Governing By Guidance: Civil Rights Agencies And The Emergence Of Language Rights, Ming Hsu Chen Jan 2014

Governing By Guidance: Civil Rights Agencies And The Emergence Of Language Rights, Ming Hsu Chen

Publications

On the fiftieth anniversary of the Civil Rights Act of 1964, this Article asks how federal civil rights laws evolved to incorporate the needs of non-English speakers following landmark immigration reform (the 1965 Hart-Cellar Act) that led to unprecedented migration from Asia and Latin America. Based on a comparative study of the emergence of language rights in schools and workplaces from 1965 to 1980, the Article demonstrates that regulatory agencies used nonbinding guidances to interpret the undefined statutory term "national origin discrimination" during their implementation of the Civil Rights Act of 1964. Their efforts facilitated the creation of language rights, …

Bone Age Assessment Using Hand And Clavicle X-Ray Images / Marjan Mansourvar, Marjan Mansourvar

Student Works (2010-2019)

Bone age assessment (BAA) is a method for evaluating the level of skeletal maturity to estimate the actual age of a person. It is usually performed manually by comparing an X-ray image of a left hand-wrist with an atlas, which contains a collection of images of known persons in the clinical procedure. The manual methods are based on analyzing special regions of the images of the hand bones or the whole bones of the images. Both approaches are prone to observation variability, time-consuming, and decision made on bone age is subjective. As a result, there is a pressing need to …

Research outputs 2013

Worldwide, coastal systems provide some of the most productive habitats, which potentially influence a range of marine and terrestrial ecosystems through the transfer of nutrients and energy. Several reviews have examined aspects of connectivity within coastal seascapes, but the scope of those reviews has been limited to single systems or single vectors. We use the transfer of carbon to examine the processes of connectivity through multiple vectors in multiple ecosystems using four coastal seascapes as case studies. We discuss and compare the main vectors of carbon connecting different ecosystems, and then the natural and human-induced factors that influence the magnitude …

Comparison Of The Effect Of Two Human Milk Fortifiers On Clinical Outcomes In Premature Infants, Melissa Thoene, Corrine K. Hanson, Elizabeth Lyden, Laura Dugick, Leslie Ruybal, Ann Anderson-Berry

Journal Articles: Nebraska Medicine

The use of human milk fortifiers (HMF) helps to meet the high nutritional requirements of the human milk-fed premature infant. Previously available powdered products have not met the protein requirements of the preterm infant population and many neonatologists add powder protein modulars to help meet protein needs. The use of powdered products is discouraged in neonatal intensive care units (NICU) due to concern for invasive infection. The use of a commercially available acidified liquid product with higher protein content was implemented to address these two concerns. During the course of this implementation, poor growth and clinically significant acidosis of infants …

Effects Of Exploitation On An Overabundant Species: The Lesser Snow Goose Predicament, David N. Koons Jan 2014

Effects Of Exploitation On An Overabundant Species: The Lesser Snow Goose Predicament, David N. Koons

Wildland Resources Faculty Publications

  1. Invasive and overabundant species are an increasing threat to biodiversity and ecosystem functioning world-wide. As such, large amounts of money are spent each year on attempts to control them. These efforts can, however, be thwarted if exploitation is compensated demographically or if populations simply become too numerous for management to elicit an effective and rapid functional response.
  2. We examined the influence of these mechanisms on cause-specific mortality in lesser snow geese using multistate capture–reencounter methods. The abundance and destructive foraging behaviours of snow geese have created a trophic cascade that reduces (sub-) Arctic plant, insect and avian biodiversity, bestowing them …

Love For God And Earth: Ecospirituality In The Theologies Of Sallie Mcfague And Leonardo Boff, Rebecca A. Meier-Rao Jan 2014

Love For God And Earth: Ecospirituality In The Theologies Of Sallie Mcfague And Leonardo Boff, Rebecca A. Meier-Rao

Dissertations (1934 -)

This dissertation examines the theologies of North American Ecofeminist Sallie McFague and Latin American liberation theologian Leonardo Boff in order to answer the question - What are the features of a Christian spirituality capable of helping people to clear vision, transformation and hope in this time of socio-ecological crisis? In the sixth chapter I also briefly engage the work of Carmelite contemplative Constance FitzGerald, as she both reinforces and deepens the theologians' answer to the above question.

The dissertation begins with a short explanation of the interlocking ecological and social crises, and offers a basic understanding of Christian spirituality as …

Reframing The Civil Rights Narrative: From Compliance To Collective Impact, Susan P. Sturm Jan 2014

Reframing The Civil Rights Narrative: From Compliance To Collective Impact, Susan P. Sturm

Faculty Scholarship

This chapter first analyzes the limits of the civil rights/compliance framework as an overarching change theory for transforming institutions and systems, and then sketches out the features of a full participation framework grounded in a collective-impact approach to reducing structural inequality. Full participation is a framework that nests antidiscrimination within an affirmative vision connected to a theory of action, and a methodology aimed at systems change. It resonates with a wide range of emerging scholarship and activism aimed at advancing equality under conditions of complexity, changing demographics, decentered governance, privatization, and technological change. The framework draws on insights from extensive …

Inactivation By Uv-Radiation And Internalization Of Coliforms And Escherichia Coli In Aquaponically And Hydroponically Grown Lettuce, Matthew J. Moriarty Jan 2014

Inactivation By Uv-Radiation And Internalization Of Coliforms And Escherichia Coli In Aquaponically And Hydroponically Grown Lettuce, Matthew J. Moriarty

Graduate Theses, Dissertations, and Problem Reports (ETD)

Recent studies have shown that coliform bacteria, specifically Escherichia coli O157:H7, can internalize in leafy green produce. Therefore, a risk exists for lettuce being grown in systems using mixed water sources. Additionally, Ultra Violet light radiation has been shown to inactivate coliforms in water. For this reason, an experiment was conducted at West Virginia University's aquaculture facility to determine the effect of UV-radiation in water supplying an aquaponic channel with nutrients, and to assess the risk of coliform and E. coli internalization. In this experiment, the spring fed, flow-through aquaponic system was receiving runoff from cattle pastures as a source …

Educational Disparities' Impact On Risk Factors For Hypertension: National Health And Nutrition Examination Survey 2003-2010, Priska Ursula Baker Jan 2014

Educational Disparities' Impact On Risk Factors For Hypertension: National Health And Nutrition Examination Survey 2003-2010, Priska Ursula Baker

All Master's Theses

The intention of this study is to explore if education attainment is an independent risk factor for hypertension when other risk factors related to hypertension are accounted for. It is hypothesized that education will be an independent risk factor for hypertension even when other risk factors are considered.

Data from the National Health and Nutrition Examination Survey (NHANES) from 2003-2010 was used and analyses were conducted using SAS 9.2. Simple logistic regression analysis revealed that all education categories had significantly lower odds of having hypertension compared to < 9th grade education. Since hypertension risk was affected by gender, ethnicity, age, weight, abdominal obesity, smoking status, income and nutrient intake, these covariates were included in a multiple logistic regression model with educational attainment. In this model, hypertension only trended towards significance for educational attainment.

Although educational attainment may play a role in the prevalence of hypertension disparities, …

The Effects Of Sugar Substitutes On The Gut Microbiota Of Mice, Katie A. Lantau Jan 2014

The Effects Of Sugar Substitutes On The Gut Microbiota Of Mice, Katie A. Lantau

All Master's Theses

Obesity has become an ever increasing global problem. This has caused people to turn to sugar substitutes, no calorie sweeteners, to reduce their caloric intake. However, recent studies have shown that it is not just caloric intake that can affect weight, but also the diversity of the bacteria in the gut (Turnbaugh et al., 2009). It has been shown that an increased Firmicutes:Bacteroidetes ratio and an overall decrease in microbial diversity leads to an obesity associated gut microbiome (Turnbaugh et al., 2009; Ley et al., 2005). The purpose of this study was to determine if two of the most popular …

Preventing Childhood Obesity: A Mixed Methods Study Into The Perceptions Of African Americans In A Rural Community, Dayna S. Alexander Jan 2014

Preventing Childhood Obesity: A Mixed Methods Study Into The Perceptions Of African Americans In A Rural Community, Dayna S. Alexander

College of Graduate Studies: Theses & Dissertations

Preventing childhood obesity is a global priority due to adverse health risks and financial burdens. With childhood obesity rates stabilizing it is difficult to determine which factors alone (i.e., genetic, environmental, behavioral, or demographic) increase susceptibility to childhood obesity. Parents influence childhood obesity risk factors through their parenting styles and behaviors. Social behavioral theories and public health evidence demonstrate including parents in childhood obesity efforts could assist in reducing childhood obesity rates. The objective of this study was to assess perceptions of childhood obesity among African Americans with children enrolled in a rural elementary school in the Deep South. The …

Water And Nutrient Reuse Within Closed Hydroponic Systems, Emerson Christie Jan 2014

Water And Nutrient Reuse Within Closed Hydroponic Systems, Emerson Christie

College of Graduate Studies: Theses & Dissertations

Currently, little research exists on the maintenance of individual nutrient balance within the nutrient solutions of closed hydroponic systems and how this maintenance may result in reductions in water and nutrient consumption. In this study, a nutrient solution management procedure was developed to maintain outputs while minimizing inputs. Lactuca sativa (lettuce) crops were grown in six closed hydroponic systems utilizing the nutrient film technique. Electrical conductivity was used as the primary indicator of nutrient solution quality and determined if the nutrient solution was discarded and replaced (control systems) or restored (test systems). Restorations in test systems were made individually to …

Water Column Ammonium Concentration And Salinity Influence Nitrogen Uptake And Growth Of Spartina Alterniflora, Rachel Mactavish Jan 2014

Water Column Ammonium Concentration And Salinity Influence Nitrogen Uptake And Growth Of Spartina Alterniflora, Rachel Mactavish

College of Graduate Studies: Theses & Dissertations

Salt marsh macrophytes, such as Spartina alterniflora, play a critical role in uptake and transformation of inorganic nitrogen before it reaches coastal waters, thereby reducing the potential for eutrophication. Although nitrogen availability typically limits S. alterniflora growth, it may be possible to exceed the nitrogen uptake capacity of S. alterniflora. Increasing either nitrogen concentrations or salinity are key factors regulating S. alterniflora nitrogen uptake. Investigating the effects of nutrients and salinity on S. alterniflora is important given that increases in inorganic nitrogen supply to surface waters from agriculture and urbanization occur simultaneously with freshwater withdrawals that reduce flow and increase …
