Though China had been plagued by famines since ancient times, it was not until the Great Chinese Famine in the late 1950s and early 1960s that the state became proactive against future famines. In 1979, under the conviction that overpopulation was threatening China’s existence, Deng Xiaoping implemented the “one-child policy,” a coercive population control (CPC) measure intended to reduce the country’s fertility rate. The research on East Asian multilateralism argues favorably or unfavorably over the effectiveness and durability of regional cooperation towards strengthening state-to-state relations. Those who locate cooperation (e.g. economic or security) and shared norms among Asian neighbors typically apply a liberal institutionalist or a social constructivist approach. Those who doubt the depth and authenticity of corporate spirit and goodwill towards regionalization speak in terms of traditional power politics and strategic balancing. This paper critically examines Asian regionalism using the language of social constructivism and not political realism. The paper re-examines the Moro secessionist movement in the Philippines from the perspective of ethno-politics. Using a hybrid framework, which combines Paul Brass’ and Abner Cohen’s instrumentalist approach to ethnicity on the one hand and Michael Hechter’s and Michael Banton’s rational choice theory on the other hand, the paper argues that the complexity of the current separatist war is not simply due to the weakness of the state but also due to the weakness of the Bangsamoro identity and notion of nationhood. The goal of this dissertation research is to develop online nonintrusive condition monitoring and fault detection methods for wind turbine generators (WTGs). The proposed methods use only the current measurements that have already been used by the control and protection systems of WTGs; no additional sensors or data acquisition devices are needed. Current-based condition monitoring and fault detection techniques have great economic benefits and the potential to be adopted by the wind energy industry. Colonial Figures: Memories Of Street Traders In The Colonial And Early Post-Colonial Periods, Sheri Lynn Gibbings, Fridus Steijlen

This article explores post-colonial memories about street traders among individuals who lived in the former colony of the Dutch East Indies. It argues that these narratives romanticize the relationship between Europeans and indigenous peoples. Street vendors are also used to differentiate between periods within colonial and post-colonial history. The nostalgic representation of interracial contact between Europeans and traders is contrasted with representations of other figures such as the Japanese and the nationalist. A recurring feature of these representations is the ability of Europeans to speak with street traders and imagine what they wanted and needed. The traders are remembered as …

The purpose of the study was to develop a means for identifying significant subject and function changes in serials with title changes and then to recommend ways to recognize new serial works in cataloging. A sample of serials with title changes was used to classify the underlying subject and function changes found into thirty-five subcategories, which were then each assigned a level (high, medium, or low) according to the evidence provided for a new work. The FRBR (Functional Requirements for Bibliographic Records) concept of a work and other FRBR guidelines were used in assigning the levels. It was determined that …

Circularized Synthetic Oligodeoxynucleotides Serve As Promoterless Rna Polymerase Iii Templates For Small Rna Generation In Human Cells, Christine I. Seidl, Lodoe Lama, Kevin Ryan

Synthetic RNA formulations and viral vectors are the two main approaches for delivering small therapeutic RNA to human cells. Here we report findings supporting an alternative strategy in which an endogenous human RNA polymerase (RNAP) is harnessed to make RNA hairpin-containing small RNA from synthetic single-stranded DNA oligonucleotides. We report that circularizing a DNA template strand encoding a pre-microRNA hairpin mimic can trigger its circumtranscription by human RNAP III in vitro and in human cells. Sequence and secondary structure preferences that appear to promote productive transcription are described. The circular topology of the template is required for productive transcription, at …

Several factors have been attributed to poor performance of students in the national form four examinations in the past five years. These factors include lack of teachers’ qualifications and poor commitment to teach; lack of teaching and learning facilities such as books, laboratory equipment and libraries; and poor teachers’ working conditions. This paper is based on a study that aimed to find out how heads of departments in Tanzanian secondary schools deal with their tasks in enhancing the quality of education, and the support accorded to them by the school administrative system in the performance of their duties. Political correctness evidences naturally evolving socio-political and economic dynamics that are constantly in force. This paper shows that political correctness, viewed from the perspective of the seemingly socio-cultural readjustments, needs to be understood from the underlying socio-cultural and political forces that are strongly embedded in the social structures. This paper describes vowel harmony in Kuria, an Eastern Bantu Language spoken in Tanzania and Kenya. It is indicated that Kuria has seven vowels which are contrastive in length, and which are not freely distributed. Two types of vowel harmony are explained, namely ‘the stem controlled vowel harmony’ and ‘the dominant vowel harmony’, each of which could be progressive or regressive. The paper also shows the distribution of Kuria vowels in nominal prefixes and pre-prefixes. Essentially long vowels can occur in any position but not in initial and final positions. Chromatin dynamics play a central role in maintaining genome integrity, but how this is achieved remains largely unknown. Here, we report that microrchidia CW-type zinc finger 2 (MORC2), an uncharacterized protein with a derived PHD finger domain and a conserved GHKL-type ATPase module, is a physiological substrate of p21-activated kinase 1 (PAK1), an important integrator of extracellular signals and nuclear processes. Following DNA damage, MORC2 is phosphorylated on serine 739 in a PAK1-dependent manner, and phosphorylated MORC2 regulates its DNA-dependent ATPase activity to facilitate chromatin remodeling. Moreover, MORC2 associates with chromatin and promotes gamma-H2AX induction in a PAK1 phosphorylation-dependent manner. …
