Characterization Of The 5 Ghz Elevator Shaft Channel, Ruoyu Sun, David W. Matolak
Characterization Of The 5 Ghz Elevator Shaft Channel, Ruoyu Sun, David W. Matolak
Faculty Publications
In this paper we provide channel characterization results for the elevator shaft channel in the 5-GHz band, based upon measurements conducted in four buildings. This channel is of interest for several applications, including WiFi and public safety. Although several authors have provided elevator shaft channel characteristics for lower-frequency bands (255-MHz, 900-MHz, 1.9-GHz), to our knowledge this is the first work that addresses the 5-GHz band. Moreover, prior work has not thoroughly addressed channel characteristics when the elevator car is in motion, whereas here we provide measurement and modeling results for this dynamic condition. Our measurements were of power delay profiles, …
A New Split On Old Age: Preclusion Of § 1983 Claims And The Adea, Emer M. Stack
A New Split On Old Age: Preclusion Of § 1983 Claims And The Adea, Emer M. Stack
Fordham Law Review
In 1967, Congress enacted the Age Discrimination in Employment Act (ADEA) to combat employer bias against older workers and to reject the idea that the job performance of all employees declines with age. The ADEA provides a statutory scheme for addressing age discrimination against employees aged forty years and older. Some older workers, however, have turned instead to the Equal Protection Clause of the Fourteenth Amendment, using § 1983 claims as a means of relief.
A six–to–one circuit split has emerged as to whether the ADEA is the exclusive remedy for age discrimination or whether an aggrieved older worker can …

When Is When?: 8 U.S.C. § 1226(C) And The Requirements Of Mandatory Detention, Gerard Savaresse
Fordham Law Review
Over the past several decades, immigration law has come to resemble criminal law in a number of ways. Most significantly, the current statutory regime allows the U.S. Attorney General (AG) to detain noncitizens during their removal proceedings. Ordinarily, the AG may detain noncitizens subject to removal so long as the AG provides an individualized bond hearing to assess whether the noncitizen poses a flight risk or a danger to the community. Pursuant to 8 U.S.C. § 1226(c), however, the AG must detain and hold without bond any noncitizen who has committed qualifying offenses “when the alien is released” from criminal …
Treating Juveniles Like Juveniles: Getting Rid Of Transfer And Expanded Adult Court Jurisdiction, Christopher Slobogin
Treating Juveniles Like Juveniles: Getting Rid Of Transfer And Expanded Adult Court Jurisdiction, Christopher Slobogin
Vanderbilt Law School Faculty Publications
The number of juveniles transferred to adult court has skyrocketed in the past two decades and has only recently begun to level off. This symposium article argues that, because it wastes resources, damages juveniles, and decreases public safety, transfer should be abolished. It also argues that the diminished culpability rationale that has had much-deserved success at eliminating the juvenile death penalty and mandatory life without parole for juveniles is not likely to have a major impact on the much more prevalent practices of transferring mid- and older-adolescents to adult court and expanding adult court jurisdiction to adolescents; neither the law …
The Best Of Both Worlds: Finding Middle Ground In The Heated Debate Concerning Issuing Driver’S Licenses To Undocumented Immigrants In Illinois, Dean W. Davis
Southern Illinois University Law Journal
For most people, possessing and maintaining a valid driver’s license is essential in order to live a normal life. Without a license, common activities that most take for granted, namely lawful driving, become unmanageable. The importance of procuring a driver’s license raises an important question: to which people should this right extend?
In early January 2013, Illinois governor Pat Quinn signed into law Senate Bill 957 (SB 957), making Illinois only the fourth state to grant driving privileges to undocumented immigrants. One of the primary reasons for the law’s passage was to combat the risk presented by the more than …

With 80% of world trade carried by sea, seaports provide crucial linkages in global supply-chains and are essential for the ability of all countries to access global markets. Seaports are likely to be affected directly and indirectly by climatic changes, with broader implications for international trade and development. Due to their coastal location, seaports are particularly vulnerable to extreme weather events associated with increasing sea levels and tropical storm activity, as illustrated by hurricane “Sandy”. In view of their strategic role as part of the globalized trading system, adapting ports in different parts of the world to the impacts of …

ABSTRACT
Effects of Racism and Discrimination on Personality Development among
African American Male Repeat Offenders
Tiffany Nicole Lockett
Throughout history in the United States, the African American community has consistently been the victim of social policies put in place to disenfranchise this population (Mauer & Chesney-Lind, 2002; Painter, 2007; Parham, White & Ajamu, 1999). With a longstanding presence of systemic racism and discrimination, the criminal justice system and the dominant culture continues to pathologize this minority group and advocate for increased penalties which further stigmatize African Americans, particularly males in this group (Reiman, 1996; Russell, 1998). Though most criminology research …
The Naked Private Square, Ronald J. Colombo
The Naked Private Square, Ronald J. Colombo
Hofstra Law Faculty Scholarship
In the latter half of the twentieth century, America witnessed the construction of a "wall of separation" between religion and the public square. What had once been commonplace (such as prayer in public schools and religious symbols on public property) had suddenly become verboten. This phenomenon is well known and has been well studied. Less well known (and less well studied) has been the parallel phenomenon of religion's expulsion from the private square. Employment law, corporate law, and constitutional law have worked to impede the ability of business enterprises to adopt, pursue, and maintain distinctively religious personae. This is undesirable …

The Trajectory Of Warwick Junction As A Site Of Inclusivity In Post-Apartheid South Africa, Kara Van Schilfgaarde Van Schilfgaarde
Independent Study Project (ISP) Collection
Warwick Junction, a thriving trading hub in the inner city of Durban, has long been considered one of the best examples of collaborative urban management practices between the local government and informal traders. In a post-apartheid South Africa, there was a national desire to transform the old systems of governance, which in Warwick translated to city government institutions making an effort to include informal traders in the policymaking and management processes. This paper tracks the history of Warwick Junction, using its oppressive past to frame common perspectives of informal trade. It considers the legacy of the post-apartheid era South Africa, …
An Examination Of Felony Case Processing In The Circuit Court Of Cook County, 2000-2012, Don Stemen
An Examination Of Felony Case Processing In The Circuit Court Of Cook County, 2000-2012, Don Stemen
Criminal Justice & Criminology: Faculty Publications & Other Works
This research bulletin provides an examination of felony cases filed in the Circuit Court of Cook County between 2000 and 2012. The examination considers trends in the volume of felony cases filed, the percent of cases disposed of within twelve months of filing, and the average length of time to dispose of cases. The analyses indicate that the number of felony cases filed in Cook County has decreased over the last decade and the percentage of felony cases disposed of within 12 months of filing has increased during the same period. However, the time to case disposition has increased -- …

Strengthening Intelligence Education With Information-Processing And Knowledge-Organization Competencies, Yejun Wu
Journal of Strategic Security
This paper studies the weaknesses of intelligence-education curriculum in the United States from a Library and Information Science perspective. Intelligence information processing is a separate step in the traditional intelligence cycle; however, information-processing competencies are often included in the intelligence collection and analysis competencies in the Intelligence Community. A study of the websites of the intelligence-education programs in the major 27 intelligence-education institutions in the United States reveals that information processing is often implicitly included in an intelligence analysis or collection course; and only three universities offer such courses that include information-processing components. Only one university has been found to …
Bringing Functional Family Probation Services To The Community: A Qualitative Case Study, Denise Lynmarie Austin
Bringing Functional Family Probation Services To The Community: A Qualitative Case Study, Denise Lynmarie Austin
Dissertations and Theses
In March 2011, Multnomah County's Juvenile Services Division (JSD) in Portland, Oregon implemented a new program model called Functional Family Probation Services, a case management model based on the principles of Functional Family Therapy. Under this model JSD Juvenile Court Counselors deliver Functional Family Probation Services to medium and high-risk youth on probation; both to the youth and their family in their home. This qualitative case study examined the extent to which the Juvenile Court Counselors and Community Justice Managers implemented Functional Family Probation Service's components and recorded their opinions regarding Functional Family Probation Services as a case management model. …

Wireless Video Surveillance: A Survey, Yun Ye, Song Ci, Aggelos K. Katsaggelos, Yanwei Liu, Yi Qian
School of Computing: Faculty Publications
A wireless video surveillance system consists of three major components: 1) the video capture and preprocessing; 2) the video compression and transmission in wireless sensor networks; and 3) the video analysis at the receiving end. A myriad of research works have been dedicated to this field due to its increasing popularity in surveillance applications. This survey provides a comprehensive overview of existing state-of-the-art technologies developed for wireless video surveillance, based on the in-depth analysis of the requirements and challenges in current systems. Specifically, the physical network infrastructure for video transmission over wireless channel is analyzed. The representative technologies for video …
