University of Nebraska Public Policy Center: Publications

Despite its increasing importance for sustainability, building widespread competency in the basic principles of climate literacy among the United States general public is a great challenge. This article describes the methods and results of a public engagement approach to planning climate change education in the Central Great Plains of the United States. Our approach incorporated contextual and lay expertise approaches to public engagement with a focus on supporting the self-determination of the specific stakeholder groups–rural producers, educators, and community members. An integration of results from the focus groups reveal that our approach was received positively and elicited a number of …

Effects Of Spatial Structure On Air Quality Level In U.S. Metropolitan Areas, Chang-Shik Song Jan 2013

Effects Of Spatial Structure On Air Quality Level In U.S. Metropolitan Areas, Chang-Shik Song

ETD Archive

The purpose of this dissertation is to investigate relationships between metropolitan spatial structure and air quality across U.S. metropolitan areas. Debates over compact city and sprawling development models as alternative patterns of metropolitan development and planning remain unsettled. This dissertation works from the hypothesis that compact regions with high-density, concentration, mixed land use, and better accessibility improve air quality. To test the compact city hypothesis, this dissertation uses a combined spatial data of population, employment, government, land use, and air quality in 610 counties in U.S. metropolitan areas and their neighboring areas for 1990, 2000, and 2006. Indicators identified widely …

The Impact Of Plans, Policies And Practices Of Metropolitan Planning Organizations On The Design And Implementation Of Streets For All Users, Deborah Riemann Jan 2013

The Impact Of Plans, Policies And Practices Of Metropolitan Planning Organizations On The Design And Implementation Of Streets For All Users, Deborah Riemann

ETD Archive

Since the rise of the automobile, urban planners, and traffic engineers were confronted with the question of balancing the different needs of all users of the street. Over the last decades that balance tended to favor car-oriented street designs. Health and air quality concerns, as well as an aging population have started to challenge the old ways of transportation planning. The heavy reliance on the private vehicle in the U.S. is facilitated by local land use decisions and investments in the public street and highway network were made. As most road projects are funded by federal dollars, metropolitan planning organizations …

Why Does Leadership Exist?, Johnette (Jay) Caulfield Jan 2013

Why Does Leadership Exist?, Johnette (Jay) Caulfield

College of Professional Studies Faculty Research and Publications

What style of leadership is most effective in a particular situation with a specific group of followers? How do leaders best motivate followers in achieving goals? Although important questions, before we may come to fully understand the how and what of leadership, in this brief I suggest that we reflect upon a more basic leadership question. In the context of a paradigm from the work of the late educator and social critic, Neil Postman (1931-2003), I explore the question, “Why does leadership exist?” For when we reflect upon the answer to that question, we may gain further insight into ourselves …

Community Development For The 21st Century: Asset-Building And The Resurgence Of Pittsburgh, Jason D. Tigano Jan 2013

Community Development For The 21st Century: Asset-Building And The Resurgence Of Pittsburgh, Jason D. Tigano

Electronic Theses and Dissertations

Revitalizing a distressed community is a difficult challenge. Oftentimes it can take decades to achieve. Pittsburgh's East Liberty and Lawrenceville neighborhoods had fallen on hard times in the late part of the 20th century. However, in recent years, both were able to identify and leverage the assets of the community as a part of their revitalization strategy. Led by the efforts of local community organizations, these communities developed innovative redevelopment strategies that ultimately produced meaningful revitalization in both neighborhoods. The following is a study to understand if and how asset-building theories of community development influenced the strategies used to revitalize …

Differential Modeling And Efficiency Testing Of The Saint John’S University Cogeneration Power Plant, Richard J. Kirchner

Honors Theses, 1963-2015

Saint John’s University (SJU) and Saint John’s Abbey (SJA) of Collegeville, Minnesota own and operate a cogeneration power plant. The produced steam serves two purposes: electricity generation and provision of campus heat. The focus of this study was a natural gas boiler which is the most efficient and environmentally favorable boiler in operation. Data for this study were collected on November 8 & 9, 2012. This data set was analyzed using thermodynamic theory which ultimately led to the determination of the efficiency of each power plant process. The calculated efficiency values were applied to a unique set of differential equations …

Exhortation To Persevere And Grow In Holiness, Love, And Integrity (1 Thess 4:1-12) (Chapter In 1 & 2 Thessalonians), Nijay K. Gupta

Faculty Publications - Portland Seminary

Excerpt: "In the first three chapters of 1 Thessalonians, Paul's primary concern involved extending compassion and comfort to a suffering and troubled church. There is a gracious, warm, generous tone. He reminds them of how special they are, and how attentive God is to their plight. He reminds them of how God has worked among them in power in the past, he is at work in the present, and he will act again on their behalf through Messiah Jesus at his return. He confesses to them his longing to have close fellowship with them-they are loved and missed.

But Paul's …

Sustainable Suburbia The Impact Of Residential Community Associations On Land-Use Policies In Sarasota, Florida, Rebecca Holmes Jan 2013

Sustainable Suburbia The Impact Of Residential Community Associations On Land-Use Policies In Sarasota, Florida, Rebecca Holmes

Theses & ETDs

Planned Unit Developments and Common Interest Developments are the most common form of development in the United States. These developments are often accompanied by the creation of a Residential Community Association that oversees maintenance and the provision of services within a community. While such associations are legally a corporation, in many ways they behave as a government, and can have implications for local-level policy decisions. This study examines the role of RCAs in affecting the development and implementation of three land-use policies in Sarasota, Florida. Policies developed at the city, county, and state level are represented. Interviews were conducted with …

United States Public Health Resources

We reviewed existing and planned adaptation activities of federal, tribal, state, and local governments and the private sector in the United States (U.S.) to understand what types of adaptation activities are underway across different sectors and scales throughout the country. Primary sources of review included material officially submitted for consideration in the upcoming 2013 U.S. National Climate Assessment and supplemental peer-reviewed and grey literature. Although substantial adaptation planning is occurring in various sectors, levels of government, and the private sector, few measures have been implemented and even fewer have been evaluated. Most adaptation actions to date appear to be incremental …

Challenges Of Mixed-Use Developments : An Analysis Of Current Mixed-Use Developments In U.S.A., Gizachew Teferra Tesso

Planning Dissertations - Archive

There are numerous urban problems that could not be addressed in single use development. Mixed use development as a new theory claims to have the solutions to the urban issues associated with single use development. However, mixed used developments have been criticized for also failing to address their purported claims. This research focuses on analyzing and evaluating the tenets of mixed-use development to determine whether claims of accommodating mixed-income residents, increased density, improved racial diversity, provision of affordable housing, and improved employment trends are achieved. In doing so, 632 single use Block Groups and 84 mixed-use development Block Groups that …

The Global Sustainability Transition: It Is More Than Changing Light Bulbs, Michael P. Weinstein, R. Eugene Turner, Carles Ibanez Jan 2013

The Global Sustainability Transition: It Is More Than Changing Light Bulbs, Michael P. Weinstein, R. Eugene Turner, Carles Ibanez

Faculty Publications

Current policies and norms to reconcile human demands for resources with the Earth’s ability to supply them have resulted in practices that mainly treat the symptoms of unsustainability rather than their underlying causes. Moreover, the increase in our knowledge about humankind’s role in ecosystems is not keeping pace with our understanding of the consequences of our actions, resulting in a deepening inability to address sustainability issues. The extreme complexity and intricate workings of the world require the expansion of our mental models in a systems-thinking framework if we are to realize a sustainable place for humans in it. The challenge …

Together Old And Young (Toy), Anne Fitzpatrick Jan 2013

Together Old And Young (Toy), Anne Fitzpatrick

Intergenerational learning involves different age groups learning together or learning from each other in a range of settings. It is viewed as being important in contemporary Europe as it facilitates learning that might otherwise be diminished due to changing family structures, migration, technological changes and growing age segregation. Interest in intergenerational learning stems from new understandings of the process and participation in education and learning. This includes the notions of lifelong and lifewide learning as well as the need to respond positively to the growing separation of generations and the subsequent distance between old and young. It also can be …

Land Use And Climate Change: Lawyers Negotiating Above Regulation, John R. Nolon Jan 2013

Land Use And Climate Change: Lawyers Negotiating Above Regulation, John R. Nolon

Elisabeth Haub School of Law Faculty Publications

Sea level rise requires a new paradigm for controlling the development of coastal lands that are in harm’s way, calling for adjustments in the law, legal practice, and legal education. This article discusses the historical tendency of the law to adjust to changes in society and the recent emergence of new legal institutions and strategies for mitigating and adapting to climate change, particularly sea level rise. It illustrates how the lack of certainty about the extent and pace of sea level rise collides with the total takings doctrine of the Lucas case to frustrate the application of traditional land use …

Changes Spark Interest In Sustainable Urban Places: But How Do We Identify And Support Them?, John R. Nolon Jan 2013

Changes Spark Interest In Sustainable Urban Places: But How Do We Identify And Support Them?, John R. Nolon

Elisabeth Haub School of Law Faculty Publications

Changes in climatic and demographic trends are sparking renewed interest in cities generally and sustainable communities particularly. On the one hand, residents and workers in denser, mixed-use neighborhoods served by transit have half the carbon footprint of those in spread-out suburban areas. On the other hand, many of the smaller households that characterize the nation’s growing population prefer to live in precisely those compact, mixed-use neighborhoods. In New York, these changes align with several new state policies that encourage cities and towns to reduce carbon emissions, reduce vehicle travel, create sustainable buildings and neighborhoods, and preserve the landscapes that sequester …
