The Act allows a court to order a child witness or victim of certain offenses under the age of seventeen to testify outside the physical presence of the accused provided the court finds the child is likely to suffer serious psychological or emotional distress or trauma that impairs the child’s ability to communicate. The Act also lists considerations for the judge to take into account when making this determination. It further provides what shall be included in the court’s order, as well as the method of such testimony.

The Act expands gun rights by allowing permit holders to carry guns in locations previously prohibited including places of worship, bars, and certain areas inside government buildings and airports and changing criminal penalties for permit holders who violate the Act. The Act also permits, under certain circumstances, teachers and administrators to carry guns in school safety zones, on school buses, and at school functions. Additionally, the Act repeals certain Georgia laws regulating firearms dealers and also amends the qualifications for application of a weapon carry permit and conditions for permit renewal. Georgia Council on Criminal Justice Reform. This installment focuses on offender reintegration and state compliance with federal standards. The Act provides for more court involvement in delinquent and dependent juvenile matters, periodic review hearings for children in residential placement, and permanency plans for juveniles. The Act also provides for driver’s license reinstatement, educational programs for certain adult offenders, and programs supporting re-entry to society for adult offenders. Finally, the Act changes the reporting structure for Review Panel and Child Abuse Protocol Committees.

The process of coercing or forcing farmers to transition from shifting agriculture to more sedentary agricultural practices, a process I refer to as “de-swiddening”, has been well documented for many decades. Most often this process takes place in the political context of a state’s attempt to make an agricultural system more “legible”, as Scott (1998) has aptly described it. In a more recent context, de-swiddening has actually been taken under the banner of environmental protection. Economic development and environmental protection have often proved to be conflicting driving forces behind change in northwest Yunnan province, China. In 2003, the Sloping Land Conversion Program brought an end to traditional shifting cultivation in the Dulong valley—part of the Gaoligong Mountain Nature Reserve, Gongshan County— and is now threatening Drung people’s livelihood and culture while further increasing villagers’ dependence on state subsidies. This paper addresses the implementation of this program and the difficulties encountered by locals in relation to environmental protection and economic development issues. In the last decade the Indian Power Ministry began an aggressive campaign for hydropower development in its ten Himalayan states. Twenty-nine of these dams were commissioned for construction in the small Eastern Himalayan state of Sikkim. In June 2007 Dzongu a protected reserve of the indigenous Lepchas in North Sikkim became the center of controversy when reserve youth went on a hunger strike against seven dams planned within the reserve. Their protests garnered enough national and international attention to cancel four of the seven dams. However within the reserve there was very little support for the activists who were seen …

This paper introduces the busy field of hydropower development in the Himalayan region of the GBM basin to press the urgency for greater information and data exchange. The paper provides an example of a mapping method and a database that will add to the existing online sources of information and analysis offered by nongovernmental agencies and some government departments. This project contributes to the general aim of many citizen groups to limit, monitor and regulate the practices of hydropower companies and the management of their infrastructure in the GBM. In his seminal book Literature, Popular Culture and Society, Leo Lowenthal argues that studies of the representation of society, state, or economy in the literature of a particular country or time contribute to our knowledge of ‘the kind of perception which a specific social group—writers—has of specific social phenomena’ and therefore to our knowledge of the ‘history and sociology of shared consciousness’ (1961: 143). Locating The Copper-Colored Mountain: Buddhist Cosmology, Himalayan Geography, And Maps Of Imagined Worlds, Benjamin Bogin
HIMALAYA, the Journal of the Association for Nepal and Himalayan Studies
This article explores various ways in which Tibetan authors have attempted to locate the Glorious Copper-Colored Mountain (Tib. zangs mdog dpal ri), considered to be the present abode of Padmasambhava, the tantric guru famous for establishing Buddhism in Tibet in the eighth century. Literary sources ranging from the twelfth through the nineteenth century are considered as examples of the cultural work of place-making. Their authors are shown to draw upon multiple frameworks to map the Copper-Colored Mountain as a sacred site.
