Research on heavy metal music has traditionally been framed by deviant characterizations, effects on audiences, and the validity of criticism. More recently, studies have neglected content analysis due to perceived homogeneity in themes, despite evidence that the modern genre is distinct from its past. As lyrical patterns are strong markers of genre, this study attempts to characterize heavy metal in the 21st century by analyzing lyrics for specific themes and perspectives. Citing evidence that the “Millennial” generation confers significant developments to popular culture, the contemporary genre is termed “Millennial heavy metal” throughout, and the study is framed accordingly. This article explores the attainments of China and India on measures of basic human development as ingredients of a long-term economic development strategy. It proposes that major differences in ideology and state capacity explain in part why India has fallen behind China. The analysis suggests that these relatively hidden political factors play an important role in transforming and advancing human development not only within India and China but also in other developing and emerging economies. Military and humanitarian lawyers approach the laws of war—labeled “law of armed conflict” by the former and “international humanitarian law” by the latter—in very different ways. For military lawyers, the starting point is military necessity, and the reigning assumption is that legal regulation of war must accommodate military necessity. For humanitarian lawyers, the starting point is human dignity and human rights. The 1993 Chemical Weapons Convention (CWC) is one of the most important multilateral arms control instruments; it requires its 188 parties to refrain from producing, acquiring, retaining or using chemical weapons (CW) and to destroy their existing CW stockpiles by a fixed date. The United States and Russia declared the possession of the world’s largest CW inventories and have been working assiduously to incinerate, chemically neutralize or otherwise dispose of their respective caches. Unfortunately, neither country met the treaty’s April 29, 2012 final, non-extendable deadline. The United States managed to destroy 90% of its CW stocks on time, but under …

This article examines a large num ber of dubious claims made in those interviews, providing clari f ications, responses, and references to numerous sources dealing with those issues. Where does one find the German Enlightenment? General surveys and otherwise highly serviceable scholarly readers on the Enlightenment tend to neglect it. A recent book on the German Enlightenment by T. J. Reed observes that for many outside Germany, including scholars, the connection Aufklarung und deutsch (Enlightenment and German) is almost paradoxical. Why should this be so? One explanation is that the German Enlightenment is overshadowed by the French Enlightenment. This article illustrates the nature and function of strategy in military affairs. The main argument of the article is that strategy is a bridge connecting military power with political purpose. Strategy and military power are not alike, nor is strategy the actual application of power. Similarly, strategy is not policy. This Article provides an historically-rooted analysis of a recent spate of civil RICO complaints arising from labor union organizing campaigns. The Article historicizes contemporary civil RICO suits against labor unions by analogizing to nineteenth century conspiracy prosecutions of unions. In tracing this history of organized labor’s social standing, the Article addresses the cultural framing of the union and its place in political and cultural discourse over the past century. The civil RICO complaints have received limited scholarly attention mainly focusing on issues of federal preemption; this Article argues for a broad reading of the cases as a way to understand …

It presents a critique of the idea that the state has a justified claim to regulate themovement of people because they reflect the collective endeavours of the members of the state to pursue a shared project of self-rule or self-determination. Arsenic is a highly toxic, easily transportable and widespread contaminant in groundwater throughout the world. Arsenic causes acute toxicity by disrupting biological functions. In groundwater arsenic concentrations can reach up to a few milligrams per liter. Current regulations on arsenic content in drinking water are becoming more stringent and require the standard to be reduced to a few parts per billion. Arsenic exists as oxyanions in aqueous solution in either trivalent or pentavalent oxidation states depending on the oxidation-reduction potential and pH of the medium. National security law scholarship tends to focus on the balancing of security and liberty, and the overwhelming bulk of that scholarship is about such balancing on the horizontal axis among branches at the federal level. This Article challenges that standard focus by supplementing it with an account of the vertical axis and the emergent, post-9/11 role of state and local government in American national security law and policy. It argues for a federalism frame that emphasizes vertical intergovernmental arrangements for promoting and mediating a dense array of policy values over the long term. Legal debate about genocide revolves around the definition set forth in the 1948 Genocide Convention, but often critically and with prescriptions for amendment. Many other definitions compete in public discourse. Often lost in all the discussion about what genocide does or should mean is the original intent of Raphael Lemkin, the man who coined the word and convinced the United Nations to denounce and outlaw the “odious scourge” of genocide. "Part one of this dissertation deals with the development and validation of a test method for determination of total corrosive sulfur in mineral insulating oils other technical oils. The method involved reaction of corrosive sulfur compounds in oils with finely divided copper at temperatures ≥ 110 °C. The reaction yielded cuprous sulfide (Cu₂S), Cu₂S was then oxidized to cupric sulfate (CuSO₄), which was determined as sulfate with ion chromatography. The method offers a quantitative assessment of corrosive sulfur compounds in oils and eliminates ambiguities associated with the international standard methods for corrosive sulfur in mineral insulating oils and other technical …

"The noncatalytic reformation of glycerin in supercritical water was studied in a Haynes 282 tubular reactor. In order to determine which parameters were the most influential, a 2³ experimental matrix was conducted, with temperatures of 500 and 700⁰C, water/glycerin molar ratios of 3:1 and 13:1, and residence times of 30 and 90 seconds, all at a pressure of 24 MPa. It was found that temperature had the largest effect on the two gasification parameters deemed most important, gasification percentage and hydrogen yield. Based on this, the effect of temperature was further investigated by looking at 5⁰C intervals from 500 to …

The Second World War forced American politicians to reevaluate the nation's security preparedness. This resulted in the National Security Act of 1947, which, among many things, created the National Security Council and an ad hoc system for American strategy-making. The Cold War revealed many of the deficiencies in this strategy-making system. The Goldwater-Nichols Department of Defense Reorganization Act of 1986 sought to reform the nation's defense establishment to meet the evolving needs of the Cold War; part of this included revision of strategic development. Section 603 of Goldwater-Nichols required the president to annually submit to Congress a national security strategy …

The international law governing when states may target to kill or preventively detain nonstate actors is in disarray. This Article puts much of the blame on the method that international law uses to answer that question. The method establishes different standards in four regulatory domains: (1) law enforcement, (2) emergency, (3) armed conflict for civilians, and (4) armed conflict for combatants. Because the legal standards vary, so too may substantive outcomes; decisionmakers must select the correct domain before determining whether targeting or detention is lawful.
