The paper describes a distributed spectral-screening PCT algorithm for fusing hyper-spectral images in remote sensing applications. The algorithm provides intrusion tolerance from information warfare attacks using the notion of computational resiliency. This concept uses replication to achieve fault tolerance, but goes further to dynamically regenerate replication in response to an attack or failure. The concepts of resiliency are incorporated through library technology that is application independent. This library hides the details of communication protocols required to achieve dynamic replication and reconfiguration in distributed applications. This paper describes a preliminary approach to the fusion of multi-spectral image data for the analysis of cervical cancer. The long-term goal of this research is to define spectral signatures and automatically detect cancer cell structures. The approach combines a multi-spectral microscope with an image analysis tool suite, MathWeb. The tool suite incorporates a concurrent Principal Component Transform (PCT) that is used to fuse the multi-spectral data. This paper describes the general approach and the concurrent PCT algorithm. The algorithm is evaluated from both the perspective of image quality and performance scalability.

As Composition and Rhetoric rose in disciplinary status and academic legitimacy the discourse practice of negation, the positioning of texts in oppositional binaries that set the “new” over the “old,” the “novel” over the “familiar,” became embedded in academic tradition, seeming to be an inherited part of scholarship instead of an individual’s rhetorical choice and deliberate ethos strategy. Negation, when one idea or set of ideas constructed by another is critiqued, advocated, and/or redeveloped by another scholar, is a discourse practice firmly established in the Rhetorical Tradition as part of Socratic dialogues, reappears in “modern rhetoric”, and remains today as …

Planar Shock Wave Interaction With A Multiphase Cylinder, Joseph Conroy

We present an experimental study that visualizes the effects of a planar shock front passing through air (or SF6) randomly seeded with glycol droplets or smoke particles. It was observed, using a high-speed multiple-CCD (charge coupled device) camera, that an instability occurs as the shock wave bypasses the slow-moving column of gas. This produced evident perturbation at the interface. The flow morphology of the gas column consists of a pair of counter-rotating vortices that develops downstream from the initial conditions as well as some secondary instabilities (in certain cases). In response to gritty accounts of firefights involving private forces like Blackwater in Iraq and Afghanistan, many legal scholars have addressed the rising use of private forces——or mercenaries——in the 21st century under international law. Remarkably, only a few have attempted to understand why these forces are so objectionable. This is not a new problem. Historically, attempts to control private forces by bringing them under international law have been utterly ineffective, such as Article 47 of Additional Protocol II to the Geneva Conventions. This dissertation explores subjectivities, agency, and power relations that emerge in discourses and performances related to one U.S. nonprofit organization attempting to end poverty, referred to as Transforming Poverty Partnerships (TPP). The author analyzes training materials, interview transcripts, and performance texts documented through participant observation. This study reveals a number of discourses in each of the texts, which function to reproduce dominant societal ideologies about individual hard work as a pathway to success, individual responsibility to create change, the normalization of the middle class, and a reinforcement of whiteness. The phrase 'Peace and security' in 1 Thess 5.3 has traditionally been understood as an echo of the OT prophetic warnings (Jer 6.14; Ezek 13.10; Mic 3.5) against false claims of peace. Stronger evidence exists, however, that the apostle is making use of a popular theme of the imperial Roman propaganda machine. The Romans vigorously promoted themselves through various public media as those who provided not only 'peace' but also 'security', thereby providing a closer parallel to Paul's statement in 5.3 than any OT text. This article analyzes several specific aspects of the current refugee legal regime in Sub-Saharan Africa in order to assess how the institution of asylum, considered the traditional solution for both individuals and groups who are obliged to flee their countries of citizenship, is legally perceived and applied. The analysis will focus on the 1969 African Union Convention Governing the Specific Aspects of Refugee Problems in Africa, the pillar for refugee protection in SSA and "considered the most generous and flexible international agreement on refugee protection."

The growth of the security industry is sparking a significant interest in well-rounded security professionals. Regional and national competitions in the academic community have been developed to help identify qualified candidates to support this industry. A course has been built to allow students to improve their skills in this area. This paper describes the process used to administer events in the support of such a competitive environment, and the process by which appropriate infrastructures are developed.

Salim Hamdan’s conviction in a military commission for material support of Al Qaeda separates utilitarians, who generally defer to state power, from protective theorists, who seek to shield civilians by curbing official discretion. Utilitarians view military commissions as efficient means for trying suspected terrorists. Protective theorists criticize the amorphous nature of material support charges.

The clash between utilitarians and protective theorists colors other issues, including “enhanced” interrogation and limits on targeting. Protective theorists merit praise for their scrutiny of interrogation. In contrast, utilitarians have trivialized interrogation abuses.
