Restorative Justice is an approach to resolving conflict that has become increasingly relevant as both financial and social costs associated with crime have continued to rise. As alternative methods of managing crime are being considered and implemented there is a call from policy makers for evidence that those programs are indeed the best practice. Although there is a significant amount of research on restorative justice, synthesis of that information is lacking which impedes full understanding of the potential of the impact and role of this approach. The Patient Protection and Affordable Care Act (ACA) provides an unprecedented opportunity for millions of poor men and women to obtain insurance coverage to address their substantial acute, chronic, physical and behavioral health care needs. The ACA raises Medicaid eligibility levels to 133 percent of poverty, thereby enabling adults with or without children to qualify for coverage. A substantial percentage of the newly eligible population will be jail-involved individuals – people who have had interactions with the legal system over the course of a year, including as an inmate at a county or city jail. Surf Bather Drowning Risk And Exposure-Related Factors Identified By An Expert Panel, Damian Morgan, Joan Ozanne-Smith

International Journal of Aquatic Research and Education

In the absence of an established literature, identifying and quantifying surf bather drowning risk factors requires a clearly defined problem-focused research strategy. To initiate this strategy, nominal group technique (NGT) was used to identify and rank risk and water exposure-related factors based on consensus of an expert panel. The results identified, in order, level of experience (encompassing swimming ability in surf conditions), lack of local knowledge (encompassing awareness of surf hazards, including rip currents), and surf conditions (encompassing prevailing wave height and rip currents) as the three most influential surf bather drowning risk factors. As the Supreme Court has noted, “it is difficult to conceive of a more basic element of interstate commerce than electric energy, a product that is used in virtually every home and every commercial or manufacturing facility. The work attempts to evaluate the challenges facing forensic investigation capacity of the police and other internal security agencies in Nigeria in the face of high prevalence of unsolved murders in Nigeria in the past three decades. In carrying out this research both primary and secondary data were employed to add to the scientific fervour of the work. Consequently, the work discovered that poor/lack of forensic skills and equipment negatively impacts on the forensic investigation capacity of the police and other security agents. Commercial space companies will soon be the primary method of launching people and supplies into orbit. Among the critical aspects of space launches are the meteorological concerns. Laws and regulations pertaining to meteorological considerations have been created to ensure the safety of the space industry and those living around spaceports; but, are they adequate? Graffiti has long been a target of municipal legislation that aims to preserve property values, public safety, and aesthetic integrity in the community. Not only are graffitists at risk of criminal prosecution but property owners are subject to civil and criminal penalties for harboring graffiti on their land. Since the 1990s, most U.S. cities have promulgated graffiti abatement ordinances that require private property owners to remove graffiti from their land, often at their own expense. These ordinances define graffiti broadly to include essentially any surface marking applied without advance authorization from the property owner. Meanwhile, graffiti has risen in prominence …

This study examined the state of safety and terrorist attack preparedness in Rhode Island Schools as determined by Rhode Island school leader perceptions. The study is descriptive in nature as it gathers data to describe a particular event or situation. Using a researcher generated survey based on terrorist preparedness guidelines and suggestions in part from the Department of Homeland Security (2007), U.S. Department of Education (2007), National School Safety Center (2005), and National Association of School Resource Officers (2005), Rhode Island school administrators were asked to use a Likert rating scale to indicate levels of agreement with accepted terrorist preparedness …

Developing Regional Building Inventories: Lessons From The Field, Thalia Anagnos, Mary C. Comerio, Christine Goulet, Peter J. May, Marjorie Greene, David L. Mccormick, David Bonowitz

Between 2008 and 2011 members of the Concrete Coalition completed numerous building inventories of California cities to assemble a database of California pre-1980 concrete buildings. Inventory collectors used a variety of data sources ranging from county assessors' files to Sanborn maps and satellite images. Sidewalk surveys were used to corroborate data collected from multiple sources, and a regression model was developed to extrapolate data to cities where detailed inventory collection was not possible. Lessons drawn from the inventories of three cities—Alameda, Los Angeles, and San Francisco—indicate that no single approach can be recommended, but instead, the approach depends on many …
