Even though climate change will require a global solution, the efforts of individual nations and sub-national governmental units have become increasingly important for demonstrating leadership in creating effective regulatory programs and possible solutions. California’s Global Warming Solutions Act of 2006, also referred to as A.B. 32, and the associated greenhouse gas emission trading program are one set of such efforts. Leadership of 21st century community colleges is more demanding today than at any other time. Community colleges are faced with an array of challenges previously unimagined, generally resulting from the impact of concurrent socio-economic changes, competing demands from various college constituencies, growing complexity of the leadership role of the community college president, and increasing competition for scarce resources in the face of the continuing decline of funding support. Thus, the leadership role of the community college president has never been more difficult, nor more critical.

This report analyzes the performance measurement processes adopted by five large “livability” programs throughout the United States. It compares and contrasts these programs by examining existing research in performance measurement methods. The “best practices” of the examined performance measurement methods for each program are explored and analyzed with respect to their key characteristics. The report entails an appropriately comprehensive literature review of the current research on performance measurement methods from the perspective of various stakeholders including the public and government agencies. Objectives: To examine qualitatively how women's social context and community mobilization (eg, mobilizing women to take social action and engaging their community in social change) influence substance use abstinence and victimization among women participating in a human immunodeficiency virus (HIV) intervention in Cape Town, South Africa.
Methods: Thirty women who had participated in a randomized controlled trial of a group-delivered intervention to address substance use, gender-based violence, and associated risk for HIV (The Women's Health CoOp) were selected to participate in semi-structured interviews about their perceived impact of the intervention on their substance use and exposure to victimization. There is a current movement amongst zine archives toward collaboration and the standardization of policies and practices. As a relatively new area of archival collecting, zine archives are progressing through core archival issues at a rapid pace; this progression provides an opportunity for them to redefine traditional archival practices in relation to their specific needs.
The community-based nature of their collections compel zine archivists and librarians to include their unique audiences in the mapping of traditional practices onto the organic structures of their largely grassroots organizations: they are translators and interpreters between archival theory and this grassroots practice. ‘Coltivando’ is the community garden set up by the Politecnico di Milano, a collaborative project that calls for both Spatial and Product Service Design competences, developed by a team of three postgraduate students supervised by researchers and teachers from the same fields. This article is a case study of a collaboration between the Oregon Multicultural Archives of Oregon State University, Portland State University Library's Special Collections, the Chinese Consolidated Benevolent Association (CCBA), and the Northwest News Network to preserve and make accessible a recovered box of Oregon Chinese disinterment documents. By examining what influenced and engaged each partner, this case study offers an opportunity to better understand the motivations of diverse stakeholders in a "post-custodial era" project that challenges traditional practices of custody, control, and access.

This paper is centred on the progressive curriculum and sustained positive impact of the Rabbit Hole – the University of Western Sydney's Bachelor of Design teaching studio. The award-winning Rabbit Hole is a unique learning environment, incorporating participatory design methods and a work integrated learning framework that facilitates situated learning experiences, where live projects with realworld outcomes bridge the gap between academia, community and industry. Through a series of case studies, this paper demonstrates how the Rabbit Hole utilises the transformative agency of its innovative design pedagogy to inspire and empower socially responsible emergent designers.

This brief describes the population who would be directly affected by the President’s proposal to increase the minimum wage to $9.00 per hour: workers earning between $7.25 and $9.00 per hour. Using data from the 2010 and 2012 Annual Social and Economic Supplement of the Current Population Survey, author Jessica Carson details the characteristics of these potentially affected earners and compares them with the hourly workforce more broadly, paying particular attention to rural-urban differences. This issue brief uses data from the Current Population Survey collected from 2003 to 2012 to assess trends in employment in middle-skill jobs and the Great Recession’s impact on middle-skill workers, with particular attention paid to differences between those in rural and urban places. Author Justin Young reports that roughly half (51 percent) of American workers living in rural areas held middle-skill jobs in 2012—positions requiring at least some on-the-job training, an apprenticeship-type experience, or postsecondary education but no more than a two-year degree. We report an ongoing multi-year engagement by a multidisciplinary team of engineering, science and humanities students, at both the graduate and undergraduate levels, in a lake aquaculture environment with a local fisherfolk community. Campus Compact, established in 1985, is the international higher education association of colleges and universities committed to engaged campuses through civic engagement and academic service-learning. Encapsulating other outreach programs and services, its network of 35 state affiliates utilizes five indicators of engagement themes, developed in 2002, to establish and sustain high impact educational practices. The first theme--institutional culture--addresses ways in which stakeholders engage with campus goals and priorities. Service-learning is becoming an increasingly popular approach to achieving both the personal and academic goals of students and the broader goals of civic responsibility and social justice in communities. Hence, it is essential to consider the important role played by community partners in supporting this kind of experiential education. Reciprocity between schools and communities has been espoused as a core principle of good practice in service-learning. Sustainability is an emerging trend that is accessible through programs and practices for the public and organizations. Museums, zoos, and aquariums exhibit and maintain collection pieces for observation and study. The purpose of the study was to analyze the top museum, zoo, and aquarium websites to determine their sustainability practices. This research analyzes the relationship between local land use regulations and commercial development in the City of Bakersfield, California, specifically focusing on how the regulations are used to inform commercial development to be sustainable or not. Since the inception of international human rights, some activists have argued for a universal framework and this framework has encountered resistance. International feminism is a space where the concept of universal truth begins to unravel. Feminists from the First World, purporting to speak on behalf of all women, essentialized the international woman’s experience and set an agenda based on their First World experience. Third World women critiqued the systematic exclusion of their voices from the dominant feminist discourse. The international human rights agenda shares many goals with economic development. With the largest U.S. generation in the midst of retirement, the Baby Boomer cohort is vastly changing the senior housing landscape. As the housing market gradually improves and the development of senior housing chases the increasing demand, Baby Boomers are a highly selective cohort with more buying and spending power than their predecessors, are healthier and more active, and are demanding an unconventional modification of alternative senior housing. The “traditional” senior community is outdated and no longer seen as a viable choice for retirement, and new and innovated models have surpassed the old-fashioned establishments.

Researching And Communicating Environmental Issues Among Farmers And Ranchers: Implications For Extension Outreach, Roslynn G. Brain, Tracy A. Irani, Martha C. Monroe

The research reported here explored environmental terminology and scale use with farmers/ranchers, and the article provides tips for Extension educators in communicating with these audiences. Following analysis and critique of various environmental scales by six cattle ranchers, a revised environmental scale was developed and tested as a predictor of conservation behavior. A mail survey was administered to 1,000 ranchers, and a 60.2% response-rate was received. Results offer recommendations in measuring environmental identity as well as insight to perceptions of terminology related to environmental issues by farmers/ranchers.

First Impressions: An Effective Approach For Community Improvement, Kelly Nix, Daniel Eades, Robin Frost

A long-term impact study was conducted to evaluate the effectiveness of the Community First Impressions Program. Thirty-two (32) targeted communities located in West Virginia and Pennsylvania were surveyed; 18 (56%) responses were obtained. The majority of communities reported the program led to positive changes in community and economic development. Impacts were realized beyond program recommendations as communities self-evaluated, built new networks, and sought additional resources for community-driven development. Government leader turnover and lack of funding and citizen initiative were cited as challenges. The findings have implications for community capacity building, specifically leadership development, resource development, and engaged citizen's strategies.
