Community Participation In Disaster Planning And The Expectation Gap: Analysis And Recommendations, Phillip Sperry

This thesis explores the expectation gap and how it relates to the field of emergency management. As disasters become more commonplace, many citizens have high expectations of their governments, which results in a lack of individual disaster preparation. This thesis analyzed the current state of community education and engagement programs, use of best practices by governments and inter-agency cooperation and partnerships. The research consisted of fifteen interviews with emergency management professionals representing local, state, and federal government as well as the private sector. The results show limited public participation, as well as issues with crisis communications systems. Over 80% of …

The Utah Department of Transportation (UDOT) Traffic and Safety Division continues to advance the safety of roadway sections throughout the state. To aid UDOT in meeting their goal the Department of Civil and Environmental Engineering at Brigham Young University (BYU) has worked with the Statistics Department in developing analysis tools for safety. The most recent of these tools has been the development of a hierarchical Bayesian Poisson Mixture Model (PMM) statistical model of traffic crashes and safety on UDOT roadways statewide and the integration of the results of this model in a Geographic Information System (GIS) framework. A Two-Step Estimation Procedure And A Goodness-Of-Fit Test For Spatial Extremes Models, Hongwei Shang

Parametric max-stable processes are increasingly used to model spatial extremes. Since the dependence structure is specified for block maxima, the data used for inference are block maxima from all sites. To improve the estimation efficiency, we propose a two-step approach with composite likelihood that utilizes site-wise daily records in addition to block maxima. Besides the parameter estimation, there is no formal model checking and diagnosis method for spatial extremes modeling yet. Model diagnosis in practice has been informal and mostly based on visual checking tools such as residual plot and quantile-quantile plot. There appears to be a growing interest among B-schools in providing continuing management education. The trend toward meeting demands of changing business and learning environments – and responding to the obsolescence of various management disciplines -- has encouraged growth in non-degree, professional development programs. Some of these programs are generic in nature, while others are more specialized, depending on the perceived strengths and interests of the schools and the areas faculty choose to emphasize.

Increases vehicle license fee by 1% of a vehicle's value, phased in over four years. Exempts commercial vehicles from 1% increase if diesel fuel taxes are raised by three cents per gallon. Requires new fees to be deposited in a special fund. Also redirects certain sources of current state revenue to this special fund. Disburses revenue from the special fund to pay-as-you-go transportation projects, including local streets and roads, state highways, and public transportation. High performance organizations desire to provide services in an effective and efficient manner with positive outcomes; therefore measures of performance and cost can be utilized to gauge such success. Through comparative research and analysis of local governments that have and do not have collective bargaining for law enforcement, findings and results can determine if there is any correlation between employee workforce classification (in collective or non-collective bargaining workplaces), high performance traits, costs and high performance return on costs (HPRC) for law enforcement. The Cost Of Fear: An Analysis Of Sex Offender Registration, Community Notification, And Civil Commitment Laws In The United States And The United Kingdom, Kate Hynes

Penn State Journal of Law & International Affairs (2012 - Present)

Sex offenders are often seen as a notorious group in both the United States and the United Kingdom. The public opinion of the masses has often found its way into the laws which restrict the privacy and freedoms of many sex offenders. This comment will examine the often divergent trends in lawmaking and judicial authority in both countries in regard to sex offender registration, community notification, and civil commitment. Further, the comment will study the lasting effects on the sex offender population and potential civil rights implications.
