With the rise in video game play, many experts have become concerned about negative consequences from game play, such as aggression, decreased academic performance, and even addiction. It has been very difficult to establish criteria for video game addiction or even to distinguish addicted gamers from recreational gamers. This relates to considerable conceptual overlap between the concepts of addiction and that of engagement or flow. Using multiple online questionnaires, this thesis examines the relationships between video game play habits over the life span, acute psychopathology, personality factors, and positive outcomes. Using gaming technologies to embed this approach in a three-dimensional (3D) simulation environment provides users with a dynamic, responsive, visually engaging, and cost effective learning experience. Red teaming (RT) is a process that assists an organization in finding vulnerabilities in a system whereby the organization itself takes on the role of an “attacker” to test the system. It is used in various domains including military operations. Drugs, crime and public housing are closely linked in policy and politics, and their nexus has animated several intensive drug enforcement programs targeted at public housing residents. In New York City, police systematically conduct “vertical patrols” in public housing buildings, making tens of thousands of Terry stops each year. During these patrols, both uniformed and undercover officers systematically move through the buildings, temporarily detaining and questioning residents and visitors, often at a low threshold of suspicion, and usually alleging trespass to justify the stop. A Functional Approach To Targeting And Detention, Monica Hakimi

The international law governing when states may target to kill or preventively detain nonstate actors is in disarray. This Article puts much of the blame on the method that international law uses to answer that question. The method establishes different standards in four regulatory domains: (1) law enforcement, (2) emergency, (3) armed conflict for civilians, and (4) armed conflict for combatants. Because the legal standards vary, so too may substantive outcomes; decisionmakers must select the correct domain before determining whether targeting or detention is lawful. This Article provides an historically-rooted analysis of a recent spate of civil RICO complaints arising from labor union organizing campaigns. The Article historicizes contemporary civil RICO suits against labor unions by analogizing to nineteenth century conspiracy prosecutions of unions. In tracing this history of organized labor’s social standing, the Article addresses the cultural framing of the union and its place in political and cultural discourse over the past century. The civil RICO complaints have received limited scholarly attention mainly focusing on issues of federal preemption; this Article argues for a broad reading of the cases as a way to understand …

The combination of inevitable and incremental development raises not only complex strategic and operational questions but also profound legal and ethical ones. This short essay looks at several social forces that powerfully affect human behavior, often trumping individual “character,” personality, knowledge, and even deeply held moral beliefs. Specifically, this essay looks briefly at issues of obedience, conformity, and group polarization, discussing the ways in which they can affect and distort individual behavior. Ultimately, this essay suggests, understanding these dynamics can have important implications for how we think about counterinsurgency and stability operations.

This thesis explores patterns of environmental inequality in Portland, Oregon; both the existence of spatial environmental inequalities and the structural and local forces which contribute to them. Research on environmental inequality, or inequitable exposure to toxins, has shown that minority and low-income populations experience the bulk of the exposure to environmental hazards. Although Portland is often cited as the archetype of a sustainable city, environmental inequality is a pervasive issue. This thesis examines the health inequalities that characterize underserved communities in Portland. In the Powder River Basin of Wyoming, our nation's interest in protecting its cultural heritage collides with the high demand for carbon fuels. "Clinker" deposits dot the basin. These distinctive buttes, created by the underground combustion of coal, are underlain by coal veins; they also provided the main lithic resources for prehistoric hunter-gatherers. These deposits signify both a likelihood of extractable carbon and high archaeological site density. Federal law requires that energy developers must identify culturally significant sites before mining can begin. The problem of distributed estimation of a parametric physical field is stated as a maximum likelihood (ML) estimation problem. Spatially sparse sensor observations are distorted by additive white Gaussian noise. These observations are then communicated over parallel additive white Gaussian channels to the fusion center (FC) for a joint estimation. This work studies cases of both analog and digital channels. In the case of the analog channel, each sensor transmits its observation without any prior processing. A Newton’s method is used to iteratively solve for ML estimates of unknown parameters of the field. In the case of the digital channel, …
