In 1789, it was possible to speak of a federation of distinct states joined together for their mutual advantage, but today, it is rather the nation that is divided into subnational units. What caused this shift in focus from the states to the federal government? Surely, the transformation from a collection of thirteen historically separate states clustered along the Atlantic seaboard to a group of fifty states largely carved out of federal territory has played a role. Building on previous analysis of the economics of federalism, this Article considers the dynamic effects of increasing the number of states on the …

The article presents information on the evolution of international commercial arbitration and viability of alternative dispute resolution (ADR) process. It briefly discusses the importance of international commercial arbitration and several attributed reasons for its decline such as Americanization, nationalization, and overregulation. It reflects mediation as the replacement for arbitration, and compares the advantages of mediation and arbitration.

3-D Terahertz Synthetic-Aperture Imaging And Spectroscopy, Samuel C. Henry

Terahertz (THz) wavelengths have attracted recent interest in multiple disciplines within engineering and science. Situated between the infrared and the microwave region of the electromagnetic spectrum, THz energy can propagate through non-polar materials such as clothing or packaging layers. Moreover, many chemical compounds, including explosives and many drugs, reveal strong absorption signatures in the THz range. For these reasons, THz wavelengths have great potential for non-destructive evaluation and explosive detection. Three-dimensional (3-D) reflection imaging with considerable depth resolution is also possible using pulsed THz systems. While THz imaging (especially 3-D) systems typically operate in transmission mode, reflection offers the most …

The Anchor: 2013
The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

The history of the North Atlantic Treaty Organization (NATO) will say that the first, and so far only, time NATO has called upon its Article 5 collective defense clause was on September 12, 2001, following a terrorist attack on one of its members. Yet, until the agreement by NATO Heads of State and Government on the new policy guidelines on counterterrorism on May 20, 2012, NATO did not have an agreed policy to define its role and mandate in countering terrorism.

“Strategic stability” is a much-used, but under-analyzed, term. Before launching into any discussion of strategic stability in this century, it is necessary first to ask what we actually mean by strategic stability. Game theorists endeavor to define the phrase in very precise mathematical terms, but even among these specialists there is no settled agreement on its proper definition.1 In policy debates, meanwhile, the term is used very loosely to describe anything from rough parity in the sizes of nuclear arsenals to the perceived unlikelihood of an acute political crisis.

Message from President: Years ago, American Airlines backgrounded its television advertisements with a hauntingly optimistic jingle featuring one phrase, “something special in the air.” Tone, whether musical or inflectional or atmospheric, is indeed something airy— something halfway between the inferred and the empirical. One of the wonders if not miracles of recent educational policy is the sudden change in tone among the campuses of the University of Louisiana System since the arrival of new, imaginative, and energetic leadership in the “UoL” System office. Lyons examined current Critical Technology Events (CTEs) that are new or ongoing in US Army Science and Technology (S&T) community. On 15 June 1955, Paul Anderson, the 340-pound American heavyweight, lay on a couch waiting for his first attempt at a weightlifting competition in Moscow between the Soviet Union and the United States.1 The event, held at the large, outdoor Zelyony Theater in Gorky Park, was the first of two contests being held as part of a goodwill trip authorized by the U.S. State Department.2 During the contest, lifter after lifter warmed up backstage, pacing nervously between sets as they awaited their tum on the enormous stage festooned with Soviet and American flags. Homogeneous (single material component) nanomaterials generally have limited functional characteristics. Fortunately, with the addition of foreign materials component(s) into (onto) homogeneous nanostructures, potential improvement or multiplication of functions could be achieved. On the other hand, very few functional materials can survive and operate at elevated temperature above 700oC despite the widespread need in automobiles, industrial reactors, and power plants. Thus it demands new design or discovery of functional nanomaterials with good thermal stability and sustained functions at high temperature. "'Petitions Without Number": Widows' Petitions And The Early Nineteenth-Century Origins Of Public Marriage-Based Entitlements, Kristin Collins

Between 1792 and 1858, Congress enacted approximately seventy-six public law statutes granting cash subsidies to large classes of military widows. War widows’ pensions were not wholly unknown in Anglo-American law before this time, but the widows’ pension system of the early nineteenth century was distinctive in both scope and kind: Congress rejected the class-based approach that had characterized war widows’ pensions of the eighteenth century by pensioning widows of rank-and-file soldiers, not just widows of officers, and by extending pensions to widows of veterans. This significant equalization and expansion of widows’ pensions resulted in the creation of the first broad-scale …

The study explores how religious minorities can utilize the Internet in handling their hybrid identities and how the different online platforms can reveal the diverse perceptions within the same minority group. The case study qualitative method was adopted. European Muslims and Coptic Christian Egyptians were tackled as major models for analysis s. The study brought different historical and conceptual backgrounds to the discussion and tackled the case of the European Muslims by utilizing the researcher’s observations gleaned from her previous experience as an editor of IslamOnline’s European Muslims page, and by conducting descriptive and thematic analyses of selected websites of …

Understanding The Iranian Motivations For Possessing Nuclear Capabilities, Tamer Mahboub

Research Question: Why would Iran insist on pursuing its nuclear ambiguity policy despite its status as a party to the NPT and international sanctions? The study findings indicate that although there is no conclusive proof that Iran has a weapons program, Iran could be pursuing a strategy of a nuclear ambiguity; the possibility it may have a weapons program acts as a deterrent against potential existential threats to its national security. These findings were based on evidence gathered through interviews with various experts, and conducting a comparison between the conventional weapons possessed by Iran and those possessed by neighboring countries …
