“Passing The Trash” In Illinois After Doe-3 V. Mclean County Unit District No. 5: A Proposal For Legislation To Prevent School Districts From Handing Off Sexually Abusive Employees To Other School Districts, Noah Menold Feb 2014

“Passing The Trash” In Illinois After Doe-3 V. Mclean County Unit District No. 5: A Proposal For Legislation To Prevent School Districts From Handing Off Sexually Abusive Employees To Other School Districts, Noah Menold

Northern Illinois University Law Review

In school districts throughout the United States, school administrations often conceal employee-on-student sexual misconduct and allow the perpetrators to resign and continue their abuse of students at other school districts. The practice is known as “passing the trash.” In Doe-3 v. McLean County Unit District No. 5, the Illinois Supreme Court addressed a case of “passing the trash” and held that a school district does not owe an affirmative duty to a subsequent school district employer or its students; however, the court determined that a school district has a duty to provide accurate information about former employees. In an effort …

Rethinking The Validity Of State Religions: Is Antiestablishmentarianism A Fundamental Prerequisite For The Protection Of Religious Rights Under International Human Rights Law?, Julia L. Ernst Feb 2014

Rethinking The Validity Of State Religions: Is Antiestablishmentarianism A Fundamental Prerequisite For The Protection Of Religious Rights Under International Human Rights Law?, Julia L. Ernst

Northern Illinois University Law Review

State religions exist in various forms in approximately forty percent of countries, including Denmark, Greece, and the United Kingdom. Despite the benefits that the establishment of religion may bring to some people, this church-state arrangement violates internationally recognized human rights in a number of ways. Yet antiestablishmentarianism” otherwise known as the doctrine of separation of church and state”is not currently recognized as necessary for the protection of religious rights. This Article argues that antiestablishmentarianism is a fundamental prerequisite for the protection of religious rights under international human rights law. Following the introduction in Part I of the Article, Part II …

Film Censorship In Egypt: Power And Subject-Making, Sara El Adl Feb 2014

Film Censorship In Egypt: Power And Subject-Making, Sara El Adl

Theses and Dissertations

This study’s focus is censorship on film in Egypt from 1971 onwards; when the first sign of incorporating religion as a source of law appeared with the addition of article 2, which states that “Islamic Shari’a is a main source of legislation.” Film is the most culturally powerful artistic medium in the Egyptian society due its mass consumption and has, from its point of introduction, served as a mirror into Egyptian politics and morality. Foucault’s mission of understanding how “subjectivity” forms and the power relations/modes that bring it about is a lens through which this project intends to examine the …

Becoming Transnational Citizens: The Liberian Diaspora's Civic Engagement In The United States And In Homeland Peacebuilding, Janet Elizabeth Reilly Feb 2014

Becoming Transnational Citizens: The Liberian Diaspora's Civic Engagement In The United States And In Homeland Peacebuilding, Janet Elizabeth Reilly

Dissertations, Theses, and Capstone Projects

This study examines the relationship between civic participation in homeland peacebuilding and immigrants' political incorporation and integration in their local communities in the United States. It explores the impact of state (U.S. and Liberia) policies and local context on individuals' civic participation locally and in transnational activities. The study demonstrates the mechanisms through which state policies and local context influence Liberians' political participation in the United States and their transnational citizenship, defined as full legal membership and civic participation. The relationship between civic engagement in the United States and in transnational activities is not an adversarial one. Engagement with the …

Hiring And Training Work-Study Students: A Case Study, Laura Manley, Robert P. Holley Feb 2014

Hiring And Training Work-Study Students: A Case Study, Laura Manley, Robert P. Holley

School of Information Sciences Faculty Research Publications

This paper describes the implementation of a comprehensive hiring and training program for library work-study students designed to reduce the time spent on individual training. After staff reductions, Marygrove College Library in Detroit, Michigan turned to an underutilized resource--work-study students. Formerly, training these students took so much permanent staff time that the library questioned investing so much effort on a contingent work force. With the cuts, the library reconsidered the value of work-study employees and devised a hiring and training program to choose the best candidates for the position and to reduce the effort full-time staff spent training new workers.

Incorporating Construction And Demolition Waste Into Non-Load Brearing Bricks., Neveen Samy Talaat Soliman Feb 2014

Incorporating Construction And Demolition Waste Into Non-Load Brearing Bricks., Neveen Samy Talaat Soliman

Theses and Dissertations

Egypt faces serious solid waste management challenges. Currently, waste is either burned or dumped along roads and canals. Not only do these wastes cause health problems, but they also contribute significantly to soil, air, and water pollution. Solid waste can be categorized as residential, industrial, institutional, municipal, manufacturing, and construction and demolition waste (C&DW). The construction industry threatens the environment in three main ways: during the production of raw materials in the process of cement and aggregate production; during the construction process itself due to high consumption of energy; and, in the final stages of the construction process due to …

The Labor Movement At The American University In Cairo: Strikes, Associations, And Institutional Change, Derek Ludovici Feb 2014

The Labor Movement At The American University In Cairo: Strikes, Associations, And Institutional Change, Derek Ludovici

Theses and Dissertations

This thesis is an ethnography of the labor movement at the American University in Cairo (AUC). I examine the major changes in the relationship between the workers and the university beginning in 2010. I first narrate the series of strikes that were carried out by the workers in October 2010, September 2011, and April 2012. Throughout this narration I analyze how contention and political opportunities define each strike's tactics and level of success. Additionally I look at how the strikes changed the way in which the workers can pursue grievances at the university. Second, I look at how the Independent …

Due Process And Temporal Limits On Mandatory Immigration Detention, Farrin R. Anello Feb 2014

Due Process And Temporal Limits On Mandatory Immigration Detention, Farrin R. Anello

UC Law Journal

Since 1996, the Immigration and Nationality Act has required the government to take into custody individuals in removal proceedings who have past convictions for any of a wide range of criminal offenses. This provision has led to more than a five-fold increase in the number of people detained each day, with harsh consequences for these individuals, their families, and communities across the country.Such a sweeping, categorical detention is not easily reconciled with the Supreme Court’s 2001 decision in Zadvydas v. Davis, which extended to immigration detention the due process limits that the Court has recognized on other forms of civil …

Renewal And Disposability: Projects And Narratives Of Development And Dispossession In The "New" New Orleans, Allison Padilla-Goodman Feb 2014

Renewal And Disposability: Projects And Narratives Of Development And Dispossession In The "New" New Orleans, Allison Padilla-Goodman

Dissertations, Theses, and Capstone Projects

When much of the physical landscape of New Orleans was destroyed with Hurricane Katrina, expedited change and a need to redefine the city's future rushed in. The "new" New Orleans would be decisively different: it would be change-oriented, optimistic, and a leader in progressive reform movements. Discourse around post-Katrina New Orleans was focused on making New Orleans "better than before" and becoming a national leader for cutting-edge urban renewal. On-the-ground change mirrored this discourse, as the city's institutional landscape was dismantled and reconfigured along lines of privatization and newness as the trend of "accumulation by dispossession" (Harvey, 2005) blanketed the …

Regional Planning, Greenhouse Gases, And Urbanfootprint Open Source Software, Garlynn Woodsong Jan 2014

Regional Planning, Greenhouse Gases, And Urbanfootprint Open Source Software, Garlynn Woodsong

PSU Transportation Seminars

Since about 2008, the planning world has been experiencing a paradigm shift that began in places like California and Oregon that have adopted legislation requiring the linking of land use and transportation plans to outcomes, specifically to the reduction of greenhouse gases (GHGs). In response to this need, Calthorpe Associates has developed a new planning tool, called UrbanFootprint, on a fully Open Source platform (i.e. Ubuntu Linux, PostGIS, PostGreSQL, etc.). As a powerful and dynamic web and mobile-enabled geo-spatial scenario creation and modeling tool with full co-benefits analysis capacity, UrbanFootprint has great utility for urban planning and research at multiple …
