This article focuses on two mayoral-led public-private partnerships designed to renew good government in Cleveland — Mayor George Voinovich’s Operations Improvement Task Force (OITF) (1979-1982) and Mayor Frank Jackson’s Operations Efficiency Task Force (OETF) (2006-2009). The Voinovich OITF public-private partnership enabled Cleveland to “come back” after the city’s 1978 default. The Jackson OETF public-private partnership successfully rightsized Cleveland in relationship to its much smaller population needs during challenging economic times without disruptions in service. Cell or tissue permeability to electrical signals can be used to determine the depth of anesthesia of a patient. A method and device is presented to measure, record and control the effects of anesthesia or analgesics on humans and/or animals. Based on impedance values of tissues measured at single, multiple, or a domain of frequencies, the system detects tissue permeability alterations as determined by electromagnetic, impedance, and/or dielectric spectroscopy. The system measures the permeability of tissues to electrical signals and correlates these values to the depth of anesthesia or sedation level of a certain tissue or individual. This method and …

Despite recent advances in development of improved cancer therapeutics one of the many clinical challenges is that patients often show resistance to cancer drugs. This invention provides evidence that an alternate method of treatment of cancer could be adopted for improved efficacy of existing therapies and /or treatment of drug resistant cancers. This study describes a novel functional relationship between two proteins that regulate proliferation of cells. Because these proteins are involved in cell growth, the amounts of these proteins are tightly regulated in normal cells however in cancer cells, abnormally increased amounts of these proteins are noted. This study examines style shift between formal and informal styles in first- encounter conversations between Japanese native speakers and demonstrates how the speakers shifted the speech style in the context. Many researchers have studied this type of style shift and demonstrated that style shifts occur within a single speech context where social factors, such as differences in age, status, and formalness remain constant (e.g., Cook, 2008; Geyer, 2008; Ikuta, 1983; Maynard, 1991; Okamoto, 1999). Vocal fold epithelial cells likely play an important, yet currently poorly defined, role in healing following injury, irritation and inflammation. In the present study, we sought to identify a possible role for growth factors, epidermal growth factor (EGF) and transforming growth factor-beta 1 (TGFβ1), in epithelial regeneration during wound healing as a necessary first step for uncovering potential signaling mechanisms of vocal fold wound repair and remodeling. Using a rat model, we created unilateral vocal fold injuries and examined the timeline for epithelial healing and regeneration during early and late stages of wound healing using immunohistochemistry (IHC). Contaminated sediments in marine environments have been shown to be good indicators of ecological risk and a means to assess anthropogenic impacts on marine habitats and the animals that inhabit them (Long et al. 1995, Rattner 2009). Estuarine sediments are especially complex media with regard to physical, chemical, and biological characteristics that trap, store, modify and sometimes release contaminants to the biota (Long et al. 1995). Especially vulnerable are animals that are in constant contact with the sediments, such as flatfishes that partially bury themselves for camouflage (Costa et al. 2011). Spinal muscular atrophy (SMA), a leading genetic cause of infant death worldwide, is an autosomal recessive disorder caused by the loss of SMN1 (survival motor neuron 1), which encodes the protein SMN. The loss of SMN1 causes a deficiency in SMN protein levels leading to motor neuron cell death in the anterior horn of the spinal cord. SMN2, however, can also produce some functional SMN to partially compensate for loss of SMN1 in SMA suggesting increasing transcription of SMN2 as a potential therapy to treat patients with SMA. Effective ciliary beating is one of the key factors that regulate mucociliary clearance. Ciliary beat frequency (CBF) is partly regulated by changes in intracellular calcium and cyclic adenosine monophosphate (cAMP). While transmembrane adenylyl cyclases (tmACs) are well known for their ability to produce cAMP upon activation, soluble adenylyl cyclase (sAC) is another source of cAMP production mediated specifically by HCO3-/CO2. It contributes to CBF regulation and the prevention of lung diseases due to mucociliary dysfunction. The three known alternatively spliced isoforms of sAC were identified in mice and rats, but there was no systematic study aimed at identifying additional alternatively …

Transferential Poetics presents a method for bringing theories of affect to the study of poetics. Informed by the thinking of Silvan Tomkins, Melanie Klein, and Wilfred Bion, it offers new interpretations of the poetics of four major American artists: Edgar Allan Poe, Henry James, Gertrude Stein, and Andy Warhol. The author emphasizes the close, reflexive attention each of these artists pays to the transfer of feeling between text and reader, or composition and audience— their transferential poetics. The book’s historical route from Poe to Warhol culminates in television, a technology and cultural form that makes affect distinctly available to perception. …

Xenopus laevis eggs are used as a biological model system for studying fertilization and early embryonic development in vertebrates. Most methods used for their molecular analysis require elaborate sample preparation including separate protocols for the water soluble and lipid components. In this study, laser ablation electrospray ionization (LAESI), an ambient ionization technique, was used for direct mass spectrometric analysis of X. laevis eggs and early stage embryos up to five cleavage cycles. The association between intrauterine growth restriction (IUGR) and hypertension is well established, yet the interaction between IUGR and other pathogenic contributors remains ill-defined. This study examined the independent and interactive effects of fetal growth reduction resulting in low birth weight (LBW), and postnatal Western diet (WD) on vascular function. Growth reduction was induced in pregnant guinea pigs by uterine artery ablation. LBW and normal birth weight (NBW) offspring were randomly assigned to a control diet (CD) or a WD. Human ovarian cancer is diagnosed in the late, metastatic stages but the underlying mechanisms remain poorly understood. We report a surprising functional link between CD151-α3β1 integrin complexes and the malignancy of serous-type ovarian cancer. Analyses of clinical specimens indicate that CD151 expression is significantly reduced or diminished in 90% of metastatic lesions, while it remains detectable in 58% of primary tumors. These observations suggest a putative tumor-suppressing role of CD151 in ovarian cancer. Indeed, our analyses show that knocking down CD151 or α3 integrin enhances tumor cell proliferation, growth and ascites production in nude mice. These changes are accompanied by …

Dynein is a microtubule minus-end directed molecular motor, participating in a broad range of cellular functions, such as organelle transport, cell migration and mitosis. Dynein dysfunction is linked to many diseases including ALS, schizophrenia, Alzheimer’s disease, Parkinson’s disease and cancer. The mechanism of dynein regulation is largely unknown. We have provided evidence that glycogen synthase kinase 3β (GSK-3β) directly regulates dynein in both neurons and non-neuronal cells. GSK-3β interacts with and phosphorylates dynein in vitro. Dynein phosphorylation by GSK-3β reduces its interaction with Ndel1, a regulator contributing to dynein force generation. Dynein motility is stimulated both by pharmacological GSK-3β inhibitors …

Polychlorinated biphenyls (PCB) had widespread use in the United States in commercial manufacturing in the United States until the late 1970s. Even though they were banned, measurable amounts can still be found in the environment and food sources. PCB has known effects on altering hormone development and behavior in the species Rattus norvegicus. To determine the most crucial developmental time of exposure to PCB in Sprague-Dawley rat pups, rat pups were exposed to PCB at differing weeks of either gestation period or the first postnatal week. Huddled in the corner of the cold, sterile floor of The Art Institute of Chicago, Felix Gonzalez-Torres's Untitled (Portrait of Ross in L.A.), 1991 is a mound of individually wrapped, multihued candy that can be possessed, consumed, and rearranged by the audience (artic.edu). The parenthetical remark within the title suggests the portrait is that of a human. In fact, Ross was the artist's lover, who died of AIDS in the year 1991. The candy spill memorializes Ross at his healthy weight of one hundred seventy-five pounds. Even as Ross's body is implicated in the candy, the candies themselves contain and …

To address the challenge of global mineral malnutrition, current biofortification research in crop plants aims to improve mineral concentration and micronutrient bioavailablity via genetic and traditional breeding methods. Many staple food crops are also used as biofuels, and the chemical and mineral composition of these energy crops directly affect biomass quality and subsequent energy output. Identification of genes and QTL that impact mineral and compositional traits in the grain and biomass of major cereals, including sorghum, is fundamental to developing breeding and selection methods aimed at increasing bioavailable minerals and improving biofuel suitability and seed nutritional quality.
