A Broken Promise: Examining The Merit-Aid Policy And Implementation Gap In The Michigan Promise Scholarship, Nathan Daun-Barnett, Albert Hermsen, Lori Vedder, Beth Mabry
Journal of Student Financial Aid
In 2006, Michigan changed their traditional merit award to a credit contingent program based upon successful completion of 60 college credits. The Michigan Promise Scholarship was crafted by state policymakers without input from the financial aid community. This case study suggests that the change in policy resulted in two unintended consequences: 1. an administrative burden for financial aid offices resulting from the award verification process and 2. a financial burden for students during the year they are expected to be eligible for the award. The Scholarship was eliminated in 2011, but this case is illustrative for other states seeking to …

Regulation Of Hydraulic Fracturing Of Shale Gas Formations In The United States, Fatemeh Bagheri
Regulation Of Hydraulic Fracturing Of Shale Gas Formations In The United States, Fatemeh Bagheri
Pepperdine Policy Review
The practice of hydraulic fracturing has become increasingly common over the years since it has been looked at to replace energy derived from coal. Though hydraulic fracturing may be one of the better forms of obtaining energy, it comes with its own set of problems ranging from environmental problems to health problems if the appropriate safeguards are not implemented when completing the process. Regulations at the local, state, and federal level are assessed to determine which entity should regulate the practice and many technologies are reviewed in order to offer suggestions which allow the process to be completed without significant …

The study is a quantitative content analysis of news articles identified through the Google News search engine using 48 automated Google Alerts queries. Data are analyzed on 782 DUI arrest cases of officers employed by 511 nonfederal law enforcement agencies throughout the United …

From Initiate To Insider: Renegotiating Workplace Roles And Relations Using Staged Humorous Events, Kirrilly Thompson
Organization Management Journal
Like anthropologists entering the field as “outsiders,” initiates to organizations need to learn new cultures as they transition to “insiders” or veterans. Organizational research has identified the role that spontaneous humor plays in this transition. However, there has been little research into “staged” humorous events. At the same time, anthropological practice has identified various ethnographic research techniques designed to expedite entrée to a social group or organization. However, there has been no research on the implications of a colleague delivering an ethnography of a group back to itself. In this article, I detail a strategy that combined humor and the …

The Union As A Safeguard Against Faction: Congressional Gridlock As State Empowerment, Franita Tolson
The Union As A Safeguard Against Faction: Congressional Gridlock As State Empowerment, Franita Tolson
Notre Dame Law Review
This short essay, written for Notre Dame Law Review’s conference on congressional gridlock, argues that gridlock is an expected and integral component of the legislative process. The bicameralism and presentment requirements of Article I of the U.S. Constitution make legislation difficult to pass in order to protect the public from the whims of shifting congressional majorities. Nevertheless, gridlock that is based primarily on partisan considerations rather than policy differences can be unconstitutional, as defined by Supreme Court caselaw, if it stymies legislation that is in the public interest. The remedy for “unconstitutional” gridlock is not judicial action, however; the solution …

Rage Against The Machine: A Reply To Professors Bierschbach And Bibas, Erik Luna
Scholarly Articles
The article presents a response to the article by Professor Albert Alschuler on the administrative rulemaking in criminal law enforcement and guiding the power which was wielded by criminal justice officials. It mentions that the increase in the rate of the punishment given to the convicts is less effective in reducing the crime and enhancing public safety. It informs that bureaucratization can be considered as the means to improve the criminal process in the U.S.

An Approach To Light-Frame Disaster Relief Housing, Hayley Dickson, Megan Cronan, Anne Walkingshaw, Katherine Busch
Civil, Environmental and Sustainable Engineering Senior Theses
An Approach to Light-Frame Disaster Relief Housing investigated the use of bamboo structures to provide safe, affordable and easily constructible housing in developing countries that are prone to natural disasters. The team chose to use the Cagayan Valley Region in Northern Philippines that has a demonstrated need for relief housing due to its susceptibility to high seismic activity, monsoons, and floods. The proposed solution includes a complete structural and geotechnical foundation design of a house that can resist the demand loads determined for the region. The structural system is designed using bamboo and includes a lateral force resisting system, and …
