A significant number of pedestrians and bicyclists (i.e., non-motorists) use the roadway system in the U.S. Research pertaining to the safety of them, especially their safety at highway-rail grade crossings (HRGCs), has drawn much attention in the past decade, and remains an important issue of safety research. Yet, the majority of existing research has examined non-motorist safety at intersections or motorist safety at HRGCs separately. Such research has related primarily to exploring relationships between safety countermeasures (e.g., engineering devices, education, enforcement, etc.) and crash frequency/severity, using different quantitative analysis approaches. Women In Prison: Planning The Getaway: Vocational Education In A Southern Women's Correctional Institution, Aimee Michelle Burgdorf

The purpose of this research was to examine the vocational programs available to female inmates incarcerated in the only female prison in a southern state, to explore these inmates' thoughts, feelings, and perspectives about the programs available to them, and to determine whether these programs are unintentionally gender-biased or gender-stereotypical. Additionally, data were collected reflecting the vocational education instructors' thoughts, feelings, and perspectives on their programs as well as on the the inmate students enrolled in their programs. Additionally, detailed vocational program descriptions were obtained from the facility. These documents provided information about the kinds of jobs available for each …

Highly technical policy decisions present daunting challenges for democracy. In order to hold public officials accountable, citizens must be able to see how policy decisions stand to affect their interests. If they are unable to do so, they can find themselves exposed to bureaucratic domination through the discretionary power of bureaucrats, scientists, or policy experts. One of the major tasks of empirically informed democratic theory is to analyze and evaluate practices and institutions that use public participation to try to render highly technical public decision-making more accountable to the public, and therefore more legitimate. Resolving A "Substantial Question": Just Who Is Entitled To Bail Pending Appeal Under The Bail Reform Act Of 1984?, Doug Keller

Under the Bail Reform Act of 1984, federal criminal defendants who wish to remain free on bail after conviction must prove that their appeal will have enough merit to raise at least one “substantial question.” Federal appellate courts, however, have been deeply divided over how much merit is required to show that an appeal will raise a “substantial question.” Ten circuits define the phrase as a “close question,” based on an implausible reading of the 1984 Bail Act’s legislative history. The TERRA-Southwest project is extending broadband service to 65 communities in the Bristol Bay, Bethel and Yukon-Kuskokwim regions. A stimulus project funded by a combination of grants and loans from the Rural Utilities Service (RUS), TERRA-Southwest has installed a middle-mile network using optical fiber and terrestrial microwave. Last-mile service will be through fixed wireless or interconnection with local telephone networks. The State of Alaska, through its designee Connect Alaska, also received federal stimulus funding from the National Telecommunications and Information Administration (NTIA) for tasks that include support for an Alaska Broadband Task Force “to both formalize a strategic broadband plan …

A truism in Alaska regarding nearly everything, but especially politics and economics, is

that Alaska is about two years behind the rest of the nation. When one looks at pension reform

in the public sector, it would appear that Alaska is even farther behind its sister states in

attempting to ‘fix the pension problem.’ Prior to 2006, Alaska was recognized as having one of

the better public employee pension systems, a defined-benefit program that included a lifetime

monthly pension payment as well as an excellent medical program.

On April 16, 2007, Seung Hui Cho, a psychologically disturbed student at Virginia Tech, shot to death 32 students and faculty, wounded 17 more, and then killed himself. Three days later, Virginia Governor Tim Kaine appointed a panel to review the events leading up to this tragedy; the handling of the incident by public safety officials, emergency services providers, and the University; and the services subsequently provided to families, survivors, caregivers and the community.
