Clearinghouses As Liquidity Partitioning, Richard Squire Jan 2014

Clearinghouses As Liquidity Partitioning, Richard Squire

Faculty Scholarship

To reduce the risk of another financial crisis, the Dodd-Frank Act requires that trading in certain derivatives be backed by clearinghouses. Critics mount two main objections: a clearinghouse shifts risk instead of reducing it; and a clearinghouse could fail, requiring a bailout. This Article’s observation that clearinghouses engage in liquidity partitioning answers both. Liquidity partitioning means that when one of its member firms becomes bankrupt, a clearinghouse keeps a portion of the firm’s most liquid assets, and a matching portion of its short-term debt, out of the bankruptcy estate. The clearinghouse then applies the first toward immediate repayment of the …

What We Disagree About When We Disagree About School Choice, Aaron J. Saiger Jan 2014

What We Disagree About When We Disagree About School Choice, Aaron J. Saiger

Faculty Scholarship

The debate over school vouchers, charter schools, and other varieties of school choice has become a bit stale. It would improve were advocates on all sides to acknowledge several crucial realities that they too often obfuscate. First, the debate is fundamentally normative, not empirical. The desirability of choice depends primarily upon how we weigh competing claims of equality and liberty in education. Second, all participants in the debate should acknowledge both that constrained choice is still genuine choice, and that how and to what extent parental decisions are constrained are fundamental issues in choice policy. Finally, with respect to the …

Unidirectional Rotary Tendency Of A Wave-Driven Rotor, Yingchen Yang Jan 2014

Unidirectional Rotary Tendency Of A Wave-Driven Rotor, Yingchen Yang

Mechanical Engineering Faculty Publications

Ocean waves can directly drive WECs (wave energy converters) to perform two types of motion—reciprocating motion and unidirectional rotary motion. In general, the efficiency of a reciprocating WEC is strongly wave-frequency dependent, whereas the efficiency of a rotary WEC can be somewhat wave-frequency independent. To date, a huge majority of WEC technologies under development in industry belong to the reciprocating class, and only a few WEC concepts fall in the unidirectional rotary class. In the present work, a wave-driven rotor for unidirectional rotary motion was proposed and characterized. A numerical tool has been developed for characterization of the rotor’s unidirectional …

Creatio Ex Amore Dei: Creation Out Of Nothing And God’S Relational Nature, Samuel J. Youngs Jan 2014

Creatio Ex Amore Dei: Creation Out Of Nothing And God’S Relational Nature, Samuel J. Youngs

The Asbury Journal

The opinion of many feminist thinkers and process theologians has been that Christianity needs to shed its allegiance to a God conceived in terms of omnipotent sovereignty. As an alternative, many of them have envisioned God in more relational categories, focusing on the metaphysically “limited” nature of God, with the first step along this path often being a refutation of the traditional doctrine of creatio ex nihilo. This essay summarizes such critiques before proceeding to argue that a robust understanding of creatio ex nihilo, viewed through the lens of kenosis, can actually speak more effectively to God’s relational nature and …

The Missiological Method Of Jesus According To Luke 10: Do We Follow In His Steps?, Cecil Stalnaker Jan 2014

The Missiological Method Of Jesus According To Luke 10: Do We Follow In His Steps?, Cecil Stalnaker

Great Commission Research Journal

When it comes to evangelism and missiological methods, should we follow in the steps of Jesus? Many missionaries are doing just that. In Luke 10 Jesus instructs his disciples, giving them a method to accomplish their appointed mission. This involves three phases: (1) searching for the “person of peace”; (2) supporting a house fellowship; and (3) securing a missionary base of operations. Such an approach is certainly worth examining but only in light of the biblical authority and context as well as the missionary’s cultural context.

Church Launch: Start Small, Stay Small—Launch Large, Grow Larger!, Dave Page Jan 2014

Church Launch: Start Small, Stay Small—Launch Large, Grow Larger!, Dave Page

Great Commission Research Journal

Launching churches is the new paradigm for church planting in America for the twenty-first century. The old school paradigm was to plant a church and watch it grow slowly, like a tree. The new church planting metaphor is launching a church, like launching a rocket ship into space. This article argues that launching large churches is the most effective means of evangelism in the short and long run. Start small, and the church will stay small, as most do. Launch large, and the church has an opportunity to keep on growing. By launching large, churches can break church growth barriers …

Esau, Son Of Isaac And Grandson Of Abraham: The Model Of A Faithful Son, Moshe Reiss Jan 2014

Esau, Son Of Isaac And Grandson Of Abraham: The Model Of A Faithful Son, Moshe Reiss

The Asbury Journal

The story of Esau and Jacob, the two powerful sons of Isaac and Rebekah is one of the several conflicting families noted in the book of Genesis. Jacob, whose other name is Israel, is the father of the twelve tribes and thus the founder of the Jewish people. Rebekah may be the most pow- erful of the matriarchs; the one God talks to directly about her role in the covenant. The reconciliation of the brothers is one of the more powerful descriptions in the Bible.

The simulation model was built using Arena version 12, and the objective of the study was to determine an optimum tutor staffing schedule to reduce operating costs, while also servicing as many students as possible and with the students experiencing a minimal wait time. Data was collected by videotaping four weeks (or 20 nights) worth of evening tutoring sessions. Two models, the General Study Room and the Physics & Chemistry Lab, …

Correlates Of Continued Visual Flight Rules (Vfr) Into Instrument Meteorological Conditions (Imc) General Aviation Accidents, David Ison Jan 2014

Correlates Of Continued Visual Flight Rules (Vfr) Into Instrument Meteorological Conditions (Imc) General Aviation Accidents, David Ison

Journal of Aviation/Aerospace Education & Research

General aviation accidents result in the loss of millions of dollars and hundreds of lives each year. Among these, a fifth are weather related and have an extremely high lethality rate. Almost half the cases of weather related accidents involve pilots continuing from visual flight conditions into poor weather of which half result in fatalities. These events, referred to as continued VFR (Visual Flight Rules) into IMC (Instrument Meteorological Conditions) have been referenced in a variety of literature as a significant hazard to aviation. In order to better understand these accidents, researchers have tried to identify causes and factors related …

A3ir-Core At Purdue University: An Innovative Partnership Between Faculty, Students, And Industry, John H. Mott Jan 2014

A3ir-Core At Purdue University: An Innovative Partnership Between Faculty, Students, And Industry, John H. Mott

Journal of Aviation/Aerospace Education & Research

Economic realities have begun to motivate public higher education institutions to reexamine their roles in the overall educational process and the associated funding mechanisms that are extant. Such reexamination typically includes both the public/private funding mix and the degree to which a workforce-oriented focus should be employed across curricula. Partnerships between academia and industry are a potential answer to the questions thereby raised, and while such partnerships are nothing new, related structural innovations can improve educational and employment outcomes for students. Industry-sponsored institutional research centers can play a major role in facilitating these partnerships. Once such center, the recently-developed Advanced …

Premis-Lite, A Preservation Metadata Generator., Todd P. Swanson

Library Philosophy and Practice (e-journal)

Digital preservation is without question an important, if not essential, facet of our now digital society. Implementing a digital preservation strategy is crucial to ensuring the longevity and sustained usability of digital content. The importance of digital preservation is not limited to large-scale institutions and organizations, but also extends to private individuals and small-scale businesses.

PREMIS is currently the international preservation metadata standard. The objective of PREMIS was to identify and create a wide ranging and implementable set of "core" preservation metadata elements while following the recommendations of the Open Archival Information System (OAIS) reference model. However, the depth and …

Community-based organizations (CBOs) serving persons living with HIV or AIDS face the challenge of an aging population with more chronic diseases. This study assessed cancer programming needs of AIDS service organizations (ASOs) in New York, New Jersey, and Connecticut by conducting a community needs assessment. Sixty (58%) of 103 organizations completed the survey. ASOs conduct activities most related to early steps along the cancer care continuum, but they also express great interest in expanding cancer-focused programming into new areas. ASOs have resources or capacities in assisting HIV+ clients with mental health or substance abuse problems, but there exists a need …

A Data Set Of Worldwide Glacier Length Fluctuations, Paul W. Leclercq, Johannes Oerlemans, Hassan J. Basagic, Christina Bushueva, A. J. Cook, Raymond Le Bris

Geology Faculty Publications and Presentations

Glacier fluctuations contribute to variations in sea level and historical glacier length fluctuations are natural indicators of past climate change. To study these subjects, longterm information of glacier change is needed. In this paper we present a data set of global long-term glacier length fluctuations. The data set is a compilation of available information on changes in glacier length worldwide, including both measured and reconstructed glacier length fluctuations. All 471 length series start before 1950 and cover at least four decades. The longest record starts in 1535, but the majority of time series start after 1850. The number of available …

Geology Faculty Publications and Presentations

The 2014 National Seismic Hazard Maps for the conterminous United States incorporate additional uncertainty in fault slip-rate parameter that controls the earthquake-activity rates than was applied in previous versions of the hazard maps. This additional uncertainty is accounted for by new geodesy- and geology-based slip-rate models for the Western United States. Models that were considered include an updated geologic model based on expert opinion and four combined inversion models informed by both geologic and geodetic input. The two block models considered indicate significantly higher slip rates than the expert opinion and the two fault-based combined inversion models. For the hazard …

Central Cascadia Subduction Zone Creep, Gina M. Schmalzle, Robert Mccaffrey, Kenneth C. Creager Jan 2014

Central Cascadia Subduction Zone Creep, Gina M. Schmalzle, Robert Mccaffrey, Kenneth C. Creager

Geology Faculty Publications and Presentations

Central Cascadia between 43ºN and 46ºN has reduced interseismic uplift observed in geodetic data and coseismic subsidence seen in multiple thrust earthquakes, suggesting elevated persistent fault creep in this section of the subduction zone. We estimate subduction thrust "decade-scale" locking and crustal block rotations from three-component continuous Global Positioning System (GPS) time series from 1997 to 2013, as well as 80 year tide gauge and leveling-derived uplift rates. Geodetic observations indicatecoastal central Oregon is rising at a slower rate than coastal Washington, southern Oregon and northern California. Modeled locking distributions suggest a wide locking transition zone that extends inland undercentral …

Flow Measurement Options For Canal Turnouts, Kyle Feist, Charles M. Burt Jan 2014

Flow Measurement Options For Canal Turnouts, Kyle Feist, Charles M. Burt

BioResource and Agricultural Engineering

Volumetric record-keeping, billing, and allocations at irrigation district delivery points (turnouts) are the norm, rather than the exception for most California irrigation districts. However, many older districts are just beginning these efforts, and other districts are trying to improve existing hardware and procedures. Volumetric accounting with high accuracy and a reasonable price presents unique engineering challenges for irrigation districts because of the variety of existing structures and configurations at irrigation delivery points. Because it is likely that irrigation districts will attempt to utilize existing devices, or slightly modify them, there is a need for standardized installation and/or calibration. This paper …

Much Obliged: Analyzing The Importance And Impact Of Acknowledgements In Scholarly Communication, Joshua Finnell

Library Philosophy and Practice (e-journal)

Author rights, peer review, open access, and the role of institutional repositories have all come under scrutiny by scholars, librarians, and legal experts in the last decade. Much of the conversation is centered on liberating information from the confinements of legal, financial, and hierarchical restraints. The relevancy of traditional citation analysis too, understood within the framework of an h-Index and Eigen factor, is under scrutiny with the rise of altmetrics. Collectively, these issues form the core of the scholarly communication process, from creation to dissemination to impact. However, an overlooked facet of the scholarly communication process is the acknowledgement. …
