Does The Yls/Cmi Help To Predict Recidivism?, Teresa W. Carns, Stephanie Martin
Does The Yls/Cmi Help To Predict Recidivism?, Teresa W. Carns, Stephanie Martin
ISER Reports
In June, 2010, the Alaska Division of Juvenile Justice (Division) invited the Alaska Judicial Council and the Institute of Social and Economic Research (ISER) at University of Alaska Anchorage to assist “in understanding how scores on the Division’s assessment instrument for juveniles, the Youth Level of Service/Case Management Inventory (YLS/CMI), reflect the actual recidivism of juveniles who’ve received services from the Division.” Other states had shown that YLS/CMI scores could be helpful in predicting recidivism among the youths they served, but Alaska had not yet done the comparable research. ISER and the Council agreed that the questions proposed would provide …

Youth Creating Sustainable Communities In Rural Alaska, Irmelin Gram-Hanssen
Youth Creating Sustainable Communities In Rural Alaska, Irmelin Gram-Hanssen
Arctic and Northern Studies
In this thesis I discuss the ability of the people of Igiugig to define their strengths and vulnerabilities as a village, and their ability to create innovative solutions in their conscious efforts to become a more sustainable village now and in the future. I argue that this process provides the village of Igiugig with a high degree of self-determination and increases its ability to move into the future on its own terms rather than terms defined solely by world politics and economics. A key component of Igiugig's process of becoming more sustainable is the accommodation and empowerment of its youth. …
Structural Health Monitoring Of Klehini River Bridge, Feng Xiao
Structural Health Monitoring Of Klehini River Bridge, Feng Xiao
Engineering
The objective of the research is to improve the safety of bridge structures in the state of Alaska through implementation of innovative structural health monitoring (SHM) technologies. The idea is to evaluate structural integrity and serviceability, and to provide reliable information for changing structural response, etc. of monitored bridges. Based on the finite element model's moving load analysis, modal analysis results and field inspection, this study was used to establish a bridge SHM system for a particular bridge including a preferred sensor layout, system integrator and instrumentation suitable for Alaska's remote locations with harsh weather. A variety of sensors were …

A New Form Of Wmd?: Driving With Mobile Devices And Other Weapons Of Mass Destruction, Linda C. Fentiman
A New Form Of Wmd?: Driving With Mobile Devices And Other Weapons Of Mass Destruction, Linda C. Fentiman
Elisabeth Haub School of Law Faculty Publications
This article explores what the legal, sociological, and scientific literature tells us about risky behavior and what the law can – and can’t - do about it. The article focuses on cell phone use – and the push to regulate it - as a parable about the limits of the law in regulating two things which Americans love – advanced technology and the freedom to drive. The article examines the risks – real and perceived – of motorists who drive while using their cell phones to talk or text, providing a scientifically grounded framework to analyze current and proposed laws …

The Hidden Limits Of The Charitable Deduction: An Introduction To Hypersalience, Lilian Faulhaber
The Hidden Limits Of The Charitable Deduction: An Introduction To Hypersalience, Lilian Faulhaber
Faculty Scholarship
Behavioral economics introduced the concept of salience to law and economics. In the area of tax policy, salience refers to the prominence of taxes in the minds of taxpayers. This article complicates the literature on salience and taxation by introducing the concept of “hypersalience,” which is in many ways the mirror image of hidden taxation. While a revenue-raising tax provision must be hidden for taxpayers to underestimate their tax bill, a revenue-reducing tax provision – such as a deduction, exclusion, or credit – must be more than fully salient for taxpayers to underestimate their tax bill. In other words, the …
Accountability And Evidence-Based Approaches: Theory And Research For Juvenile Justice, David Myers
Accountability And Evidence-Based Approaches: Theory And Research For Juvenile Justice, David Myers
Criminal Justice Faculty Publications
As part of the ‘accountability movement’ in juvenile justice, policy-makers, funding agencies, and the general public have called for greater accountability from agencies and organizations involved with youthful offenders. Within this context, performance measurement and monitoring, and use of evidence-based programs and practices, have emerged as recommended aspects of juvenile justice system operations nationwide. Little is known empirically, however, about the actual performance of juvenile justice systems or the real changes brought by contemporary reforms, and theory and research on the implementation and sustainability of evidence-based approaches have been slow to emerge. This paper will review the key aspects of …

Drivers' Licenses And Age Limits: Imposition Of Driving Restrictions On Elderly Drivers, Katherine Mikel
Drivers' Licenses And Age Limits: Imposition Of Driving Restrictions On Elderly Drivers, Katherine Mikel
Marquette Elder's Advisor
In today's world, most people perceive the ability to drive as a necessity for daily existence, and the elderly population is no exception. However, driving is a privilege and not a skill, not a fundamental right. Research indicates that there is a positive correlation between increased age and decreased physical and mental capacity to drive. Driving requires expeditious reflexes and acute awareness. Considering the research and skills required the question becomes at what age are people too old to continue driving and should age caps on licensing be instituted?

The Role Of Community Land Trusts In Preserving And Creating Commercial Assets: A Dual Cae Study Of Rondo Clt In St. Paul, Minnesota And Crescent City Clt In New Orleans, Louisiana, Elizabeth Sorce
LSU New Orleans Theses and Dissertations
As the community land trust (CLT) movement in the United States approaches its 50th anniversary, CLT members, practitioners and researchers are exploring and pushing the boundaries of the model. CLTs offer an alternative model of land use tenure that permanently removes properties from the speculative market for the ongoing common good of the community. Most frequently associated with the provision of affordable housing in strong real estate markets, several CLTs across the country are now expanding into the commercial realm. This thesis compares the incipient commercial development efforts underway in St. Paul, Minnesota and New Orleans, Louisiana in order …
