This thesis utilized known information about a dynamic graph in which resource needy nodes act as relays for control information to a supplier node in order to characterize system performance and analyze the effects of change on the system. The connectivity, or information sharing, was based on distance and since every node moved around a defined space, the connectivity of the graph changed constantly. Several different controllers and scenarios are investigated in order to extract the uniqueness in each performance curve which created a better understanding of this near nondeterministic system. Signifying The Place Of Unforgettable Memory: Atrocity And Trauma In A Post-Conflict Landscape, Ralph J. Hartley

After active inter-group lethal violence subsides places at which atrocities occurred are often assigned significance, reflecting an altered social topography influenced by ideology that may foster the hardening of socio-ethnic boundary distinctions. While using a comparativist approach, this paper explores the relationships between socio-cultural trauma, places of atrocity, and socio-political polarization. Two sites in the former Yugoslavia and in Rwanda, where highly publicized massacres occurred, illustrate the power of place significance in social environments vulnerable to flare-ups of violent conflict.

The United States government has spent more than $125 billion since 2001 to prepare the nation for bioterrorism. This dissertation examines the emergence of bioterrorism as a credible threat in the contemporary moment, considering how the preparedness practices of the security state constitute new biopolitical formations. To explore how changing ways of knowing disease and risk are reshaping communities, this multi-sited study investigates the material outcomes of biosecurity in people's lives. The purpose of this Literature review article is to examine the social, cultural, individual and institutional racist factors that pose challenges to many African American college athletes, both men and women, to develop skills outside sports that are necessary to succeed in college and life. The passion for athletics by Black youth has to be positioned within the wider racist environment that one is exposed to while growing up. Explaining Political Violence Against Civilians In Northern Ireland: A Contention-Oriented Approach, Gregory M. Maney, Michael A. Mccarthy, Grace B. Yukich

In contrast to prevalent theories of terrorism, this study develops a contention-oriented approach where levels and forms of political violence against civilians depend upon: (1) the strategies of combatants; (2) the means of contention; (3) the locations of allies and opponents; (4) the collective identities of combatants; and (5) the dynamics of contention, including whether or not representatives of paramilitary organizations are included in formal peace processes. Quantitative analyses of a multi-source database of civilian deaths taking place in Northern Ireland between 1966 and 2006 offer preliminary support for this approach. Strategic theory should educate to enable effective strategic practice, but much of contemporary theory promotes confusion, not clarity, of suitable understanding. A little strategic theory goes a long way, at least it does if it is austere and focused on essentials. Unfortunately, contemporary strategic conceptualization in the U.S. defense community is prolix, over-elaborate, and it confuses rather than clarifies. This phenomenological study examines the relationship between education and Native American participation in the military from 2001-2009. The study is based on both phenomenological and Indigenous methodology. The theoretical framework is structured by primarily by Tribal Critical Race Theory and Decolonization. Eighteen participants were interviewed, one participant engaged in a presentation on the topic, and three participants contributed surveys alone. There were twenty-two participants overall and ten were identified as primary participants who experienced the phenomenon of entering or re-enlisting in the military since September 11, 2009. The majority of the participants represented Native tribes of the southwest. The major …

This paper presents some thoughts about research in science and technology gleaned from Dr. Lyons’ more than 50 years working in scientific and engineering research – first in chemical industry, then at two different government laboratories, and later some years in S&T policy. It elaborates on a paper by Richard Chait in which he interviews three former S&T executives in the DoD on how to manage a research laboratory. Its objective is to provide some insights on what it is like to work in a scientific research establishment.

The world first saw the power of space to transform warfare in the 1991 Gulf War. In the years since, the U.S. military has come to depend heavily on space throughout its peacetime and combat operations. Satellites acquired by the Department of Defense (DOD) principally provide protected communications; data for position and timing, terrestrial and space weather, missile launch warning and tracking, and space situational awareness; and experiments and other research and development activities. Satellites for reconnaissance and surveillance are the domain of the National Reconnaissance Office (NRO), under the Director of National Intelligence (DNI).

Wars kill, destroy, cause havoc and leave lasting impacts on the societies affected. Infants and children are particularly susceptible to these shocks. This thesis looked at whether there is a differential impact across different types of war (civil and international) on child mortality rates among children in different age groups (neonatal, post neonatal, infant, ages 1-5, and under-5). An unbalanced dynamic panel dataset, from 155 countries covering a period of 30 years (1970-1999) was used in this analysis. The empirical results showed that international war contributed more to the rise of neonatal mortality than did civil war. Conversely, civil war …

With nearly half of the global refugee population under the age of 18, the importance of education in protracted refugee situations is universally recognized. This thesis will examine the impact of education in protracted refugee situations, by looking education in terms of economic opportunity and its role in the search for durable solutions. For this purpose, thirty four Somali refugees living in Kharaz refugee camp in southern Yemen were interviewed on the topics of education and employment. Organizations increasingly rely on the confidentiality, integrity and availability of their information and communications technologies to conduct effective business operations while maintaining their competitive edge. Exploitation of these networks via the introduction of undetected malware ultimately degrades their competitive edge, while taking advantage of limited network visibility and the high cost of analyzing massive numbers of programs. This article introduces the novel Malware Target Recognition (MaTR) system which combines the decision tree machine learning algorithm with static heuristic features for malware detection. The purpose of this project is to research, illuminate, and communicate the model of discipleship developed by Dr. William L. Bennett of Mentoring Men for the Master, International (MMM). This project will examine the biblical nature of mentoring, and the history, philosophy, development, organization, functionality, and effectiveness of this unique model through the use of primary sources: interviews with Bennett, his writings, interviews with mentees, an online survey, and personal analysis. Supportive discipleship resources undergird the research. Special attention will be given to Bennett's call, influence, and involvement in the establishment and operation of MMM as its Founder and President.

The killing of Osama bin Laden in Pakistan in May 2011 and Anwar al-Aulaqi in Yemen in September 2011 both raise the question of when the killing of an identified individual posing a threat to a nation-state is lawful. Although it has not yet been forced to publicly defend either killing in any great detail, the Obama Administration has insisted on the legality of both operations by deploying an amalgam of legal and rhetorical arguments that explicitly or implicitly invoke multiple bodies of law. Polymer nanofibers exhibit properties that make them a favorable material for the development of tissue engineering scaffolds, filtration devices, sensors, and high strength lightweight materials. Perfectly aligned PLLA Nanofibers were fabricated by an electrospinning technique under optimum conditions and the diameter of the electrospun fibers can easily be tailored by adjusting the concentration of the polymer solution. To align the nanofibers, special arrangement was made in terms of two aluminum plates. Good alignment of polymer nanofibers on specimen was confirmed by SEM observation.
