Public diplomacy, an open form of international politics, is essential for building state relations and improving the American image in current times, particularly in light of the recent leakage of some 250,000 classified State Department cables. The ways embassy officials conduct diplomacy must be more candid if they are to gain trust from local populations. Contemporary technology and new media have drastically modified the ways states conduct foreign policy, and embassies must cater to this environment by reaching out to mass publics using novel approaches. This is a teaching supplement on the interface of international humanitarian law (IHL) and international criminal law (ICL). It is designed for use primarily in a course on ICL, but could also be assigned in an IHL course as well. It is part of a series being generated by the Emory International Humanitarian Law Clinic and the International Committee of the Red Cross to enable the teaching of the law of armed conflict in other substantive courses. Additional supplements are being produced for use in courses on constitutional law, national security law, etc.

Waterhemp is a very well adapted summer annual weed to the U.S. Corn Belt region. Auxinic herbicides such as 2,4-D constitute effective and widely used herbicides to control waterhemp and other broadleaf species in cereal crops and turf grasses. Recently, Bernards et al. (2012) have reported a Nebraska waterhemp biotype has evolved resistant to 2,4-D. This finding represents the sixth mode-of action herbicide group to which waterhemp has evolved resistance to. Several attributes may have contributed to make waterhemp a very successful weed and prone to evolve to herbicide resistant: a high genetic variability, aggressive growth habits and high fecundity. …

Measures are being taken toward land restoration and explosive remnants of war clearance to aid in worldwide food security. Global demining and ordnance removal efforts are contribiting to health improvements and land availability for sustainable crop growth. This article discusses the problem of food security in the twenty-first century and briefly reviews three sets of concerns that are converging to amplify, disrupt and transform efforts to ensure that all people have the food they need to lead active and healthy lives.

Delegitimizing Al-Qaeda: A Jihad-Realist Approach, Paul Kamolnick

Disrupting, dismantling, and ultimately defeating al-Qaeda based and inspired terrorism is a declared policy of the U.S. Government. Three key strategic objectives have been identified for accomplishing this: attacking al-Qaeda’s terror network, undermining radicalization and recruitment, and hardening homeland defense. The present monograph proposes a distinct "jihad-realist" approach for undermining radicalization and recruitment to al-Qaeda. First, a brief discussion of six means for ending terrorist organizations is provided. Second, the premises of a jihad-realist approach are described. Third, a jihad-realist shari’a case against al-Qaeda’s terrorism is presented. In conclusion, key assertions are summarized, and several specific policy recommendations offered for …

Behavioral And Histological Effects Of Traumatic Brain Injury On Alzheimer's Disease Transgenic Mice, Sara Leilani Kellogg

The main objective of this study was to elucidate the possible mechanistic link between traumatic brain injury (TBI) and Alzheimer's disease (AD) using an animal model. We examined behavioral and histological effects of TBI in pre-symptomatic AD-transgenic mice (C57B6/SJL/SwissWebster/B6D2F1). In previous studies, these mice displayed AD-like behavioral deficits by 15-17 months of age and AD-like neuropathology as early as six months of age. To clarify the effects of TBI on these mice, the present study began when they were about three months of age and the study ended when they were about five months of age.
