Vision 2020: An Analysis Of Policy Implementation And Agrarian Change In Rural Rwanda, Sterling Recker
Vision 2020: An Analysis Of Policy Implementation And Agrarian Change In Rural Rwanda, Sterling Recker
Dissertations
In 2000, President Paul Kagame introduced a plan to alleviate poverty as well as to maintain political control over the policy process through a decentralized bureaucracy. Since adoption of Vision 2020 in 2000, Rwanda has been reforming its rural sector to commercialize agriculture, reduce pressures on land, and move the country into middle income status by the year 2020. In order to achieve the goals outlined in Vision 2020, the Government of Rwanda (GoR) adopted a policy of administrative decentralization in 2001 to facilitate the transition from subsistence to commercial agriculture. I am addressing two related questions: 1) How has …

Educators Taking The Lead To Transition High School Emergent Bilingual Learners With Disabilities, Diane Rodríguez, Lora Lee Smith Canter, Karen Voytecki, Kimberly Floyd
Journal of Multilingual Education Research
This article seeks to improve transition services for Emergent Bilinguals (EBs) with disabilities in secondary education. The authors provide recommendations to school administrators and educators on how to design a promising transitional context within classrooms and schools for EBs with disabilities. This article considers transition issues from multiple perspectives and urges secondary school educators to broaden their programmatic and teaching practices in order to increase successful transition of their multilingual students from school to work or to post-secondary education.

Native And Emergent Bilingual University-Level English Speakers Reading Online: The Influence Of Hypertext On Comprehension, Miriam Eisenstein Ebsworth, Tommy Mcdonell
Journal of Multilingual Education Research
Our study contributes to our understanding of Internet reading by Emergent Bilinguals (EB) and Native English speakers (NS) by investigating their recall of two Internet reading passages containing additional information available through either hypertext links or footnotes. Participants included 25 EB and 25 NS college students. Answers to cued recall questions were scored on the basis of the number of correctly recalled propositions (Kintsch, 1998). Additional interpretive data came from semi-structured interviews with four NS and four EB participants. Quantitative results showed that both groups of students recalled significantly more propositions with linear text than with hypertext. However, although descriptive …
Promising Pedagogical Practices For Emergent Bilinguals In Kindergarten: Towards A Mathematics Discourse Community, Sandra I. Musanti, Sylvia Celedón-Pattichis
Promising Pedagogical Practices For Emergent Bilinguals In Kindergarten: Towards A Mathematics Discourse Community, Sandra I. Musanti, Sylvia Celedón-Pattichis
Journal of Multilingual Education Research
In the current U.S. context, it is relevant to disseminate research that portrays in detail how bilingual teachers create challenging and safe mathematics learning environments for emergent bilinguals. It is critical to identify pedagogical approaches that foster emergent bilinguals’ participation in mathematics conversations and discourse practices where language is considered a pedagogical resource. This is possible when teachers understand that young Latino/a students come to school with a wide range of cognitive and linguistic tools, which they can use to help them make sense of problems posed in the classroom. Using case study methodology, we define and provide a detailed …
Where Have All The Bilingual Programs Gone?!: Why Prepared School Leaders Are Essential For Bilingual Education, Kate Menken, Cristian Solorza
Where Have All The Bilingual Programs Gone?!: Why Prepared School Leaders Are Essential For Bilingual Education, Kate Menken, Cristian Solorza
Journal of Multilingual Education Research
Enrollment in bilingual education has declined significantly in New York City in recent years, in spite of state and city policies that support it. To better understand this alarming trend, we interviewed school leaders, particularly principals, who have dismantled their school’s bilingual education programs in recent years. We also interviewed school leaders who have managed to preserve their bilingual education programs within the same time period. We examined these leaders’ knowledge and understandings about bilingual education and their emergent bilingual students, and their rationale for the respective language education policies they have adopted. Our research points to the very important …

Examining The Relationship Between Math Scores And English Language Proficiency, Denfield L. Henry, Beate Baltes, Nicolae Nistor
Examining The Relationship Between Math Scores And English Language Proficiency, Denfield L. Henry, Beate Baltes, Nicolae Nistor
Journal of Educational Research and Practice
Multiple studies propose that English proficiency dictates English language learners’ (ELLs) performances on mathematics assessments. The current study investigates the predictive power of English proficiency on mathematics scores, while controlling for gender, socioeconomic status (SES), and grade level among ELLs at a south Florida elementary school. Krashen’s theory of comprehensible input as a precursor to second language acquisition provides the framework for this quantitative, correlation study. Mathematics scores from the Florida Comprehensive Assessment Test for Grade 3–5 ELLs (N = 177) were analyzed using multiple linear regression. Analysis reveals English proficiency as a statistically significant predictor of mathematics scores. …
Understanding Teachers' Interpretation Of Progress Monitoring Data For English Learners Within Response To Intervention, Ana Maria Menda
Understanding Teachers' Interpretation Of Progress Monitoring Data For English Learners Within Response To Intervention, Ana Maria Menda
Open Access Dissertations
Latinos hold the highest dropout rate in the United States and have been found to be disproportionately represented in the categories of learning disability (LD) and speech and language impairment (SLI) in special education. With the introduction of response to intervention (RTI), a potentially beneficial framework for English learners (EL), the role of the EL teacher takes on an additional component. ELs’ teachers must be able to filter the data collected during the progress monitoring (PM) cycle through the lens of language development in order to make adequate intervention decisions for ELs. The aim of this study was to understand …

Training was provided in the intermediate 8 weeks, with 2 sessions provided each week. Between-group …
A Resource Package Training Framework For Producing Quality Graduates To Work In Rural, Regional And Remote Australia: A Global Perspective., Tj Lynch
Plymouth Institute of Education
The purpose of this paper is to advocate the resource package for producing quality graduates to work in rural, regional and remote Australia (TERRR Network), using a global perspective. This paper argues that the resource package achieves more than the objectives of the original project; ‘Developing Strategies at the Pre-service Level to Address Critical Teacher Attraction and Retention Issues in Australian Rural, Regional and Remote Schools’. Through implementation of the resource package, subsequently all Teacher Education students develop the ability to understand context and build confidence to adapt curriculum accordingly, thus enhancing learning and teaching. This often requires extension from …
Gender Neutrality And The Pakistani Bureaucracy, Maryam Tanwir
Gender Neutrality And The Pakistani Bureaucracy, Maryam Tanwir
Journal of International Women's Studies
Pakistan inherited the British Weberian model at its birth in 1947 (Braibanti, 1966). The Weberian framework is the basis of the professional code of the Pakistani bureaucracy. The Framework highlights the importance of gender neutrality towards ensuring impartiality, promotion of merit and efficiency in organizations. The Pakistani bureaucracy has been categorized as being Weberian by recent research, and hence should be gender neutral. This paper examines if the Pakistani bureaucracy is indeed gender neutral. It inspects the gender norms prevalent in the context of the macro sociocultural environment in Pakistan and finds that these norms are reflected in women’s position …
Trivializing The Female Body: A Cross-Cultural Analysis Of The Representation Of Women In Sports Journalism, Diane Ponterotto
Trivializing The Female Body: A Cross-Cultural Analysis Of The Representation Of Women In Sports Journalism, Diane Ponterotto
Journal of International Women's Studies
This paper addresses the question of the representation of female athleticism in the press. By means of a corpus-assisted analysis of sports reporting of the tennis athlete Maria Sharapova in both the English and Italian press, it offers a cross-linguistic description of the stereotyped language reserved for women in sports settings. The study reveals the presence in the corpus of a discursive frame which tends to trivialize the body of female athletes. This frame emerges from two basic discourse strategies, a thematic strategy, which eroticizes the female body, and a metaphorical strategy, which conceptualizes the female athlete as child-like. The …

Auto Mapping Texts For Human-Machine Analysis And Sense-Making, Shalin Hai-Jew
SIDLIT Conference
Today, there are masses of texts being generated and shared publicly such as microblogging Tweet streams and conversations; long-running blogs and wikis; open-ended text responses on large-scale surveys; digitally-released novels, and machine-generated texts (such as SciGen). In learning management systems, there are numerous threads of student-generated conversations. Text has long been plumbed for meaning—based on context and “close reading” by scholars. Of late, widely accessible computational tools have enabled text mining. AutoMap and ORA-NetScenes are tools created by CASOS (Center for Computational Analysis of Social and Organizational Systems) of Carnegie Mellon University that enable basic text mining and the visualization …

Compromise Programming Based Scenario Analysis Of Urban Water Systems Management Options: Case Study Of Kerman City, Saeed Nazari, S. Jamshid Mousavi, Koroush Behzadian, Zoran Kapelan
International Conference on Hydroinformatics
Supplying adequate water for urban water systems (UWSs) suffering from lack of water resources has always been a major concern in urban water management. Integrated simulation models are useful tools for sustainable planning and management of UWSs. This paper presents an integrated, conceptual modeling approach for simulation and analysis of an UWS by which different envisaged scenarios of water demand and resources are assessed. Other than water flow, the simulation model quantifies flows of energy, GHG emissions and cost in UWS. The performance of the developed model is demonstrated through its application to the UWS of Kerman City located in …
On The Allelic Architecture Of Multiple Sclerosis In Sardinia, Athena Hadjixenofontos
On The Allelic Architecture Of Multiple Sclerosis In Sardinia, Athena Hadjixenofontos
Open Access Dissertations
Multiple Sclerosis (MS) is a demyelinating disease of the central nervous system with autoimmune etiology. It affects approximately 2.3 million people worldwide, but prevalence is distributed unequally with countries closer to the equator manifesting a lower prevalence of MS. The Italian island of Sardinia is an exception, with prevalence rates that are among the highest in the world. Sardinia is inhabited by a unique, isolated population that was founded approximately 10,000 years ago. The reasons for this enrichment of MS cases in Sardinia are unknown. Like most complex diseases, MS has both genetic and environmental components of susceptibility. To date, …

An Assessment Of Acoustic Contrast Between Long And Short Vowels Using Convex Hulls, Erin F. Haynes, Michael Taylor
An Assessment Of Acoustic Contrast Between Long And Short Vowels Using Convex Hulls, Erin F. Haynes, Michael Taylor
Mechanical Engineering
An alternative to the spectral overlap assessment metric (SOAM), first introduced by Wassink [(2006). J. Acoust. Soc. Am. 119(4), 2334–2350], is introduced. The SOAM quantifies the intra- and inter-language differences between long–short vowel pairs through a comparison of spectral (F1, F2) and temporal properties modeled with best fit ellipses (F1 × F2 space) and ellipsoids (F1 × F2 × duration). However, the SOAM ellipses and ellipsoids rely on a Gaussian distribution of vowel data and a dense dataset, neither of which can be assumed in endangered languages or languages with limited available data. The method presented in this paper, called …
Source-Destination Cultural Differences, Immigrants’ Skill Levels, And Immigrant Stocks: Evidence From Six Oecd Member Host Countries, Roger White, Nicole Yamasaki
Source-Destination Cultural Differences, Immigrants’ Skill Levels, And Immigrant Stocks: Evidence From Six Oecd Member Host Countries, Roger White, Nicole Yamasaki
Economics
Examining data for 79 immigrant source countries and six OECD member destination countries during the years 1975–2000, we find that source-destination cultural differences inhibit international migration. We also report that existing immigrant stocks act to offset, at least in part, the migration-inhibiting effects of cultural differences. Employing educational attainment as a proxy for skill, we find variation across low-, medium-, and high-skilled immigrant cohorts both with respect to the cultural distance-migration relationship and in terms of the extent to which existing immigrant stocks offset the influence of cultural differences. Our results appear robust to econometric techniques, sample composition, and endogeneity …
Experiences And Perspectives Of Practitioners In Culturally Diverse Early Childhood Education And Care Centres In Ireland, Ana Janelidze
Experiences And Perspectives Of Practitioners In Culturally Diverse Early Childhood Education And Care Centres In Ireland, Ana Janelidze
Dissertations
Early childhood care and education (ECCE) settings in Ireland have become increasingly multicultural. While policy documents and curricular guidelines for ECCE in Ireland emphasize the importance of addressing diversity and equality issues, implementation of culturally relevant practices may vary according to practitioners‟ skills, knowledge, perspectives and previous experiences with cultural diversity. The purpose of the study was to represent variety of perspectives that practitioners might hold regarding cultural diversity in ECCE. It represents an exploratory study of four practitioners‟ perspectives and experiences of cultural diversity in two multicultural ECCE settings in Dublin, Ireland. Phenomenological methodology was applied to the study …

Rulemaking Vs. Democracy: Judging And Nudging Public Participation That Counts, Cynthia R. Farina, Mary J. Newhart, Josiah Heidt
Rulemaking Vs. Democracy: Judging And Nudging Public Participation That Counts, Cynthia R. Farina, Mary J. Newhart, Josiah Heidt
Cornell e-Rulemaking Initiative Publications
An underlying assumption of many open government enthusiasts is that more public participation will necessarily lead to better government policymaking: If we use technology to give people easier opportunities to participate in public policymaking, they will use these opportunities to participate effectively. Yet, experience thus far with technology-enabled rulemaking (e-rulemaking) has not confirmed this “if-then” causal link. This Article considers how this flawed causal reasoning around technology has permeated efforts to increase public participation in rulemaking.

Confidence In Christ And The Sin Unto Death - When Should A Believer Not Pray?, Leo Percer
Eruditio Ardescens
John’s instructions in 1 John 5:13-21 represent several well-known issues in New Testament studies. Writing on this passage could well feel like entering into an already raging battle. Opinions on this passage are almost as numerous as the authors who write about 1 John. About the only non-controversial aspect of these 9 verses involves the issue of confidence for Christians. The issue of assurance or confidence in knowing about eternal life (and other related issues) is a constant theme in 1 John. John consistently emphasizes the reality of salvation as coming through only one source—the incarnate Jesus, God in the …

If Many Physicists Are Right And No Physical Theory Is Perfect, Then By Using Physical Observations, We Can Feasibly Solve Almost All Instances Of Each Np-Complete Problem, Olga Kosheleva, Michael Zakharevich, Vladik Kreinovich
Departmental Technical Reports (CS)
Many real-life problems are, in general, NP-complete, i.e., informally speaking, are difficult to solve -- at least on computers based on the usual physical techniques. A natural question is: can the use of non-standard physics speed up the solution of these problems? This question has been analyzed for several specific physical theories, e.g., for quantum field theory, for cosmological solutions with wormholes and/or casual anomalies, etc. However, many physicists believe that no physical theory is perfect, i.e., that no matter how many observations support a physical theory, inevitably, new observations will come which will require this theory to be updated. …
