The Influence Of Higher Education On Promotional Outcomes In The New Jersey State Police, David D. Costantino

This study examined the strength of four predictor variables (i.e., level of education, seniority, gender and race) found in the archival data provided by the New Jersey State Police to predict the likelihood of promotional outcomes for five separate and distinct participant groups (i.e., Sergeant, Sergeant First Class, Lieutenant, Captain, and Major). Five separate participant group analyses were conducted using binary logistic regression modelling. The participant data examined in this study, which represents a total population sample, pertained to 3,515 enlisted members of the New Jersey State Police considered for promotion during one, or both, of the promotional events held …

Memory On Trial: The Manhunt For Alaska's Most Elusive Mass Murderer, Brittany A. Retherford

The fallibility and malleability of human memory played a confounding and troublesome role in the investigation of the 1982 murder of eight people on a fishing boat, the Investor, in Craig, Alaska, and subsequent trials of law enforcements' only suspect, John Kenneth Peel. Human memory -- including its inherent subjectivity and susceptibility to coercion and change -- ultimately resulted in an unsatisfactory resolution for victims' families and friends, law enforcement, witnesses, and others associated with the events, investigation and legal proceedings. Identification And Evolution Of Tectonic Faults In The Greater Fairbanks Area, Alaska, Rachel A. Frohman

I have identified evidence for potentially active northeast-striking faults in the greater Fairbanks area and have developed a model for their evolution that defines the character of faults and timing of structural events. Seismicity, topographic data, and geological and geophysical maps show that potentially active faults correspond with previously mapped bedrock faults, topographic lows, and magnetic anomalies. Seismicity indicates that faults in Interior Alaska have low to moderate tectonic activity; geomorphic and structural analyses of mapped faults indicate they are dominantly left-lateral strike-slip, but have smaller normal or reverse components. The Transformative Effects Of Public-Private Partnerships In Cleveland: An Inside View Of Good Government Under Mayors Voinovich And Jackson, Vera D. Vogelsang-Coombs, William M. Denihan, Melanie F. Baur

This article focuses on two mayoral-led public-private partnerships designed to renew good government in Cleveland — Mayor George Voinovich’s Operations Improvement Task Force (OITF) (1979-1982) and Mayor Frank Jackson’s Operations Efficiency Task Force (OETF) (2006-2009). The Voinovich OITF public-private partnership enabled Cleveland to “come back” after the city’s 1978 default. The Jackson OETF public-private partnership successfully rightsized Cleveland in relationship to its much smaller population needs during challenging economic times without disruptions in service. This thesis paper is an analysis of the crisis communication response to the 2011 Pennsylvania State University child sex abuse scandal. The reputation of this iconic university and its football program was changed forever by this horrific event, which involved years of administrative cover-ups of the sexual assault of children by an assistant football coach. However, despite widespread public backlash, administrative upheaval and heavy NCAA sanctions in the months after the scandal broke, Penn State has since made major strides in image improvement.

The Impact Of Documentation Status On The Educational Attainment Experiences Of Undocumented Hispanic/Latino Students, Brittanie Alexandria Roberts

The issue of undocumented immigration has recently taken center-stage in the media and national politics in the United States. A large population of undocumented youth grows up with legal access to public education through high school, following the Supreme Court decision of Plyler vs. Doe, but faces legal and economic barriers to post-secondary education. Following high school, undocumented Hispanic/Latino youth legal protections end, greatly limiting chances for upward mobility through traditional post-secondary education pipelines. In some cases, knowledge of future barriers to post-secondary education leads to a decline in educational motivation.

This paper assesses the owner managers ' perception of the impact of regulations on competitiveness of food processors in Tanzania. Specifically, the paper examines the perceived relevance of existing regulations in the food processing sector, the level of enterprises ' satisfaction with the regulatory authorities in the sector and the extent to which competitiveness of food processors is affected by regulations. Attracting, motivating, and retaining public service employees continues to challenge both state- and municipal-level managers. Beginning with Perry’s (1996) public service motivation (PSM) construct, academics and practitioners focused considerable efforts in the identification of measures and factors influencing levels of motivation with the overall intent of identifying the key components of increasing employee motivations, thereby increasing the possibility of retaining the capable employees. While this effort has focused on managerial distinctions, groupings between genders, racial backgrounds, and tenure lengths, one significant comparison has yet to be explored—the public safety worker. The United States has arbitrary weather criteria for a prescribed burn day to happen. This arbitrary criteria gives prescribed-burn managers a limited amount of days they can burn. To solve this, I established a 30-year climatology based on daily mixing height (m). I then calculated burn-day thresholds based on different mixing heights. I found seasonal and spatial patterns of the amount of days that are prescribed burns. Southeastern United States was my study area. A small decrease in threshold values will lead to large increases in prescribed burn days. Digital maps were created to show the spatial variability of prescribed …

Racial Justice Study: An Examination Of Ticket Citations In The City Of Mankato, Minnesota, Meagan Hammers, C. J. Hays, Hannah Laniado

This study examines if there is racial disparity in policing in the city of Mankato, Minnesota by examining all traffic ticket citations given for a six-month period in 2014. The authors created a data set and examined statistical relationships between the observed race of those receiving tickets and the types of tickets received. This study discovered statistically significant findings of over policing of minorities; while minorities represent roughly ten percent the population in Mankato, they make up approximately 22% of the population cited. Further, minorities were about three times more likely than whites to receive a ticket for administrative offenses, …

This project provides an introductory, critical media literacy curriculum for middle school English teachers, which is designed to build upon students’ academic language proficiency and critical-thinking skills through media-based content. The targeted proficiency level ranges from high-intermediate English language learners to native English speakers.

The curriculum focuses on developing the critical-thinking skills needed to analyze complex media messages. Civil Unrest And Collective Violence In France: A Historical Comparative Analysis, Kenneth Arsenault

Civil unrest as a precursor for collective violence to erupt is analyzed using historic events in France. The theoretical background for collective violence is outlined, along with a discussion of the origin of crowd behavior by Le Bon. By analyzing historic events in a single country, the variable of differing cultural contexts is eliminated. Four cases of events that led to collective violence ranging across time from the late 18th century to the late 20th century are analyzed in detail to determine the causal mechanisms that led the crowds to become violent.
