The riverboat casino is the most rapidly expanding segment of the gaming industry. Six states have already legalized riverboat/dockside gaming, and it is currently under review in at least 13 other states. The explosion of this gaming market is fueled by a combination of demand and supply side forces. Gaming, as a form of entertainment, is growing in popularity and acceptance. States experiencing hard economic times view riverboat gaming as a means to generate both non-tax receipts and tourism. Gaming companies seek to profit from this emerging market that has an apparently high demand and, initially, little competition. Competition, however, …

At the end of the 19th century, numerous St. Petersburg residents established their summer homes in the Karelian Isthmus, a picturesque region in the Grand Duchy of Finland, an autonomous province of the Russian Empire. The ease of travel between the Russian imperial capital and the Finnish seaside towns contributed to this practice. After 1917, a new border regime delineated the nascent Finnish state from the equally new Russian/ Soviet state. This change displaced the majority of Russian proprietors, as well as those imperial subjects who rented vacation properties from local Finns. In this study, we have investigated the global impact of heterogeneous nuclear Ribonuclear Protein (hnRNP) H/F-mediated regulation of splicing events and gene expression in oligodendrocytes. We have performed a genome-wide transcriptomic analysis at the gene and exon levels in Oli-neu cells treated with siRNA that targets hnRNPH/F compared to untreated cells using Affymetrix Exon Array. Gene expression levels and regulated exons were identified with the GenoSplice EASANA algorithm. Bioinformatics analyses were performed to determine the structural properties of G tracts that correlate with the function of hnRNPH/F as enhancers vs. repressors of exon inclusion. Developing A Decision Support System For Emergency Management Services In The Fairbanks North Star Borough, Alaska, Katherine E. Schaefer

Every year the Fairbanks North Star Borough (FNSB), in interior Alaska, responds to common emergencies, as well as disasters of varying types. This research first tested several geographic information systems (GIS) based network analysis models to demonstrate how these models could serve as 'decision support' tools for emergency planning and response. Six network analysis models based on FNSB data were evaluated to determine the response times of local fire stations. Each model was tested against real call times and simulated summertime fire emergency response call times to verify model accuracy. The simulated times matched the modeled predictions with remarkably high …

Extensive research has been conducted on students pursuing degrees off-campus; however, limited studies have been directed to explain the growing practice of students enrolling in courses and degrees at off-campus degree centers. The purpose of this dissertation was to explore the organizational issues related to governance and management of off-campus centers throughout the United States. B-1 cells constitute a unique subset of B cells identified in several species including mice and humans. B-1 cells are further subdivided into B-1a and B-1b subsets as the former but not the later express CD5.The B-1a subset contributes to innate type of immune responses while the B-1b B cell subset contributes to adaptive responses. B-1 cell responses to B cell receptor (BCR) as well as Toll-like receptor (TLR) ligation are tightly regulated due to the cross-reactivity of antigen specific receptors on B-1 cells to self-antigens. Every year approximately 50,000 people immigrate to the United States through the avenue referred to as the Diversity Visa (DV) Lottery. In this article, the authors present a literature review of immigration to the U.S. through the DV Lottery, reflect on their own immigration histories, and utilize phenomenology to investigate and describe participant feelings, expectations, and experiences as DV Lottery immigrants. Participants experienced mixed feelings, including high expectations prior to and difficulties after immigrating to the U.S. Findings presented include (a) life experienced in the U.S.; (b) access to learning and training opportunities; and (c) recommended support future DV Lottery …

The aims of this dissertation are to 1) review the genetic, neurodevelopmental, structural, and functional brain imaging studies that are the foundations of our understanding of dyslexia and 2) investigate the pattern of activation and functional connectivity of neuronal networks critical in working memory in dyslexics by means of magnetoenchephalographic (MEG) coherence imaging. Dyslexics showed an early onset of activation in the precentral gyrus and the superior frontal gyrus, which differed from controls where activation was initiated in posterior cortical regions (supramarginal gyrus and superior temporal gyrus). Vascular endothelial growth factor (VEGF) and Ang1 (Angiopoietin-1) have opposing effects on vascular permeability, but the molecular basis of these effects is not fully known. We report in this paper that VEGF and Ang1 regulate endothelial cell (EC) junctions by determining the localization of the RhoA-specific guanine nucleotide exchange factor Syx. Syx was recruited to junctions by members of the Crumbs polarity complex and promoted junction integrity by activating Diaphanous. VEGF caused translocation of Syx from cell junctions, promoting junction disassembly, whereas Ang1 maintained Syx at the junctions, inducing junction stabilization. This monograph is an exposition of several practice-ready methodologies for automatic vehicle identification (AVI) data collection systems. This includes considerations in the physical setup of the collection system as well as the interpretation of the data. An extended discussion is provided, with examples, demonstrating data techniques for converting the raw data into more concise metrics and views. Examples of statistical before-after tests are also provided. A series of case studies were presented that focus on various real-world applications, including the impact of winter weather on freeway operations, the economic benefit of traffic signal retiming, and the estimation of origin-destination matrices …
