Cyberterrorism In The Context Of Contemporary International Law, Yaroslav Shiryaev Nov 2012

Cyberterrorism In The Context Of Contemporary International Law, Yaroslav Shiryaev

San Diego International Law Journal

The present Article addressed the legal issues surrounding cyberterrorism. In the first chapter, the author explains why cyberterrorism should be described as “the use of electronic networks taking the form of a cyber-attack to commit a) a substantive act criminalized by the existing legal instruments prohibiting terrorism, or b) an act of terrorism under international customary law.” Further, with a special emphasis on existing anti-terrorism conventions and customary international law, it was demonstrated which actors are likely to engage in acts of cyberterrorism (non-state actors, corporations and individuals), as well as which targets are protected by law and which aims …

Basel Iii And Credit Risk Measurement: Variations Among G20 Countries, Matt Schlickenmaier Nov 2012

Basel Iii And Credit Risk Measurement: Variations Among G20 Countries, Matt Schlickenmaier

San Diego International Law Journal

Most countries require banks to hold extra capital to protect against unforeseen financial calamities; banks with riskier loans must hold more capital than those with safer loans. Basel II, a set of international banking standards, allows banks to measure a loan’s risk in different ways: some banks make their own judgments; others use outside agencies. The recent mortgage crisis prompted banks to reevaluate these methods, in part due to banks having failed to perceive the high level of risk inherent in securitized mortgages. The international community’s response was Basel III, an updated version of its previous standards. This Comment will …

Beyond The Battlefield: Institutional Army Transformation Following Victory In Iraq, G. Scott Taylor Lieutenant Colonel Nov 2012

Beyond The Battlefield: Institutional Army Transformation Following Victory In Iraq, G. Scott Taylor Lieutenant Colonel

Books, Monographs & Collaborative Studies

The Army goes to great lengths to capture lessons learned and preserve these lessons for current practitioners and future generations. Though the Army is one of the most self-critical organizations found in American society, a well-deserved reputation has also been earned for failing to inculcate those lessons by transforming the institutional Army. Change is achieved through a continuous cycle of adaptive innovation, experimentation, and experience. In Iraq, out of necessity while in contact with a dynamic enemy, the Army transformed on the battlefield with radical changes in doctrine, organization, training, and materiel, which significantly enabled battlefield success. As a result …

Operating The Silencer: Muted Group Theory In The Great Gatsby, Sarah Funderbruke Nov 2012

Operating The Silencer: Muted Group Theory In The Great Gatsby, Sarah Funderbruke

Masters Theses

This master's thesis examines gender and social roles seen in dialogue in the American classic novel, The Great Gatsby, by F. Scott Fitzgerald. The researcher conducted a coding and rhetorical analysis to determine if elements of muted group theory were in the novel. Muted group theory was developed by Edwin and Shirley Ardener after their research indicated that a culture's values and social structure were voiced through rhetoric. The theory states that dominance in certain groups mutes, or silences, others from communicating effectively. Five passages from The Great Gatsby were selected for this analysis. These passages highlighted dialogue between the …

An Investigation Of English Learners' Acquisition Of Academic Language To Obtain Reading Comprehension Skills, Mishka Barnes Nov 2012

An Investigation Of English Learners' Acquisition Of Academic Language To Obtain Reading Comprehension Skills, Mishka Barnes

Doctoral Dissertations and Projects

This collective case study explored how third-grader English learners (ELs) acquire academic language to learn reading comprehension skills in a classroom setting. Many ELs have acquired basic interpersonal communication skills, but have not mastered cognitive academic language proficiency, or academic language. The researcher selected six third-grade ELs who functioned as developing and expanding learners. Although many of these students can read text and use problem-solving strategies to blend words and read fluently, they may experience difficulties understanding academic language. Data was collected through observation, interviews with the ELs two mainstream teachers, document anlysis, and field notes. Using open coding, the …

Sheep Skin Odor Improves Trap Captures Of Mosquito Vectors Of Rift Valley Fever, David P. Tchouassi, Rosemary Sang, Catherine L. Sole, Armanda D.S. Bastos, Klaus Mithoefer, Baldwyn Torto

All Peer-Reviewed Publications

In recent years, the East African region has seen an increase in arboviral diseases transmitted by blood-feeding arthropods. Effective surveillance to monitor and reduce incidence of these infections requires the use of appropriate vector sampling tools. Here, trapped skin volatiles on fur from sheep, a known preferred host of mosquito vectors of Rift Valley fever virus (RVFV), were used with a standard CDC light trap to improve catches of mosquito vectors. We tested the standard CDC light trap alone (L), and baited with (a) CO2 (LC), (b) animal volatiles (LF), and (c) CO2 plus animal volatiles (LCF) in two highly …

The Philosopher's Stone: How Basic Skills Programs Fare In Troubled Financial Times, Thomas P. Ray

Department of Educational Administration: Dissertations, Theses, and Student Research

This mixed methods study examined the relative position of basic skills programs with transfer and career technical programs in a large suburban community college in California during the three-year period of budget reductions from 2009-2010 through 2011-2012. The budget line dedicated to part-time or non-contract instruction was analyzed along with supporting documents such as planning committee minutes and program review data. Knowledge of the budget data and the reduction strategies employed helped to establish a picture of the state of basic skills and the institution’s disposition toward them. The budget data proved to be an inadequate tool to measure investment …

Diagnostic Dilemma Of Primary Mucosal Leishmaniasis, Mubarak S. Al-Qahtani, Nadeem W. Malik, Salim Jamil, Taj E. Mekki Nov 2012

Diagnostic Dilemma Of Primary Mucosal Leishmaniasis, Mubarak S. Al-Qahtani, Nadeem W. Malik, Salim Jamil, Taj E. Mekki

Saudi Medical Journal

Leishmaniasis is caused by Leishmania protozoa. It is widely present in more than 88 countries worldwide, resulting in up to 80,000 deaths annually. Leishmaniasis occurs as visceral, cutaneous, or mucocutaneous variants. Mucosal involvement can occur secondarily to the cutaneous or visceral varieties. However, primary mucosal leishmaniasis (PML) occurs without any present or past cutaneous and or visceral disease. It is extremely rare, and its diagnosis may present a serious challenge. It may be difficult to differentiate it from granulomatous conditions like tuberculosis, sarcoidosis, leprosy, fungal infections, Wegener9s granuloma, and neoplasms. Here, we present a case of PML in Saudi Arabia.

Titanium Dioxide Nanofibers And Microparticles Containing Nickel Nanoparticles, Faheem A. Sheikh, Javier Macossay-Torres, M. A. Kanjwal, Abdalla Abdal-Hay, Mudasir A. Tantry, Hern Kim

School of Integrative Biological & Chemical Sciences (Formerly Dept. of Chemistry)

The present study reports on the introduction of various nanocatalysts containing nickel (Ni) nanoparticles (NPs) embedded within TiO2 nanofibers and TiO2 microparticles. Typically, a sol-gel consisting of titanium isopropoxide and Ni NPs was prepared to produce TiO2 nanofibers by the electrospinning process. Similarly, TiO2 microparticles containing Ni were prepared using a sol-gel syntheses process. The resultant structures were studied by SEM analyses, which confirmed well-obtained nanofibers and microparticles. Further, the XRD results demonstrated the crystalline feature of both TiO2 and Ni in the obtained composites. Internal morphology of prepared nanofibers and microparticles containing Ni NPs was characterized by TEM, which …

An Improved Authentication Scheme For H.264/Svc And Its Performance Evaluation Over Non-Stationary Wireless Mobile Networks, Yifan Zhao, Swee-Won Lo, Robert H. Deng, Xuhua Ding Nov 2012

An Improved Authentication Scheme For H.264/Svc And Its Performance Evaluation Over Non-Stationary Wireless Mobile Networks, Yifan Zhao, Swee-Won Lo, Robert H. Deng, Xuhua Ding

Research Collection School Of Computing and Information Systems

In this paper, a bit stream-based authentication scheme for H.264/Scalable Video Coding (SVC) is proposed. The proposed scheme seamlessly integrates cryptographic algorithms and erasure correction codes (ECCs) to SVC video streams such that the authenticated streams are format compliant with the SVC specifications and preserve the three dimensional scalability (i. e., spatial, quality and temporal) of the original streams. We implement our scheme on a smart phone and study its performance over a realistic bursty packet-lossy wireless mobile network. Our analysis and experimental results show that the scheme achieves very high verification rates with lower communication overhead and much smaller …
