Do The Causes Of Poverty Vary By Neighborhood Type?, Uday Bhaskar Kandula Jan 2012

Do The Causes Of Poverty Vary By Neighborhood Type?, Uday Bhaskar Kandula

ETD Archive

Increasing our understanding about the nature of poverty is important due to its severe consequences at the individual, neighborhood and community levels. The purpose of this dissertation is to understand whether, or the degree to which, the causes of poverty vary across different types of neighborhoods. To accomplish this goal, cluster analysis was used to identify unique types of metropolitan neighborhoods. Next, variables that correspond to the causes of poverty were identified and entered into a factor analysis. The resulting factors were used as explanatory variables in a regression analysis explaining the variation in poverty across the different types of …

A Survey Of The Structural Determinants Of Local Emergency Planning Committee Compliance And Proactivity;Towards An Applied Theory Of Precaution In Emergency Management, Erica M. Matheny

ETD Archive

Millions of factories, chemical facilities, and highways store or convey extremely hazardous substances (EHS) in proximity to populated residential and commercial areas. The proliferation of hazardous chemicals in manufacturing has led to thousands of facilities that store and utilize them throughout the United States. There is inherent risk to neighborhoods and populated areas located near facilities that use and store hazardous chemicals. Local Emergency Planning Committees (LEPCs) were created in 1987 as stakeholder based, primarily volunteer organizations that address hazardous chemical accident mitigation. In addition, LEPCs were mandated with the intent of engaging communities in the debate about hazardous materials. …

Center for Technology in Government

Proceedings of the 45th Hawaii International Conference on System Sciences - 2012, Thu, 05 Jan 2012.Making a city “smart” is emerging as a strategy to mitigate the problems generated by the urban population growth and rapid urbanization. Yet little academic research has sparingly discussed the phenomenon. To close the gap in the literature about smart cities and in response to the increasing use of the concept, this paper proposes a framework to understand the concept of smart cities. Based on the exploration of a wide and extensive array of literature from various disciplinary areas we identify eight critical factors of …

Development Of A Methodology For Assessment Of Crash Costs At Highway- Rail Grade Crossings In Nebraska, Aemal Khattak, Eric Thompson Jan 2012

Development Of A Methodology For Assessment Of Crash Costs At Highway- Rail Grade Crossings In Nebraska, Aemal Khattak, Eric Thompson

Mid-America Transportation Center: Final Reports and Technical Briefs

An accurate measure of crash costs is required to support effective decision-making about transportation investments. In particular, underinvestment will occur if measurement fails to capture the full cost of crashes. Such mis-measurement and underinvestment may be occurring in the case of crashes at highway-rail grade crossings (HRGCs). HRGC crash costs can be substantial because of the severity of crashes. However, another important potential cost is the disruption to the transportation and logistics system. Existing methodologies capture the first set of costs but often fail to fully capture the second set. This research provides a standardized methodology for assessing the expected …

Safety Improvements At Highway-Railroad Crossing For Pedestrians And Bicyclists And The Assessment Of Long- Term Effects Of Centerline Curbing, Aemal Khattak, Zheng Luo Jan 2012

Safety Improvements At Highway-Railroad Crossing For Pedestrians And Bicyclists And The Assessment Of Long- Term Effects Of Centerline Curbing, Aemal Khattak, Zheng Luo

Mid-America Transportation Center: Final Reports and Technical Briefs

The focus of the research reported herein was on assessing the long-term effectiveness of median barriers at highway-rail grade crossings (HRGCs), the impacts of barrier maintenance in resurrecting safety, and on exploring and assessing ways to improve pedestrian and bicyclist safety at HRGCs. Nebraska has about 7,000 HRGCs and each one represents a potential conflict point among trains and highway users, i.e., motorists, pedestrians, and bicyclists. Safety at HRGCs is compromised when highway users resort to unsafe maneuvers, such as passing around closed gates when trains are approaching. Gate-related violations by motorists, pedestrians, and bicyclists were studied at three selected …

Use Of Fiber Bragg Grating (Fbg) Sensors For Performing Automated Bridge Pier Structural Damage Detection And Scour Monitoring, A.N. Thanos Papnicolaou Ph.D., Achilleas Tsakiris

Mid-America Transportation Center: Final Reports and Technical Briefs

The goal of this study was to evaluate the performance of Fiber Bragg Grating (FBG) sensors able to detect impacts with different frequencies on a bridge pier. The FBG technology was evaluated under controlled conditions in a laboratory flume set-up to mimic the flow, sediment, and design characteristics of a pier structure. The system was calibrated using site-specific properties to relate strain to a known magnitude force for different bridge pier designs, different scour depths, and structural impacts. The FBGs proved a reliable measure of strain and displacement for key components of bridge structures, such as piers, during varying flow …

What States Should Do To Provide A Meaningful Opportunity For Review And Release: Recognize Human Worth And Potential, Gerard Glynn, Ilona Vila Jan 2012

What States Should Do To Provide A Meaningful Opportunity For Review And Release: Recognize Human Worth And Potential, Gerard Glynn, Ilona Vila

St. Thomas Law Review

This article begins with a detailed analysis of the Court's mandate in Graham, followed by a review of the science that influenced the Court's decision and an analysis of what states have done so far to comply with the mandate. Then, the article explores existing parole rules, followed by a discussion on the challenges minors face in proving their ability to rehabilitate despite the prison system's complicity in preventing such development. Based on the foregoing discussion and analysis, the authors propose a model statute that states should consider adopting for purposes of implementing the mandates in the Graham opinion.

Affecting Risk: Improving Hazard Communication In The Wildland-Urban Interface, Melissa Wright Dr., Destiny Aman Jan 2012

Affecting Risk: Improving Hazard Communication In The Wildland-Urban Interface, Melissa Wright Dr., Destiny Aman

Joint Fire Science Program Research Project Reports

Wildfire hazard is a growing problem in many areas of the United States, especially in the wildland-urban interface (WUI), where homes and other structures border or intermingle with forests, shrubs and grasslands. Despite years of educational outreach by fire management officials promoting effective and affordable mitigation strategies, research shows that residents, especially seasonal residents and those new to an area, still tend to under-invest in mitigation, even when they perceive their risk to be high. Meanwhile, the social and economic costs of wildfire have increased with fire size and intensity and far exceed the costs of mitigation. This problem has …

Requiring The State To Justify Supermax Confinement For Mentally Iii Prisoners: A Disability Discrimination Approach, Brittany Glidden, Laura L. Rovner Jan 2012

Requiring The State To Justify Supermax Confinement For Mentally Iii Prisoners: A Disability Discrimination Approach, Brittany Glidden, Laura L. Rovner

Sturm College of Law: Faculty Scholarship

The Eighth Amendment has long served as the traditional legal vehicle for challenging prison conditions, including long-term isolation or “supermax” confinement. As described by Hafemeister and George in their article, The Ninth Circle of Hell: An Eighth Amendment Analysis of Imposing Prolonged Supermax Solitary Confinement on Inmates with a Mental Illness, some prisoners with mental illness have prevailed in Eighth Amendment challenges to prolonged isolation. Yet an equal or greater number of these claims have been unsuccessful. This Essay considers why some of these cases fail, and suggests that one reason is that Eighth Amendment jurisprudence does not contain a …

Management In The United States Government: Applying Management Techniques Toward Homeland Security Efforts, Debra Wilson

Master in Management for Public Safety and Homeland Security Professionals Master's Projects

The term homeland security has been defined by the National Strategy for Homeland Security (NSHS) as "a concerted national effort to prevent terrorist attacks within the United States, reduce America's vulnerability to terrorism, and minimize the damage and recover from attacks that do occur" (NSHS). The United States government has made countless attempts to protect the nation, some of which were successful. For the purpose of this paper, the United States government refers to all government agencies on the federal, state, and local levels. The task of securing the nation has been extremely complex and time consuming. There are times …

Nebraska Rural Poll

Most rural Nebraskans are positive about their current situation. And, they continue to be generally positive about their future situation. Over one-half (51%) of rural Nebraskans think they are better off than they were five years ago and just under one-half (45%) think they will be better off ten years from now. Certain groups remain pessimistic about their situation. Persons with lower household incomes, older persons, and persons with lower educational levels are the groups most likely to be pessimistic about the present and the future.

When asked if they believe people are powerless to control their own lives, most …

Cooperative Federalism And Hydraulic Fracturing: A Human Right To A Clean Environment, Elizabeth Burleson Jan 2012

Cooperative Federalism And Hydraulic Fracturing: A Human Right To A Clean Environment, Elizabeth Burleson

Cornell Journal of Law and Public Policy

This Article argues that filling the energy governance gaps regarding unconventional natural gas can best be accomplished through collaborative governance that is genuinely adaptive and cooperative. Through cooperative federalism, combined with procedural rights for inclusive, innovative decision-making, state and non-state actors should design and implement the requisite safeguards before further natural gas development advances. Hydraulic fracturing provisions are strikingly fragmented and have sparked a fierce debate about chemical disclosure, radioactive wastewater disposal, and greenhouse gas emissions. United States natural gas production may stunt the direction and intensity of renewable energy by up to two decades and will not provide a …

Documenting Death: Public Access To Government Death Records And Attendant Privacy Concerns, Jeffrey R. Boles Jan 2012

Documenting Death: Public Access To Government Death Records And Attendant Privacy Concerns, Jeffrey R. Boles

Cornell Journal of Law and Public Policy

This Article examines the contentious relationship between public rights to access government-held death records and privacy rights concerning the deceased, whose personal information is contained in those same records. This right of access dispute implicates core democratic principles and public policy interests. Open access to death records, such as death certificates and autopsy reports, serves the public interest by shedding light on government agency performance, uncovering potential government wrongdoing, providing data on public health trends, and aiding those investigating family history, for instance. Families of the deceased have challenged the release of these records on privacy grounds, as the records …
