Marine protected areas (MPAs) are effective at employing ecosystem-based management as a conservation tool, however these networks of protected zones must be carefully chosen. Therefore, strategic area placement and size is crucial for the best conservation outcome. While the benefits of implementing clear protected zones are obvious for species that live sedentary lifestyles, the proportion of habitat protection that they offer to wide-ranging species is less clear. Here, we analyze satellite telemetry data in order to determine key habitat areas for three wide-ranging shark species in both the south Florida and Bahamas regions, and then quantify the level of potential …

Between the Species

This essay explores virtue ethical concepts in the context of animal law theory and practice. For reasons discussed in the essay, virtue ethics may not, on its own, serve as an adequate foundation for general anticruelty statutes, but it may have application in those contexts in which sufficient sharing of values enables participants in legal reform to work through differences in moral commitments to generate at least temporarily acceptable laws. National Health Policy Forum

The Patient Protection and Affordable Care Act of 2010 and the Supreme Court’s related decision have significantly shifted the health care landscape for safety net providers. Federally qualified health centers (FQHCs) are a mainstay of primary care for the uninsured and those with limited access to care. This paper focuses on the impact of health reform on FQHCs given the significant federal investment in them through grants, Medicaid, and Medicare reimbursement. Where noteworthy, the effect on non-FQHC community clinics is also discussed. The implications of Medicaid coverage expansions (or lack thereof in states that choose not to expand), Medicaid disproportionate …

Using data from a phone survey of 1,980 Puget Sound residents conducted in 2012, this fact sheet describes public perceptions of different environmental interventions. Puget Sound residents widely support a range of proposed interventions designed to protect and restore the marine environment. These proposals include restricting boating and shipping activities to protect marine mammals such as killer whales and sea lions; more strongly enforcing existing environmental rules and regulations; spending government money to restore the environment for fish and wildlife; and providing tax credits to businesses that voluntarily reduce their environmental impact.
