International law does not permit the use of military force against Iran to attempt to end its nuclear program. The resort to military force in international relations is covered first and foremost by Article 2(4) of the United Nations Charter. Article 2(4) is a general prohibition on resort to force that includes resort to military force for arms control, including nuclear weapons control. The Charter has two express but limited exceptions to the ban on military force. A state that is the victim of a significant armed attack may use force in necessary and proportional self-defense; the United Nations Security …

In 1837, sailors of Great Britain's Royal Navy sank the American ship the Caroline over Niagra Falls. Great Britain justified the incident the preemptive strike as an act of self-defense. Diplomats of the two nations negotiated a legal framework to guide future preemptive uses of force. In the face of twenty-first century nuclear weapons, however, the Caroline framework seems outdated and impractical. To date, Iran continues to develop their nuclear program, while refusing international inspectors full access to their centrifuges. Food is necessary to human survival and having a sustainable food supply is one way to help guarantee this necessity. Sustainability comes in two forms. Weak sustainability, or substitutability, defines sustainability as the ability to substitute a diminishing resource with another more plentiful resource without irrevocably damaging the environment. Strong sustainability shifts its focus away from substitution and focuses only on renewable resources while maintaining the environmental caveat found in weak sustainability. Cerebral lateralization is a widespread trait among animals, is often manifested as side biases in behaviour (laterality) and has been suggested to provide fitness benefits. Here we examined the influence of laterality on the organisation of fish schools using rainbowfish (Melanotaenia spp) as model species. The pattern and strength of laterality for each individual was determined by examining eye preferences whilst examining their reflection in a mirror. Schools of four fish of known laterality were then created and the preferred position for each fish within the school was repeatedly observed in a flume. Fish which showed right eye preferences in …

There has been significant progress on the fundamental science and technological applications of complex oxides and multiferroics. Among complex oxide thin films, barium strontium titanate (BST) has become the material of choice for room-temperature-based voltage-tunable dielectric thin films, due to its large dielectric tunability and low microwave loss at room temperature. BST thin film varactor technology based reconfigurable radio frequency (RF)/microwave components have been demonstrated with the potential to lower the size, weight, and power needs of a future generation of communication and radar systems. The behavior of an oil droplet pinned at the entrance of a micropore and subject to clossflow-induced shear is investigated numerically by solving the Navier-Stokes equation. We found that in the absence of crossflow, the critical transmembrane pressure required to force the droplet into the pore is in excellent agreement with a theoretical prediction based on the Young-Laplace equation. With increasing shear rate, the critical pressure of permeation increases, and at sufficiently high shear rates the oil droplet breaks up into two segments. Tumorigenesis is a multistep process that reflects intimate reciprocal interactions between epithelia and underlying stroma. However, tumor-initiating mechanisms coordinating transformation of both epithelial and stromal components are not defined. In humans and mice, initiation of colorectal cancer is universally associated with loss of guanylin and uroguanylin, the endogenous ligands for the tumor suppressor guanylyl cyclase C (GUCY2C), disrupting a network of homeostatic mechanisms along the crypt-surface axis. Here, we reveal that silencing GUCY2C in human colon cancer cells increases Akt-dependent TGF-β secretion, activating fibroblasts through TGF-β type I receptors and Smad3 phosphorylation. People receiving chemotherapy not only suffer from side effects of therapeutics but also must buy expensive drugs. Targeted drug and gene delivery directed to specific tumor-cells is one way to reduce the side effect of drugs and use less amount of therapeutics. In this research, two novel liposomal nanocarriers were developed. This nanocarrier, called an eLiposome, is basically one or more emulsion droplets inside a liposome. Emulsion droplets are made of perfluorocarbons which usually have a high vapor pressure. Rural schools, particularly high poverty rural schools, often have difficulty hiring and retaining qualified teachers. Here, we discuss three programs the Arkansas Department of Education has used to attract teachers to teacher Geographic Shortage Districts (GSDs) through material incentives. Unfortunately, none of the programs have had much success, perhaps in part since the funding offered was inadequate to attract new teachers to isolated communities. Additionally, we analyze the use of materialistic and non-materialistic incentives on the websites of all school districts designated as GSDs by the Arkansas Department of Education. The link between AMP-activated protein kinase (AMPK) and myogenesis remains poorly defined. AMPK has two catalytic αsubunits, α1 and α2. We postulated that AMPK promotes myogenesis in an isoform-specific manner. Primary myoblasts wereprepared from AMPK knockout (KO) mice and AMPK conditional KO mice, and knockout of the α1 but not the α2 subunit resultedin downregulation of myogenin and reduced myogenesis. Myogenin expression and myogenesis were nearly abolished inthe absence of both AMPKα1 and AMPKα2, while enhanced AMPK activity promoted myogenesis and myotube formation. TheAMPKα1-specific effect on myogenesis was likely due to the dominant expression of α1 in myoblasts. These results …

Dove population management necessitates estimates of vital rates for use in mechanistic models used to evaluate and predict population responses to environmental variation and/or alternative harvest scenarios. Estimating recruitment (number of juveniles per adult) is complicated because a compendium of factors drives production in doves. Whitewinged doves Zenaida asiatica exhibit a fairly unique breeding strategy wherein they commonly return to the same breeding area and reproduce in large breeding aggregations (i.e., colonies). We used an open-population capture-recapture model to estimate annual immigration and in situ recruitment of white-winged doves breeding in an urban colony during 2009 and 2010. We captured …

The purpose of this study is to determine the effectiveness of the learning community program at a small liberal arts college on educational outcomes as measured by differences in semester GPA between learning community participants and non-participants, as well as differences between types of learning communities, time of participation in learning communities, and the effect of demographic variables and prior attainment (converted SAT scores). Data was provided by a small liberal arts college on 294 participants. Converging behavioral evidence suggests that people respond to experiences of social exclusion with both defensive and affiliative strategies, allowing them to avoid further distress while also encouraging re-establishment of positive social connections. However, there are unresolved questions regarding the cognitive mechanisms underlying people's responses to social exclusion. Here, we sought to gain insight into these behavioral tendencies by using functional magnetic resonance imaging (fMRI) to examine the impact of social exclusion on neural responses to visual scenes that varied on dimensions of sociality and emotional valence. The plasmid hik31 operon (P3, slr6039-slr6041) is located on the pSYSX plasmid in Synechocystis sp. PCC 6803. A P3 mutant (ΔP3) had a growth defect in the dark and a pigment defect that was worsened by the addition of glucose. The glucose defect was from incomplete metabolism of the substrate, was pH dependent, and completely overcome by the addition of bicarbonate. Addition of organic carbon and nitrogen sources partly alleviated the defects of the mutant in the dark. Electron micrographs of the mutant revealed larger cells with division defects, glycogen limitation, lack of carboxysomes, deteriorated thylakoids and accumulation …

Reframing Italy fills this gap. The book introduces readers to films and documentaries by recognized women directors such as Cristina Comencini, Wilma Labate, Alina Marazzi, Antonietta De Lillo, Marina Spada, and Francesca Comencini, as well as to filmmakers whose work has so far been undeservedly ignored.
