Crime Reduction In Helena, Arkansas, Harvard Law School Mississippi Delta Project Economic Development Team
Crime Reduction In Helena, Arkansas, Harvard Law School Mississippi Delta Project Economic Development Team
Delta Directions: Publications
This report was created at the request of Southern Bancorp Community Partners (“SBCP”) in order to examine policies for improving the economic circumstances in Helena-‐West Helena, Arkansas (referred to as both “HWH” or “Helena” in this report) through strategies for crime reduction. HWH has an extraordinarily high crime rate, which not only affects the citizens who are direct victims of these offenses, but also the city’s economic fortunes by deterring potential customers, investors and other sources of tax revenue. SBCP is a nonprofit with a mission to transform rural southern Communities. SBCP works in a partnership with Southern Bancorp (“Southern”), …

Tales Of Color And Colonialism: Racial Realism And Settler Colonial Theory, Natsu Taylor Saito
Tales Of Color And Colonialism: Racial Realism And Settler Colonial Theory, Natsu Taylor Saito
Florida A & M University Law Review
More than a half-century after the civil rights era, people of color in the United States remain disproportionately impoverished and incarcerated, excluded and vulnerable. Legal remedies rooted in the Constitution's guarantee of equal protection remain elusive. This article argues that the "racial realism" advocated by the late Professor Derrick Bell compels us to look critically at the purposes served by racial hierarchy. By stepping outside the master narrative's depiction of the United States as a "nation of immigrants" with opportunity for all, we can recognize it as a settler state, much like Canada, Australia, and New Zealand. It could not …

Economics And Genocide: Choices And Consequences, Jurgen Brauer, Charles Anderton
Economics And Genocide: Choices And Consequences, Jurgen Brauer, Charles Anderton
Economics Department Working Papers
Professional economists rarely write on questions of genocide. This surprises because a workhorse tool of the economics discipline concerns the analysis of behavior that takes place under constraints. All parties in genocide—perpetrators, victims, and third parties—face cost and resource constraints subject to which they seek to achieve their objectives, be it killing, surviving, or intervening. This essay characterizes and illustrates economic thinking about objectives, costs, and resources for each of the three groups. There is potentially much that economics can contribute to genocide studies and, vice versa, much that genocide scholars may learn from welcoming an economic perspective.

A Public Pensions Bailout: Economics And Law, Terrance O'Reilly
A Public Pensions Bailout: Economics And Law, Terrance O'Reilly
University of Michigan Journal of Law Reform
In several states, public pension plans are at risk of insolvency within a decade. These risks are significant, and the solutions currently contemplated are likely to fall short of what is necessary to contain the problem. If public pension plans do become insolvent, it seems likely the federal government will bail them out. This Article proposes that the federal government prepare for the prospect of federal financial support of public pension plans by instituting an optional regulatory regime for public pensions. If a state elects not to participate, its public pension plans would be ineligible for federal financial support. In …

Evaluating The Effectiveness Of Onboard Video Feedback Systems On Reducing Transit Collisions And Injuries, Michael Litschi, Peter J. Haas
Evaluating The Effectiveness Of Onboard Video Feedback Systems On Reducing Transit Collisions And Injuries, Michael Litschi, Peter J. Haas
Journal of Public Transportation
In the mid-2000s, public transit agencies began testing onboard video feedback systems on buses, which capture short video clips when triggered by an unusual event such as hard braking, a sharp turn, or impact with an object. The objective of this study was to determine whether the systems have enhanced passenger safety by reducing the frequency and severity of collisions and injuries and to identify lessons learned from the implementation of such systems. The study concludes that the systems appear to have a positive impact on transit safety achieved through a reduction in collisions and injuries and the risky driving …

Fact Books
I am proud to introduce the 23rd annual Southwestern Oklahoma State University Fact Book. The Fact Book provides a ready source of information to answer frequently asked questions about the University and its operations. Unless otherwise noted, the information in this Fact Book came from computer-generated
reports that are printed following the tenth class day of each fall semester. Because of student fluctuations during the semester, numbers will not match other published enrollment numbers that may be based on enrollment at the end of a semester.

Fairness, Equity, And A Level Playing Field: Development Goals For The Resilient City, Christopher K. Odinet
Fairness, Equity, And A Level Playing Field: Development Goals For The Resilient City, Christopher K. Odinet
Faculty Scholarship
In the wake of the Great Recession and in the midst of a political climate that endorses the devolution of governmental power to more localized levels there has been a resurgence in recent years of the idea of the city as the center of American life. Competition between cities in capturing economic development projects has become palpable. Success can lead to job creation and growth, private investment, and, importantly, increased tax revenues. Cities often compete with one another by each offering their own package of public incentives. In the waning hours of negotiations hundreds of millions of public dollars can …

Risk-Based Bridge Inspection Practices, Rebecca S. Reising, Robert J. Connor, Jason B. Lloyd
Risk-Based Bridge Inspection Practices, Rebecca S. Reising, Robert J. Connor, Jason B. Lloyd
JTRP Technical Reports
Improving bridge safety, reliability, and the allocation of bridge inspection resources are the goals of the proposed risk-based bridge inspection practices. Currently, most bridges in the United States are inspected at a fixed calendar interval of 24 months, without regard to the condition of the bridge. Newer bridges with little or no damage are inspected with the same frequency as older, more deteriorated bridges thus creating inefficiency in the allocation of inspection resources.
The proposed methodology incorporates reliability theory and expert elicitation from the Indiana Department of Transportation’s Risk Assessment Panel, developed during this research, to rationally determine bridge inspection …
