Oliver Ellsworth His Central Role In The Establishment Of Federal Sovereignty, Edward Jayne

After the passage of the Constitution in 1787 the central government of the United States still lacked full federal sovereignty. Two years later this deficiency was remedied with the passage of the Judiciary Act, which gave the federal Supreme Court the power to review and reverse state Supreme Court decisions. The author of this crucial legislation was Oliver Ellsworth, who had served on the Committee of Detail that had written the first draft of the Constitution and later effectively became the Senate majority leader.

With the Judiciary Act, Ellsworth gave "teeth" to federal sovereignty in a single tortuous 307-word sentence, …

Governmental Responses To Terrorism: Creating Costs And Benefits, Kenneth Klose

This thesis assesses four governmental responses to terrorism: conciliation, denial, legal restriction, and violence, each of which may be focused on an organization or its leaders. The theory makes predictions on the resulting frequency and severity of terrorism. Unless responses reduce an organization’s capacity or desire to attack, the frequency of attacks may be reduced, while the severity continues to increase. The theory is tested using a time series regression analysis of the effects of government action on terrorism in Algeria and the Philippines. In general, the results show that conciliation may led to increases in terrorism in the short …

The tradition of African-American satire developed from within the African village, provided a creative model of uncensored rhetorical criticism from within the limited discursive terrains of antebellum slavery to well into today's African-American artists' often satiric descriptions of contemporary society. Evolved from the nineteenth centuries first-person slave narrative, the impulse of the neo-slave narrative is two fold: (1) cultural (re) appropriation of the dominant mythology, to correct the plantation pastoral, which had really been out there since 1870 to the 20th century (e.g., Gone with the Wind and The Song of the South), thus to recapture the image of the …

Joseph Hillaire (Lummi, 1894–1967) is recognized as one of the great Coast Salish artists, carvers, and tradition-bearers of the twentieth century. In A Totem Pole History, his daughter Pauline Hillaire, Scälla–Of the Killer Whale (b. 1929), who is herself a well-known cultural historian and conservator, tells the story of her father’s life and the traditional and contemporary Lummi narratives that influenced his work.

A Totem Pole History contains seventy-six photographs, including Joe’s most significant totem poles, many of which Pauline watched him carve. She conveys with great insight the stories, teachings, and history expressed by her father’s totem poles. …

There continues to be a need for developing efficient and environmentally friendly treatments for Bacillus anthracis, the causative agent of anthrax. One emerging approach for inactivation of vegetative B. anthracis is the use of bacteriophage endolysins or lytic enzymes encoded by bacterial genomes (autolysins) with highly evolved specificity toward bacterium-specific peptidoglycan cell walls. In this work, we performed in silico analysis of the genome of Bacillus anthracis strain Ames, using a consensus binding domain amino acid sequence as a probe, and identified a novel lytic enzyme that we termed AmiBA2446. For most of his adult life Ezra Loomis Pound, Idaho-born and Pennsylvania-reared, was an American abroad. At various times he lived in Venice, London, Paris. In 1928, he settled in Rapallo, in Italy. When World War II broke out, he chose to remain there. Beginning in October of 1941, and through at least July of 1943, he made a series of English language broadcasts from Rome for the Mussolini government, which were directed to English and American audiences. In 1945, Pound was taken into custody by American military authorities and held at the U.S. Army Disciplinary Training Center in Pisa. …

Al Qaeda is today a fragmented organization, and its strategic communication efforts now focus largely on recruiting individuals in the West to carry out “individual jihad” in their home countries. One Al Qaeda–affiliated publication, Inspire, represents an unusual use of the digital magazine format and content for recruitment. This study examines the content and design of Inspire to determine how the magazine may advance the self-radicalization that it seeks to induce in its readers. This analysis finds that the magazine weaves together jihadist ideology, a narrow interpretation of Islam, and appropriations of Western popular culture to maximize the publication’s …

The literature of the Weather Underground Organization is, to a large degree, a single and superfluous voice in an outpouring of other texts drafted by those who directly experienced the horror of the American War in Vietnam. Declarations, statements, and communiqués penned by the organization, later revised into compilations and memoirs, attempted to rile and rouse a generation of activists. The philosophy of war is usually treated in the context of philosophy as a discipline in the same way military justice is compared to justice, and military music to music. That is to say, it is presented as a red-headed stepchild at best or, more likely, as an illegitimate offspring, Carl von Clausewitz, the West's defining military philosopher and its most familiar figure, barely rates a footnote and an index entry in general histories of philosophy—even those with a German emphasis.

States have developed military capabilities throughout the history of the nation-state international system. Examples include the Anglo-German naval arms race at the beginning of the 21^st century and the United States-Soviet Union arms competition during the cold War. One contemporary example of an arms buildup can be seen with the expansion and enhancement of India’s nuclear arsenal. Drawing from two broad bodies of literature that focus on the role of external and internal causes of arms buildups, I argue that India’s nuclear buildup has been caused primarily by the external threat posed by Pakistan, and less so by China. …

Discovering parallels is inherently an act of comparison. Through comparison, parallels have been introduced frequently as proof (or evidence) of different issues within Mormon studies. Despite this frequency, very few investigations provide a theoretical or methodological framework by which the parallels themselves can be evaluated. Despite widespread beliefs that the United States has not used chemical weapons since the distant past of World War I, this study suggests a more complicated history by examining U.S. use of herbicides and incapacitating gases in the Vietnam War and its use of herbicides in the "War on Drugs." Since 1993, hundreds of femicides (murders of women) have gone unsolved on the US-Mexico border. This thesis is concerned with how two US newspapers, the Houston Chronicle and the New York Times, cover these femicides in Juárez, Mexico. The research looks at three separate time periods: 1996-2000, 2001-2005, and 2006-2010 in order to ascertain changes in coverage through time; I coded 32 articles. I found lower coverage in the first time period; peaking around 2001, when there was increased attention by governments and NGOs condemning the murders. The Houston Chronicle provided more frequent coverage, though it tended to be brief. …

This thesis is an exploration of the accordion's existence in the cultural music of both Cajun Louisiana and Paris. Throughout this project I have attempted to reconstruct the narratives that contribute to each of these French-speaking cultures senses of identity in relation to the instrument, which has become a symbol in each milieu. As the protagonist of multiple narratives in different sociohistorical contexts, the accordion is involved in a complex series of networks and relationships in history and folklore that create around it a distinctive "social life" that can be discussed as such. The history of the late pre-contact and early Colonial periods along the lower Rio Grande in New Mexico has been poorly studied archaeologically. Without an indigenous occupation after the 1680 Pueblo Revolt, the region has had little academic attention comparative to the histories of the Pueblos along the middle and northern Rio Grande, many of which maintain an indigenous population into the present. Yet, a descendent population of the Piro people who lived in the lower Rio Grande does exists in the present day, centered mainly in El Paso and Ciudad de Juarez.
