Rural Demographic Change In The New Century: Slower Growth, Increased Diversity, Kenneth M. Johnson

This brief examines rural demographic trends in the first decade of the twenty-first century using newly available data from the 2010 Census. The rural population grew by just 2.2 million between 2000 and 2010—a gain barely half as great as that during the 1990s. Population growth was particularly slow in farming and mining counties and sharply reduced in rural manufacturing counties. Rural population gains were largest in high-amenity counties and just beyond the metropolitan fringe. Diversity accelerated in rural America, with racial and ethnic minorities accounting for 83 percent of rural population growth between 2000 and 2010.

Since 2008 Fundación Operación GAYA Internacional, a Costa Rican NGO has provided youth training and development programs to local youth in Costa Rica, empowering young people to be “architects” in the development of their own communities and to take the lead in creating a world that is more peaceful and just. Through the implementation of Project GAYA, the foundation will expand its programming to international youth for the first time.

Lack Of Protections For Home Care Workers: Overtime Pay And Minimum Wage, Kristin Smith

This brief examines overtime hours and hourly wages among home care workers (home health aides and personal care aides) and compares them with hospital and nursing home aides. These aides engage in similar work for their clients, even though they work in different institutional settings. Yet, home health aides and personal care aides have higher poverty rates (20 percent and 28 percent, respectively) than hospital aides and nursing home aides (about 12 percent for both). In addition, they typically work fewer hours per week, have lower rates of health insurance coverage, rely on public assistance to a greater extent, and …

Public Knowledge About Polar Regions Increases While Concerns Remain Unchanged, Lawrence C. Hamilton, Matthew J. Cutler, Andrew P. Schaefer

The authors of this brief conduct the first comparative analysis of the polar questions that were part of the National Opinion Research Center's 2006 and 2010 General Social Survey. Developed by scientists at the National Science Foundation's Office of Polar Programs, these questions covered topics such as climate change, melting ice and rising sea levels, and species extinction. The authors report that the public's knowledge about the north and south polar regions significantly improved between 2006 and 2010--before and after the International Polar Year. Throughout the United States, metropolitan regions face increasingly complex issues related to transportation and land use. The diffuse nature of decision making creates a need to better coordinate land use and transportation to address issues such as: congestion, infrastructure costs, and greenhouse gas emissions. Key players in this decision making are regional metropolitan planning organizations (MPOs) with transportation planning authority, regional planning responsibilities, and in some cases regional land use planning authority. Building The Capacity Of 4-H/Youth Development In Iraq, Patreese D. Ingram, Georgene Bender, Matt Kreifels, Mark Balschweid

A team of 4-H/Extension educators were invited to Erbil, Iraq to conduct a week-long intensive training to assist Iraqi youth workers in preparing effective programming as they build their 4-H program. The workshop incorporated the 4-H Essential Elements for Program Success and a Curriculum and Lesson Development Training module. Three-quarters of participants said they were leaving the training with a set of curriculum developed by themselves or others during the workshop. Most (88%) indicated they had tentative plans for implementing the lessons they developed during the training. This project created a solid foundation upon which Iraqi youth workers can build.

Travel and emissions models are commonly applied to evaluate the change in passenger and commercial travel and associated greenhouse gas (GHG) emissions from land use and transportation plans. Analyses conducted by the Sacramento Area Council of Governments predict a decline in such travel and emissions from their land use and transportation plan (the “Preferred Blueprint” or PRB scenario) relative to a “Business-As-Usual” scenario (BAU). However, the lifecycle GHG effects due to changes in production and consumption associated with transportation and land use plans are rarely, if ever, conducted. Sustainability has been framed by the World Commission on Environment and Development as a fundamental concept in human society and by Fiorino (2010) as a critical conceptual focus for public administration over the next decade. A large number of U.S. local governments have implemented sustainability initiatives. Research networks foster creativity and break down institutional barriers, but introduce geographic barriers to communication and collaboration. In designing mobile educational games, our distributed team took advantage of diverse talent pools and differing perspectives to drive forward a core vision of our design targets. Our strategies included intense design workshops, use of online meeting rooms, group paper and software prototyping, and dissemination of prototypes to other teams for refinement and repurposing. The southern, eastern, and northern façades (the principal façades) have a great amount of decorative masonry including granite, slate coursing, brownstone coursing, and brick veneer (Photo 2). All of these materials are in good condition, except for the brownstone, which is deteriorating in areas that are connected to a wrought iron balustrade. The surface of the brownstone is face-beded, and the corrosion of the iron in contact with the stone has caused oxide jacking. All of the masonry has environmental staining.

Where a person lives dictates how that person lives. The environment plays a unique and critically important role in the day-to-day behavior of individuals. It also impacts peoples’ health. And in an urban environment, the affect of a person’s surroundings is further intensified by density, traffic, and congestion. Health disparities and environmental hazards throughout New York City are functions of environmental justice.
