Physics and Biophysics: Faculty Scholarship

Infrared signature management (IRSM) has been a primary aeronautical concern for over 50 years. Most strategies and technologies are limited by the second law of thermodynamics. In this article, IRSM is considered in light of theoretical developments over the last 15 years that have put the absolute status of the second law into doubt and that might open the door to a new class of broadband IR stealth and cloaking techniques. Following a brief overview of IRSM and its current thermodynamic limitations, theoretical and experimental challenges to the second law are reviewed. One proposal is treated in detail: a high …

This edition of the Wooster Magazine was published in the fall of 2012. The magazine begins with an introductory article by President Grant Cornwell about why this edition is the first one to include the annual report and honor roll of donors. The class of 2016 was welcomed to campus on move in day, which has become a tradition. The Wooster Ethic was created by Dean of Students Kurt Holmes, and it launched in 2005. APEX, the Center for Advising, Planning, and Experiential Learning, opened its doors this fall.

In Ancient Rome, gambling, at least in the form of dice games, was generally considered a vice, yet the only known criminal statutes prohibiting it were only sporadically and selectively enforced. Otherwise, aside from a legal prohibition on the enforceability of gambling debts and some limited private rights of action, the Roman state as a whole displayed what can only be described as a “laissez faire” policy toward all forms of gambling. What we would now call “sports betting” was exempted from the statutory prohibition altogether. This remained the case well into the Christian period, when a general crackdown might …

Ideologically motivated, others touted their special panaceas for ending the Great Depression that had begun in 1929, and certain of the mainstream Democratic Party's expatriates added to this cacophony by pursuing their own agendas. The article critically examines the Office of Legal Counsel (OLC) torture memos authored by John Yoo and Jay Bybee in 2002, which were intended to justify interrogation techniques such as waterboarding post-9/11. These memos have been widely criticized for undermining human rights and international law, and for compromising the OLC's role in providing impartial legal advice. The memos' perceived advocacy for White House policies rather than objective analysis led to ethical breaches and procedural shortcomings, ultimately resulting in their withdrawal. Interoperability is as much or more about human teamwork than it is about compatible machines and processes. The North Atlantic Treaty Organization (NATO) operational deployments, without respite since 1992,1 have spawned a nascent culture of multinational planning and operational teamwork among a host of militaries. This coalition culture is emerging in the same way as the joint operations culture has grown across the U.S. military since the watershed Goldwater-Nichols Department of Defense Reorganization Act of 1986.

Manuel I of Byzantium (1143-80) has been unfairly judged as misguided, reckless, and, ultimately, as a failure. This work endeavors to refute the claims that Manuel's imperial policy lacked any coherent strategy, and that Byzantium simply reacted to external stimuli. The most ambitious aim of this thesis is to present a cogent analysis of Manuel's imperial policy to demonstrate the emperor's efficacy and strategic flexibility. The perception, generally accepted by historians, that Manuel left his empire exhausted and vulnerable to outside aggression is also seriously challenged. Regardless of Manuel's defeat at Myriokephalon in 1176, he could claim that the empire …

This article applies Alfred Thayer Mahan’s seapower theory to China’s maritime strategy, stressing far seas training, overseas bases, and cultivating seapower consciousness among the masses. It argues that China must shift from a “low profile” approach to “positive action,” stabilize a long-term maritime strategy, and openly declare its core interests. The author identifies securing the South China Sea, achieving influence over Southeast Asia, and protecting maritime energy routes to the Indian Ocean as essential objectives for sustaining China’s rise as a maritime power.

After the terrorist attacks of September 11, 2001, the United States government began to use drones against al-Qaeda targets. According to several media reports, the United States developed two parallel drone programs: one operated by the military, and one operated in secrecy by the CIA. Under the Obama Administration, the latter program developed and- the number of drone attacks in countries such as Pakistan and Yemen has steadily increased. Because the drone program is operated covertly by the CIA, it has been impossible to determine the precise contours of the program, its legal and normative framework, and whether its operators …

Commentaries on the financial meltdown that began with Lehman Brothers’ collapse in September 2008 trace its origins to greedy bankers exploiting lax regulatory practices to take excessive risks through exotic and arcane financial instruments. While not wishing to demur from this analysis this chapter takes issue with the frequent failure to acknowledge that this has come about as a consequence of the (mis)application of state power over the past 50 years (see Helleiner 1994). The Strategic Implications Of China's Rare Earths Policy, Shane Bilsborough

Journal of Strategic Security

Drawing on literature in China studies, strategic theory, and expert interviews, this article analyzes the possibility of "rare earths" being leveraged by the People's Republic of China (PRC) in a crisis. The evidence suggests China's position in the rare earths market could constitute a significant security liability for the United States. It also seems that even if coercion fails to materialize, China's rare earths policies have the potential to intensify security dilemmas in Sino-American relations.

Reverse Sexology: Turn-Of-The-Century Discourses Of Sexuality And The Limits Of Identity In David Leavitt’S The Indian Clerk, Helena Gurfinkel

Reconstruction: Studies in Contemporary Culture

David Leavitt’s most recent novel, The Indian Clerk (2007) runs afoul of the standard position in relation to the politics of sexual identity among modern Anglo-American writers. While working in the same tradition as Christopher Isherwood or Edmund White, for whom being a gay writer is a politically necessary self-identification, Leavitt, in his latest work of fiction, fights against such a designation. The Indian Clerk explores the potential limitations of sexual identity, which originated in the medical and scientific discourses of the late-nineteenth and early-twentieth centuries. The serials crisis in scientific publishing can be traced to the long duration of copyright protection and the assignment of copyright by researchers to publishers. Over-protection of scientific literature has enabled commercial publishers to increase subscription rates to a point at which access to scientific information has been curtailed with negative social welfare consequences. The uniformity costs imposed by such over-protection can be addressed by tailoring intellectual property rights, either through legal change or private ordering.

Current open access channels of distribution offer alternative approaches to scientific publishing, but neither the Green OA self-archiving nor the Gold OA author-pays models …

African states have, since the colonial encounter, been part of the international regimes on intellectual property rights. Formal accession to various treaties and conventions on intellectual property rights instruments should not be mistaken for actual internalization of the policies, structures and norms required for reaping the promised benefits of participation in such regimes. There is ample evidence showing that most African states do not have the requisite structures for fruitful engagement with international intellectual property rights regimes.
