Antitrust law has been adopted by 120 jurisdictions worldwide. In more than half of these jurisdictions, the agency charged with enforcing antitrust law also has other responsibilities. The assignment of multiple regulatory tasks can affect the performance of a competition agency in complex and subtle ways. We present a framework for analyzing the consequences of creating public bodies with complex policy portfolios. Using examples from across the administrative state, we analyze the forces that shape the content of an agency’s policy duties, and how the portfolio of assigned duties affects the way an agency approaches its assigned tasks, and its …

The article discusses the history of federal inroads into marriage by examining federal interventions during the nineteenth and early twentieth century, argues that, in some cases but not all, marriages' federal benefits are indeed intended to support natural procreation, argues that DOMA's underlying statutes are key to ascertaining the purposes of federal marriage benefits and burdens, distinguishes sexual orientation discrimination from race discrimination and offers a proposal for dealing with equal protection challenges to denials of marriage rights to same sex couples. Functional Implications Of Impaired Control Of Submaximal Hip Flexion Following Stroke, Allison S. Hyngstrom, Sandra K. Hunter

Introduction: We quantified sub-maximal torque regulation during low to moderate intensity isometric hip flexion contractions in individuals with stroke and the associations with leg function. Methods: 10 participants with chronic stroke and 10 controls performed isometric hip flexion contractions at 5%, 10%, 15%, 20%, and 40% of maximal voluntary contraction (MVC) in paretic, non-paretic, and control legs. Results: Participants with stroke had larger torque fluctuations (coefficient of variation, CV), for both the paretic and non-paretic legs, than controls (Pr2 =0.45) and Berg Balance Score (r2=0.38). A current and major unanswered question is why the highly sensitive central CO2/H+ chemoreceptors do not prevent hypoventilation-induced hypercapnia following carotid body denervation (CBD). Because perturbations involving the carotid bodies affect central neuromodulator and/or neurotransmitter levels within the respiratory network, we tested the hypothesis that after CBD there is an increase in inhibitory and/or a decrease in excitatory neurochemicals within the ventrolateral medullary column (VMC) in awake goats. Microtubules for chronic use were implanted bilaterally in the VMC within or near the pre-Bötzinger Complex (preBötC) through which mock cerebrospinal fluid (mCSF) was dialyzed. Ventilator associated pneumonia is a common problem with the mechanically ventilated population. Mortality, hospital stay, and cost increase with ventilator associated pneumonia. The importance of tackling this problem has spurred an effort within the medical community to prevent the onset of VAP. Upon years of study, a basic bundle of care has been recommended by the IHI for implementation in the hospital so that the incidence of VAP would decrease. Facebook is used by approximately 1.06 billion(Craig,2013) to keep in touch with family and friends. However, the question remains whether Facebook is helpful or harmful to people’s well being. According to a research study conducted by Gonzales and Hancock (2010), Facebook use enhances self-esteem by providing multiple opportunities for selective self-presentation through photos and personal details. Another research study by Twenge, Freeman and Campbell (2012) found that participants who spent time on social network sites endorsed more positive self-views. The N-methyl-D-aspartate (NMDA) receptor has been shown to be one of the most important target sites of alcohol in the central nervous system. We and others have identified positions in the third and fourth membrane-associated (M) domains of both GluN1 and GluN2A subunits that influence alcohol sensitivity. In the structural model of the NMDA receptor based upon the related GluA2 receptor, the outward face of the M3 domain of one subunit type is oriented toward the M4 domain of the other subunit type. The oncogenic epithelial–mesenchymal transition (EMT) contributes to tumor progression in various context-dependent ways, including increased metastatic potential, expansion of cancer stem cell subpopulations, chemo-resistance and disease recurrence. One of the hallmarks of EMT is resistance of tumor cells to anoikis. This resistance contributes to metastasis and is a defining property not only of EMT but also of cancer stem cells. Here, we review the mechanistic coupling between EMT and resistance to anoikis. The discussion focuses on several key aspects. Background

Intimate partner violence (IPV) and child maltreatment (CM) are major global public health problems. The Preventing Violence Across the Lifespan (PreVAiL) Research Network, an international group of over 60 researchers and national and international knowledge-user partners in CM and IPV, sought to identify evidence-based research priorities in IPV and CM, with a focus on resilience, using a modified Delphi consensus development process.

Methods

Review of existing empirical evidence, PreVAiL documents and team discussion identified a starting list of 20 priorities in the following categories: resilience to violence exposure (RES), CM, and IPV, as well as priorities that cross-cut the …

"The metabolic syndrome (MetS) is a diagnosis that includes several clinical criteria that indicate a higher than normal risk of developing cardiovascular disease. Central adiposity is considered a risk factor for the MetS and is also associated with increased mortality and morbidity. The use of ultrasonography (US) has made it possible to measure the amount of visceral fat (VF) in a cost-effective and non-invasive manner as opposed to computed tomography or magnetic resonance imaging. "Fossorial, or below ground, living provides shelter from the elements and some predators, but comes at a cost with respect to metabolic requirements of movement and reduced, or altered, sensory cues. I examined the ability of the North American pocket gopher, Thomomys talpoides, to use magnetoreception and olfaction in navigation and foraging. Magnetoreception was tested using three manipulative experiments: 1) field homing of displaced animals, 2) nest location in an 8-arm maze, and 3) movement through a complex labyrinth. Homing results, analyzed by V-test, indicated that the gophers displaced from their burrow systems relied on magnetic cues for homing orientation. …

This notion continues to be passed from generation to generation; what happens without our noticing is that the demands of that 'college experience' are changing. Characterized by extreme poverty, limited access to fresh foods, and a high prevalence of nutrition-related disease, the rural Mississippi Delta represents an understudied and highly at-risk population in terms of food security. This paper explores the role of alternative foodways in the Delta, specifically examining the potential for farmers markets to improve community food security in rural, low- income areas. This study uses a mixed-methods approach to measure farmers market patronage among different racial and socioeconomic groups in the Mississippi Delta. This paper is an exploration of the intersection of race and religion in Oxford, Mississippi. In particular, it gives a history of the restoration of the Burns-Belfry Church in Oxford, Mississippi. The project was a cross-cultural effort to save the town's first church built by freedmen in 1868. Many individuals worked together to save the town's historic landmark. This susceptibility led me to explore the relationship between media exposure and negative body image. Hurricane Katrina hit the Gulf Coast region on August 29, 2005 and caused extensive damage throughout the affected areas. In New Orleans, flooding due to levee breaches compounded the damage and created a need for a sizable labor force to clean up and rebuild the city. Non-local Latinos overwhelmingly responded to this call and began to arrive in New Orleans in the weeks after the storm. Whole-body vibration (WBV) may potentiate vertical jump (VJ) performance via augmented muscular strength and motor function. The purpose of this study was to evaluate the effect of different rest intervals after WBV on VJ performance. Eight collegiately trained athletes (age 20.75 ± 1.16yr, mass 61.35 ±9.68kg, height 168.19±7.73cm) and eight recreationally active (age 22.25 ±1.83yr, mass 64.35 ±4.64kg, height 162.53 ± 2.6cm) individuals volunteered to participate in 4 testing visits separated by 24 hours. Over the last century, federal agricultural policy has shifted from supporting family farmers to protecting profits for a handful of the largest agricultural corporations and food producers. By guaranteeing a price-floor for commodity crops, farm subsidies encourage farmers to overproduce with no regard to traditional supply and demand economics. Under the current system, commodity crops are exceptionally cheap. Automated technologies have revolutionised the monitoring of coagulation disorders in the central hospital laboratory setting, allowing for high throughput testing, improved accuracy and precision, accompanied by a marked reduction in human error. However, they still require trained operators and sample transportation. With the advent of point of care (POC) testing, the working principle of traditional coagulometers was used as the foundation for the development of miniaturised devices.
