Development Of Future Land Cover Change Scenarios In The Metropolitan Fringe, Oregon, U.S., With Stakeholder Involvement, Heejun Chang, Roberrt W. Hoyer Mar 2014

Development Of Future Land Cover Change Scenarios In The Metropolitan Fringe, Oregon, U.S., With Stakeholder Involvement, Heejun Chang, Roberrt W. Hoyer

Geography Faculty Publications and Presentations

We describe a future land cover scenario construction process developed under consultation with a group of stakeholders from our study area. We developed a simple geographic information system (GIS) method to modify a land cover dataset and then used qualitative data extracted from the stakeholder storyline to modify it. These identified variables related to our study area’s land use regulation system as the major driver in the placement of new urban growth on the landscape; and the accommodation of new population as the determinant of its growth rate. The outcome was a series of three scenario maps depicting a gradient …

Review: The Color Of Success: Asian Americans And The Origins Of The Model Minority Myth By Ellen Wu, Justin Kh Tse Mar 2014

Review: The Color Of Success: Asian Americans And The Origins Of The Model Minority Myth By Ellen Wu, Justin Kh Tse

Research Collection School of Social Sciences

Weaving rich institutional histories of groups that have purported to speak for all Asian Americans, like the Japanese American Citizens League and the Chinese Consolidated Benevolent Association, Ellen Wu’s The Color of Success meticulously describes how their claims to represent their ethnic communities were vigorously contested by Japanese and Chinese Americans themselves from the 1930s to the 1960s. Wu sets these representational challenges against the larger backdrop of the rise of an American liberal political framework and its assimilationist agenda for racial minorities in the United States in the 1930s, which was produced by the geopolitical challenges of totalitarian fascism …

Developing The Value Proposition For Registered Nurse Care Coordination And Transition Management Role In Ambulatory Care Settings, Sheila A. Haas, Beth Ann Swan Mar 2014

Developing The Value Proposition For Registered Nurse Care Coordination And Transition Management Role In Ambulatory Care Settings, Sheila A. Haas, Beth Ann Swan

Nursing: School of Nursing Faculty Publications and Other Works

The Patient Protection and Affordable Care Act (2010) established clear provisions for Patient-Centered Medical Homes and Accountable Care Organizations. In both, care coordination and transition management are methods to provide safe, high-quality care to at-risk populations such as patients with multiple chronic conditions. The emphasis on care coordination and transition management offers opportunities for nurses to work at their full potential as an integral part of the interprofessional team. Development of a model for the registered nurse in care coordination and transition manage- ment provides nurses the opportunity to develop the knowledge, skills, and attitudes to be a resource to …

Polarimetric Calibration And Characterization Of The Telops Field Portable Polarimetric-Hyperspectral Imager, Joel G. Holder Mar 2014

Polarimetric Calibration And Characterization Of The Telops Field Portable Polarimetric-Hyperspectral Imager, Joel G. Holder

Theses and Dissertations

The Telops polarimetric-hyperspectral imager combines polarimetric and hyperspectral technologies to enable enhanced scene characterization. The Defense Threat Reduction Agency funded research at AFIT to leverage this capability to provide more accurate scene information to radiation transport models that will allow for more effective location of radiation sources within a region of interest. To support the objectives of the DTRA effort, there is a requirement for highly accurate radiometric, polarimetric, and spectral data on a pixel-by-pixel basis. The complex nature of the Telops instrument combined with working in the thermal IR waveband makes achieving this accuracy a challenge. This thesis develops …

Conflict Between Declared Roma Minority Rights And European Practice: Why The Legal Framework Doesn’T Work In Reality, Alenka Kuhelj Mar 2014

Conflict Between Declared Roma Minority Rights And European Practice: Why The Legal Framework Doesn’T Work In Reality, Alenka Kuhelj

Loyola of Los Angeles International and Comparative Law Review

Roma in Europe continue to be victims of racial discrimination, xenophobia and intolerance. Despite formal legal efforts and declarations from the European Union (EU), the European Council, and EU member states where large numbers of Roma reside, real shifts have yet to occur. This article will attempt to elucidate the factors underlying the actual lack of improvement or even stagnation of Roma, as well as determine who is responsible for the situation in Europe, where a policy of publicly declared concern for Roma rights appears side by side with blatant violations. Cases of systematic persecution and degradation of the Roma …

The Future Of The Law Of Armed Conflict: Ostriches, Butterflies, And Nanobots , Eric Talbot Jensen Mar 2014

The Future Of The Law Of Armed Conflict: Ostriches, Butterflies, And Nanobots , Eric Talbot Jensen

Michigan Journal of International Law

The historical fact that the law of armed conflict (LOAC) has always lagged behind current methods of warfare does not mean that it always must. This Article will argue that the underlying assumption that law must be reactive is not an intrinsic reality inherent in effective armed conflict governance. Rather, just as military practitioners work steadily to predict new threats and defend against them, LOAC practitioners need to focus on the future of armed conflict and attempt to be proactive in evolving the law to meet future needs.

Traces Of Ancient Mafic Layers In The Tethys Oceanic Mantle, Ds Sergeev, Ah Dijkstra, T Meisel, G Brügmann, Sa Sergeev Mar 2014

Traces Of Ancient Mafic Layers In The Tethys Oceanic Mantle, Ds Sergeev, Ah Dijkstra, T Meisel, G Brügmann, Sa Sergeev

School of Geography, Earth and Environmental Sciences

Oceanic basalts are formed by melting of a chemically and isotopically heterogeneous mantle source. The oceanic mantle probably resembles a marble cake containing layers of mafic rock - perhaps recycled ocean crust - stored in the mantle for >1 billion years. Many questions about the nature and distribution of these mantle heterogeneities remain. Here we show that lithological and isotopic traces of ancient mafic layers can still be seen in mantle rocks that have melted to form oceanic crust at a spreading centre in the Tethys Ocean. We have found centimetre-scale heterogeneity in initial osmium isotope ratios in mantle rocks …

Books, Monographs & Collaborative Studies

View the Executive Summary

The challenge that is defense planning includes: "educated futurology" and the humanities as methodological approaches; futurists and scenarios, trend spotting and defense analysis; the impossibility of science in studying the future; the impossibility of verification by empirical testing of hypotheses; the value of the humanities which are politics, strategy, and history for defense planning; the use and misuse of analogy; learning from history; why and how strategic history works; and recommendations for the Army. What can be learned from history and what cannot are discussed in this analysis.

An Indigenous Women Perspective Of Work And Organisation: The Maya Way, Jennifer Manning, J. Miguel Imas, Paul Donnelly Mar 2014

An Indigenous Women Perspective Of Work And Organisation: The Maya Way, Jennifer Manning, J. Miguel Imas, Paul Donnelly

Conference papers

Western literature in management/organisation studies focuses primarily on gender issues that affect inequalities experienced by women at work. Adopting, in some cases, critical and feminist theoretical positions, the gender debate unfolds questions on the prevailing male discourse that is dominant in management and business organisations. Most of these theoretical assumptions tend to influence, subsequently, the way in which we understand the experiences of women in the developing or under-developed world. That is, these theoretical positions occupy a privileged voice upon which to write, describe and analyse the experiences of women in contexts where these Western discourses seem either alien or …

Extra- And Intra-Cellular Accumulation Of Platinum Group Elements By The Marine Microalga, Chlorella Stigmatophora., Leyla Shams, Andrew Turner, Geoffrey E. Millward, Murray T. Brown Mar 2014

Extra- And Intra-Cellular Accumulation Of Platinum Group Elements By The Marine Microalga, Chlorella Stigmatophora., Leyla Shams, Andrew Turner, Geoffrey E. Millward, Murray T. Brown

School of Geography, Earth and Environmental Sciences

To better understand the marine biogeochemistry of the platinum group elements (PGE), Rh(III), Pd(II) and Pt(IV) were added in combination and at ppb concentrations to cultures of the marine microalga, Chlorella stigmatophora, maintained in sea water at 15 °C and under 60 μmol m(-2) s(-1) PAR. The accumulation of PGE was established in short-term (24-h) exposures, and under varying conditions of algal biomass and PGE concentration, and in a longer-term exposure (156-h) by ICP-MS analysis of sea water and nitric acid digests and EDTA washes of the alga. In short-term exposures, and under all conditions, the extent of accumulation by …

Greek Affiliation And Education Abroad: A Quantitative Study Of The Role Of Greek Involvement In Study-Abroad Experiences, Luke Paul Martens Bretscher Mar 2014

Greek Affiliation And Education Abroad: A Quantitative Study Of The Role Of Greek Involvement In Study-Abroad Experiences, Luke Paul Martens Bretscher

Department of Educational Administration: Dissertations, Theses, and Student Research

The purpose of this quantitative study was to understand the impact that Greek affiliation has on the education-abroad experience. Specifically, the study examined whether there were differences in the experiences of Greek and non-Greek undergraduate education-abroad participants.

The central question for the study was: Are there differences in participation and experiences in education-abroad activities between students affiliated with social Greek letter organizations and students who are not affiliated with social Greek letter organizations? The researcher examined four different experiential differences: rate, influences to participate, barriers, and educational outcomes.

By examining 705 current University of Nebraska—Lincoln students who had study-abroad experiences, …

The Growing Public Domain In Medicine, Saurabh Vishnubhakat Mar 2014

The Growing Public Domain In Medicine, Saurabh Vishnubhakat

Faculty Scholarship

This essay describes the growing public domain of inventions associated with drugs and medicine, and geographies associated with identifiable shifts in the balance of innovation that may be especially favorable for promoting wider access to socially useful technologies. To do so, it departs from the largely ex ante perspective that currently informs the intersectional debate regarding human rights and patent rights and, instead, looks backward to inquire what innovations from past patents have already become publicly available in service of the human rights objective of greater access to technology. Ex post analysis of this kind may help public and private …

Applicability Of Latent Dirichlet Allocation To Multi-Disk Search, George E. Noel, Gilbert L. Peterson Mar 2014

Applicability Of Latent Dirichlet Allocation To Multi-Disk Search, George E. Noel, Gilbert L. Peterson

Faculty Publications

Digital forensics practitioners face a continual increase in the volume of data they must analyze, which exacerbates the problem of finding relevant information in a noisy domain. Current technologies make use of keyword based search to isolate relevant documents and minimize false positives with respect to investigative goals. Unfortunately, selecting appropriate keywords is a complex and challenging task. Latent Dirichlet Allocation (LDA) offers a possible way to relax keyword selection by returning topically similar documents. This research compares regular expression search techniques and LDA using the Real Data Corpus (RDC). The RDC, a set of over 2400 disks from real …

Compensatory Reduction Of Service Offering In Rescue And Restructuring Aid For Airlines In Eu Law – Impact Assessment, Outlook For Change, Jakub Kociubiński Mar 2014

Compensatory Reduction Of Service Offering In Rescue And Restructuring Aid For Airlines In Eu Law – Impact Assessment, Outlook For Change, Jakub Kociubiński

internetowy Kwartalnik Antymonopolowy i Regulacyjny (internet Quarterly on Antitrust and Regulation)

State aid has always been present in the airline industry. From the perspective of competition law, the fact that an undertaking was forced to apply for public support is something unwanted, but certainly not unprecedented. The European Commission is of the opinion that every aid measure disrupts competition and thus that a certain compensatory action is required. These compensatory measures involve the scaling-down of parts of commercially viable operations. They are meant to stimulate the competitive process and to minimize the negative effects of the aid in question. This paper analysed both the regulatory regime and the impact of the …

Encouraging The Development Of Low Bono Law Practices, Luz E. Herrera Mar 2014

Encouraging The Development Of Low Bono Law Practices, Luz E. Herrera

Faculty Scholarship

For decades, the discussion about access to justice has primarily focused on the ability of low–income individuals to obtain free representation by lawyers. Lawyer representation is the “gold star” of the legal profession and advocates of legal services for the poor have fought difficult battles to ensure the most disadvantaged in our country have access to these professionals. As a result, legal aid programs and pro bono services that assist the most economically disadvantaged in our country are now common in our legal service delivery system.

Despite those important efforts, only 50% of those eligible for free legal services actually …

Poverty And Service Delivery In Suburban America Framing Paper, Debra J. Rog, Kathryn W. Hexter, Kathryn A. Henderson, David Hubble, John R. Haight, Martena C. Reed, Austin Boxler

All Maxine Goodman Levin School of Urban Affairs Publications

In the United States today, contrary to popular belief, living in the suburbs is not synonymous with living the American dream. An unprecedented number of people in the suburbs are living on household incomes of less than $20,000, many on much less. Increasingly, individuals and their families need to rely on services and public benefits to meet their basic needs (Kneebone & Berube, 2013).

Over the past 30 years, poverty in the suburbs has grown due to multiple factors, including job decentralization, shifts in the location of affordable and subsidized housing, and the relocation to the suburbs of lower income …

Large Cities Are Less Green, Erneson A. Oliveira, José S. Andrade, Hernán A. Makse

Publications and Research

We study how urban quality evolves as a result of carbon dioxide emissions as urban agglomerations grow. We employ a bottom-up approach combining two unprecedented microscopic data on population and carbon dioxide emissions in the continental US. We first aggregate settlements that are close to each other into cities using the City Clustering Algorithm (CCA) defining cities beyond the administrative boundaries. Then, we use data on CO2 emissions at a fine geographic scale to determine the total emissions of each city. We find a superlinear scaling behavior, expressed by a power-law, between CO2 emissions and city population with average allometric …

Mercy In Immigration Law, Allison Brownell Tirres Feb 2014

Mercy In Immigration Law, Allison Brownell Tirres

BYU Law Review

What role should mercy play in immigration law? This Article draws on the robust debate in the criminal law about the role of mercy in the hopes of starting a conversation among immigration law scholars and practitioners. Mercy skeptics argue that mercy contravenes justice, while advocates argue that mercy is a necessary countermeasure to the unrelenting harshness of criminal law today. I argue that the problems of mercy in the criminal law are amplified in the immigration law context. The lack of procedural and substantive protections for immigrants, the acceptance of unfettered discretion and lack of oversight of agency action, …
