Minelaying And The Impediment Of Passage Rights, Wolff Heintschel Von Heinegg Dec 2014

Minelaying And The Impediment Of Passage Rights, Wolff Heintschel Von Heinegg

International Law Studies

Since their first extensive use in the 1904–05 Russo-Japanese War naval mines have continued to pose a considerable threat to innocent shipping. States reacted by adopting the 1907 Hague Convention VIII, which has been the only international instrument on the matter to date. In view of the fact that more than 80 percent of imports and exports are shipped by sea, freedom of navigation and, in particular, transit and archipelagic sea lanes passage rights must be preserved to the greatest extent possible. The present article deals with the question of whether international rules and principles provide effective protection of international …

Analytical Modeling And Performance Assessment Of Micropulse Photon-Counting Lidar System, Jiashu Zhang Dec 2014

Analytical Modeling And Performance Assessment Of Micropulse Photon-Counting Lidar System, Jiashu Zhang

Theses

The melting of polar ice sheets and evidence of global warming continue to remain prominent research interests among scientists. To better understand global volumetric change of ice sheets, NASA intends to launch Ice, Cloud and land Elevation Satellite-2 (ICESat-2) in 2017. ICESat-2 employs a high frequency photon-counting laser altimeter, which will provide significantly greater spatial sampling. However, the combined effects of sub-beam complex surfaces, as well as system effects on returning photon distribution have not been systematically studied. To better understand the effects of various system attributes and to help improve the theory behind lidar sensing of complex surfaces, an …

Tidy Guide – A Beginner’S Guide To An Organized Home, Katie Hollenbeck Dec 2014

Tidy Guide – A Beginner’S Guide To An Organized Home, Katie Hollenbeck

Theses

Search for "how to organize" on the web, and you will be inundated with endless resources. Organizing information is everywhere, making the task seem intimidating. For my thesis project, I sought out to create an interactive, instructional, web-based application that would coach users on how to organize objects within a specific space. My goal was to create a unique, visual, creative solution - one that did not already exist on the web, and one that would become an important tool for users who were seeking organizing assistance and advice. Not only did I intend the application to be unique, visual, …

Color Updating On The Apparent Motion Path, Edmund Chong, Sang Wook Hong, Won Mok Shim Dec 2014

Color Updating On The Apparent Motion Path, Edmund Chong, Sang Wook Hong, Won Mok Shim

Dartmouth Scholarship

When a static stimulus appears successively at two distant locations, we perceive illusory motion of the stimulus across them–long-range apparent motion (AM). Previous studies have shown that when the apparent motion stimuli differ in shape, interpolation between the two shapes is perceived across the AM path. In contrast, the perceived color during AM has been shown to abruptly change from the color of the first stimulus into that of the second, suggesting interpolation does not occur for color during AM. Here, we report the first evidence to our knowledge, that an interpolated color, distinct from the colors of either apparent …

Agreements For Probation Services Hb 837, Georgia State University Law Review Dec 2014

Agreements For Probation Services Hb 837, Georgia State University Law Review

Georgia State University Law Review

The bill would have authorized private probation companies to contract with county and municipal judges to oversee misdemeanor probationers. Private probation companies would have been able to exercise the full range of powers of a public probation officer to monitor a probationer, including electronic tracking, drug and alcohol testing, and assessing fees for the expense of supervising the probationer. The Act would have allowed the private probation company to appeal to a judge to toll the probationer’s sentence if the probationer failed to comply with any of the terms of the probation, including paying fees.

The Act expands gun rights by allowing permit holders to carry guns in locations previously prohibited including places of worship, bars, and certain areas inside government buildings and airports and changing criminal penalties for permit holders who violate the Act. The Act also permits, under certain circumstances, teachers and administrators to carry guns in school safety zones, on school buses, and at school functions. Additionally, the Act repeals certain Georgia laws regulating firearms dealers and also amends the qualifications for application of a weapon carry permit and conditions for permit renewal. Further, thie Act prohibits, with exceptions, restrictions on guns …

Water Resources Sb 213, Georgia State University Law Review

Georgia State University Law Review

The Act provides the Director of the Environmental Protection Division with flexibility in determining when and how to declare a drought and how to proceed in case of a drought. The Act no longer requires the Director to determine a drought status by a certain date or to conduct irrigation reduction auctions. The Act codifies the Director’s ability to implement augmentation projects and limit the ability of those with withdrawal permits to withdraw the augmented water for irrigation. The Act also creates irrigation efficiency requirements and sets forth a schedule requiring all irrigation systems to achieve eighty percent efficiency by …

Visualizing Hydropower Across The Himalayas: Mapping In A Time Of Regulatory Decline, Kelly D. Alley, Ryan Hile, Chandana Mitra

HIMALAYA, the Journal of the Association for Nepal and Himalayan Studies

This paper introduces the busy field of hydropower development in the Himalayan region of the GBM basin to press the urgency for greater information and data exchange. The paper provides an example of a mapping method and a database that will add to the existing online sources of information and analysis offered by nongovernmental agencies and some government departments. This project contributes to the general aim of many citizen groups to limit, monitor and regulate the practices of hydropower companies and the management of their infrastructure in the GBM. The monitoring pressure from citizen groups and science projects continues to …

Socio-Ecological Vulnerability In A Tibetan Village On The Mekong River, China, Brendan A. Galipeau Dec 2014

Socio-Ecological Vulnerability In A Tibetan Village On The Mekong River, China, Brendan A. Galipeau

HIMALAYA, the Journal of the Association for Nepal and Himalayan Studies

This work discusses pre-resettlement socioeconomic vulnerabilities to large hydropower dam construction as researched in a Tibetan village on the Mekong River in China’s Yunnan Province. Utilizing a vulnerability framework that investigates/engages local knowledge, quantitative and qualitative ethnographic research discovered that prior to resettlement, villagers have developed a very unique economy, engaging themselves in commodity exchanges built upon the highly prized caterpillar fungus (Ophiocordyceps sinensis) and other forest products. Government and private incentives given with the introduction of grape and red wine have become equally important as cash-generating agriculture. All of these economic resources are shown to display significant vulnerability to …

Locating The Copper-Colored Mountain: Buddhist Cosmology, Himalayan Geography, And Maps Of Imagined Worlds, Benjamin Bogin

HIMALAYA, the Journal of the Association for Nepal and Himalayan Studies

This article explores various ways in which Tibetan authors have attempted to locate the Glorious Copper-Colored Mountain (Tib. zangs mdog dpal ri), considered to be the present abode of Padmasambhava, the tantric guru famous for establishing Buddhism in Tibet in the eighth century. Literary sources ranging from the twelfth through the nineteenth century are considered as examples of the cultural work of place-making. Their authors are shown to draw upon multiple frameworks to map the Copper-Colored Mountain as a sacred site. Using a list of place-names associated with the mountain that are found in the closing chapters of Nyangrel Nyima …

Statistical Inference For The Mean Outcome Under A Possibly Non-Unique Optimal Treatment Strategy, Alexander R. Luedtke, Mark J. Van Der Laan Dec 2014

Statistical Inference For The Mean Outcome Under A Possibly Non-Unique Optimal Treatment Strategy, Alexander R. Luedtke, Mark J. Van Der Laan

U.C. Berkeley Division of Biostatistics Working Paper Series

We consider challenges that arise in the estimation of the value of an optimal individualized treatment strategy defined as the treatment rule that maximizes the population mean outcome, where the candidate treatment rules are restricted to depend on baseline covariates. We prove a necessary and sufficient condition for the pathwise differentiability of the optimal value, a key condition needed to develop a regular asymptotically linear (RAL) estimator of this parameter. The stated condition is slightly more general than the previous condition implied in the literature. We then describe an approach to obtain root-n rate confidence intervals for the optimal value …

Why Did The Bear Cross The Road? Comparing The Performance Of Multiple Resistance Surfaces And Connectivity Modeling Methods, Samuel A. Cushman, Jesse S. Lewis, Erin Landguth Dec 2014

Why Did The Bear Cross The Road? Comparing The Performance Of Multiple Resistance Surfaces And Connectivity Modeling Methods, Samuel A. Cushman, Jesse S. Lewis, Erin Landguth

Biological Sciences Faculty Publications

There have been few assessments of the performance of alternative resistance surfaces, and little is known about how connectivity modeling approaches differ in their ability to predict organism movements. In this paper, we evaluate the performance of four connectivity modeling approaches applied to two resistance surfaces in predicting the locations of highway crossings by American black bears in the northern Rocky Mountains, USA. We found that a resistance surface derived directly from movement data greatly outperformed a resistance surface produced from analysis of genetic differentiation, despite their heuristic similarities. Our analysis also suggested differences in the performance of different connectivity …

Elliptic Curve Cryptography, Kerrie Pratt Dec 2014

Elliptic Curve Cryptography, Kerrie Pratt

Honors Program Theses and Projects

In the present day, security is essential for sending and receiving information. There are always stories about bank accounts being hacked, credit card numbers being stolen, and secret information being decoded. With the technology of the Internet age growing at a rapid pace, security is essential to keep privileged information safe. In order to ensure this information is kept private, so that information can be sent and received without being hacked and decoded, organizations employ different types of encryption. One of the current encoding systems is Elliptic Curve Cryptography (ECC). ECC uses elliptic curves over finite fields to send information …
