs some kind of auditory matching to the elements of ambient speech. However, there is evidence to support an alternative account and we investigate the non-imitative child behavior and well-attested caregiver behavior that this account posits using Elija, a computational model of an infant. Through unsupervised active learning, Elija began by discovering motor patterns, which produced sounds. In separate interaction experiments, native speakers of English, French and …

A foreign manufacturer sells a product to an American distributor in State A, who then resells the product to an American consumer in State B. The consumer is injured by the product and attempts to sue the foreign manufacturer in State B. Can State B exercise personal jurisdiction over the manufacturer? This deceptively simple and seemingly common question, and related questions involving the socalled "stream of commerce," has fractured the United States Supreme Court for over twenty years, leaving consumers, manufacturers, and distributors unsure of their rights and potential liabilities. Information And Causation In Tort Law: Generalizing The Learned Hand Test For Causation Cases, Keith N. Hylton

This paper discusses the economics of causation in tort law, describing precise implications for precautionary incentives when courts are and are not perfectly informed. With precautionary incentives identified, we can ask whether the causation inquiry enhances welfare, and if so under what conditions. Perhaps the most important innovation applies to the Hand Formula. When causation is an issue, the probability of causal intervention should be part of the Hand test, and the generalized Hand test offers a method of distinguishing significant classes of causation cases. This article summarizes the major elements of the ACA's insurance reforms and how they affect responsibility for making decisions about the health care that people receive. A key example of the difficulty of allocating decision making responsibility is the effort to define a minimum benefit package for insurance plans, called essential health benefits. While the ACA should achieve its goal of near-universal access to care, it leaves in place a multiplicity of processes and decision-makers for determining individual treatment. The Cueva Mayor karst system of Atapuerca, in Northern Spain, hosts a highly significant record of human occupation from the Pleistocene. The climatic context of the human activities during the Pleistocene-Holocene for this inland site has not been well constrained, since existing records of the palaeoclimatic evolution of the Northern Iberian Peninsula are from more distal coastal and high-elevation sites. In this study, we interpret the palaeoenvironmental information recorded on the petrography of a stalagmite and the pollen spectra of the Sierra de Atapuerca karst system during the last 20 kyr.
