A Program Evaluation Of A Mobile Clinic In New Haven, Connecticut, Britton Ashley Gibson Jan 2012

A Program Evaluation Of A Mobile Clinic In New Haven, Connecticut, Britton Ashley Gibson

Public Health Theses

Background: Barriers to health care typically exist amongst poor and marginalized communities that are burdened by a number of factors, such as unemployment, lack of insurance, and homeless. These groups also hold a disproportionate disease burden due to increased risk of exposure. Thus, they are likely to go without care for treatable conditions because they are unable to access traditional health care settings. One way of overcoming these barriers to care is through the use of mobile clinics. These clinics are able to offer a variety of services within disadvantaged communities to both prevent the spread of disease and alleviate …

Defining Sex Trafficking In International And Domestic Law: Mind The Gaps, Michelle Madden Dempsey, Carolyn Hoyle, Mary Bosworth Jan 2012

Defining Sex Trafficking In International And Domestic Law: Mind The Gaps, Michelle Madden Dempsey, Carolyn Hoyle, Mary Bosworth

Emory International Law Review

Whether as a result of conceptual disagreement regarding what counts as sex trafficking, political disagreement regarding what should be done about it, or simply a lack of political will, there was no internationally recognized definition of sex trafficking until 2000. This is not to say, however, that the international community took no interest in sex trafficking before this time. Indeed, even before 2000, numerous instruments of international law called for the abolition of sex trafficking. The problem was, none of them offered a definition of what was to be abolished. Thus, notwithstanding widespread agreement that something should be done about …

Connick V. Thompson: Sacrificing Deterrence And Reparations In The Name Of Avoiding Respondeat Superior Liability, Allison Chan Jan 2012

Connick V. Thompson: Sacrificing Deterrence And Reparations In The Name Of Avoiding Respondeat Superior Liability, Allison Chan

Loyola of Los Angeles Law Review

Death is the ultimate punishment because of its finality; once it is carried out, it can never be revoked. John Thompson came close to this ultimate punishment because a prosecutor failed to turn over exculpatory evidence under the principles that the U.S. Supreme Court enunciated in Brady v. Maryland. In Connick v. Thompson, the Court overturned Thompson’s $14 million award for spending eighteen years in prison (fourteen of those on death row) because previous Brady violations by the Orleans District Attorney’s Office were not enough to put the district attorney on notice regarding the need for further training …

Native American Secondary Female Students' Perspectives On School Success, Frances Ann Rodenburg Jan 2012

Native American Secondary Female Students' Perspectives On School Success, Frances Ann Rodenburg

Theses and Dissertations

The purpose of this qualitative study was twofold: (a) to gain an understanding of how students perceive their own academic successes, learning experiences, and factors that contribute to their success; and (b) to document oral stories students shared about their experiences through transcribed interviews. The information gathered was intended to support educators in understanding factors contributing to school success for Native American students. Students interviewed were eight female, Native American students in Grades 8 through 10, living in poverty, and scoring at proficient or advanced levels on their 2009-2010 state assessment in both reading and math.

Students attended various schools …

An Evidence Based Evaluation Of The Effectiveness Of Continuous In-Service Police Pursuit Training In Minnesota, David Seyfried Jan 2012

An Evidence Based Evaluation Of The Effectiveness Of Continuous In-Service Police Pursuit Training In Minnesota, David Seyfried

Theses and Dissertations

Minnesota passed a law in 1999 requiring continuous in-service training in police pursuits for all licensed peace officers in the state. The purpose of this study is to conduct an evidence based program evaluation of the effectiveness of this law. This study examines the literature and presents the findings of previous research on police pursuits, including a discussion of the implementation of police pursuit policies and the usual approach taken by most police agencies to address police pursuits. The history of events that led Minnesota to take a unique approach to the problem by adopting this specific law is described. …

An Examination Of The Comorbidity Between Externalizing Disorders And Reading Disabilities In School-Age Boys, Victoria Loughman Fortuna Jan 2012

An Examination Of The Comorbidity Between Externalizing Disorders And Reading Disabilities In School-Age Boys, Victoria Loughman Fortuna

PCOM Psychology Dissertations

Our current education system uses a global method that does very little to address the concurrent cognitive, academic and social-emotional needs of the special education student. By using a single analysis, we fail to address specific deficits, including comorbidity of cognitive, academic, and socio-emotional deficits. Generalized assessments do little to address the source of the student’s problems. If these comorbid learning and social-emotional problems are addressed early on, this might reduce the incidence of antisocial and/or delinquent behaviors and lead to greater academic success. In an attempt to further investigate the relationships between academic, (i.e., reading) and emotional/behavioral systems, the …

The Nonprofit Sector's Involvement In Prisoner Reentry : A Mixed Methods Analysis, Michael Jay Woods Jan 2012

The Nonprofit Sector's Involvement In Prisoner Reentry : A Mixed Methods Analysis, Michael Jay Woods

Public Affairs Theses - Archive

The 1990's were plagued with crime and high recidivism rates, and the State of Texas responded by embarking upon the largest expansion of a criminal justice system in its history. Having served their sentences, record numbers of offenders who were sent to prison in the 1990's are now flooding the streets. At the time of their release, some of these offenders will have unmet needs, such as a lack of food, housing, and clothing. Others may need help enrolling in school or finding a job. Whatever their needs, a host of nonprofit organizations stand ready to assist ex-offenders in their …

Seven Faces Of Sin: A Study Guide To Biblical Models For How Evil Originates And How It Can Be Overcome, Scott Gambrill Sinclair Jan 2012

Seven Faces Of Sin: A Study Guide To Biblical Models For How Evil Originates And How It Can Be Overcome, Scott Gambrill Sinclair

Collected Faculty Scholarship

This book began as a series of classes that I gave to the monks at New Camaldoli Hermitage, Big Sur, California. The monks encouraged me to publish the material. Later when I was teaching a course on the New Testament at the School for Deacons in Berkeley, I remarked that every preacher should preach on "sin" at least twice a year. My students seemed surprised and intrigued and asked me to explain. I attempted to do so briefly, but the explanation was not adequate. Later another member of the faculty heard that I thought that deacons should at least occasionally …

Sacrificing Liberty For Security: North Carolina's Unconstitutional Search And Seizure Of Arrestee Dna, Michael J. Crook Jan 2012

Sacrificing Liberty For Security: North Carolina's Unconstitutional Search And Seizure Of Arrestee Dna, Michael J. Crook

Campbell Law Review

This Comment examines the constitutionality of North Carolina’s DNA Database Act of 2010. The Act is a newly passed expansion of the existing state DNA database, and this Comment argues that North Carolina’s expansion authorizes a constitutionally impermissible, mandatory, suspicionless, and warrantless search and seizure of DNA and the information contained therein. With warrantless searches, the default rule is that they are “per se unreasonable under the Fourth Amendment— subject only to a few specifically established and well-delineated exceptions.” The Act should not survive Fourth Amendment scrutiny because it does not qualify as a well-delineated exception to the warrant requirement: …

Public Safety Networks – Examining Mimetic, Complexity, And Legacy Effects On Interorganizational Collaborations, Martin A. Dias Jan 2012

Public Safety Networks – Examining Mimetic, Complexity, And Legacy Effects On Interorganizational Collaborations, Martin A. Dias

2012

The purpose of this dissertation is to examine information systems-enabled interorganizational collaborations called public safety networks – their proliferation, information systems architecture, and technology evolution. These networks face immense pressures from member organizations, external stakeholders, and environmental contingencies. This dissertation investigates the role of three effects on these networks - the effect of peers in network proliferation, the effect of environmental and organizational complexity on their information systems, and the effect of legacy systems on capability scale and scope. Better understanding the conditions associated with network proliferation will assist decision-makers in assessing appropriate partnering opportunities. Better understanding the nature of …

Off-Duty & Under Arrest: A Study Of Crimes Perpetuated By Off-Duty Police, Philip M. Stinson, John Liederbach, Tina L. Freiburger Jan 2012

Off-Duty & Under Arrest: A Study Of Crimes Perpetuated By Off-Duty Police, Philip M. Stinson, John Liederbach, Tina L. Freiburger

Criminal Justice Faculty Publications

The findings of independent commissions and research derived from a data-set of career-ending misconduct among New York Police Department (NYPD) officers suggests that police engage in a wide variety of crimes while they are off-duty including domestic violence, bar fights, drunk driving, burglary, and sex offenses (The Mollen Commission, 1994; Fyfe & Kane, 2006; Kane & White, 2009). The off-duty misbehavior of police is an important concern for police agencies exposed to potential liability costs, and scholars engaged in debates about whether studies on police deviance should include acts committed while an officer is technically off-duty. The problem for scholars …

Calm Before The Storm: The Challenges Of Cloud Computing In Digital Forensics, George Grispos, Tim Storer, William Bradley Glisson Jan 2012

Calm Before The Storm: The Challenges Of Cloud Computing In Digital Forensics, George Grispos, Tim Storer, William Bradley Glisson

Interdisciplinary Informatics Faculty Publications

Cloud computing is a rapidly evolving information technology (IT) phenomenon. Rather than procure, deploy and manage a physical IT infrastructure to host their software applications, organizations are increasingly deploying their infrastructure into remote, virtualized environments, often hosted and managed by third parties. This development has significant implications for digital forensic investigators, equipment vendors, law enforcement, as well as corporate compliance and audit departments (among others). Much of digital forensic practice assumes careful control and management of IT assets (particularly data storage) during the conduct of an investigation. This paper summarises the key aspects of cloud computing and analyses how established …

Support And Defend: Civil-Military Relations In The Age Of Obama, Mark R. Shulman Jan 2012

Support And Defend: Civil-Military Relations In The Age Of Obama, Mark R. Shulman

Elisabeth Haub School of Law Faculty Publications

Part I discusses A More Perfect Military: How the Constitution Can Make Our Military Stronger by law professor Diane Mazur, a new book that examines recent civil-military relations in the United States. Her carefully constructed work maintains that since the Vietnam era, the United States Supreme Court has hewn the armed forces from general society in order to create a separate—and more socially conservative—sphere. Part II discusses The Decline and Fall of the American Republic by constitutional scholar Bruce Ackerman, a wise and wide-ranging book that argues that the nation’s polity is in decline and that the increasingly politicized armed …

The Training, Appointment, And Supervision Of Islamic Judges In Indonesia, Euis Nurlawlawati, Abdurrahman Rahim Jan 2012

The Training, Appointment, And Supervision Of Islamic Judges In Indonesia, Euis Nurlawlawati, Abdurrahman Rahim

Washington International Law Journal

This essay discusses the creation and training of Islamic court judges in Indonesia. This includes an examination of the qualifications for appointment as a judge, the recruitment of new judges, the pre-appointment and in-service training provided for Islamic judges, and the substantive and administrative supervision of the Islamic judiciary. The paper shows that significant changes have occurred in the system of recruitment and training of Islamic court judges with the establishment of new educational qualifications and the implementation of broader and more systematic training programs. As a result of these changes, the quality, professionalism, and standing of the Islamic judiciary …
