This thesis evaluates the economic impact of targeted tax cuts in Tennessee. Specifically, I examine the Payment-In-Lieu-Of-Taxes (PILOT) Program in Memphis, TN Using economic data supplied from the Federal Reserve Bank of St. Louis s Federal Economic Data and the Bureau of Labor Statistics, I consider the effectiveness of the program’s ability to improve economic conditions in Memphis, TN. The merits of a targeted tax cut program such as PILOT are often touted as the total number of jobs created and amount of dollars invested into the community. Antibiotic Resistance Of Bacteria Isolated From Leafy Green Salad Vegetables, Brooke Elizabeth Reynolds

Bacterial isolates obtained from samples of five varieties of leafy green vegetables were tested for resistance to four different antibiotics: ampicillin. erythromycin, streptomycin, and tetracycline. Isolates were separated based on media type (TSA vs. R2A media), sterilization techniques (surface sterilized vs. unsterilized). cultivation methods (conventional vs. organic), and specific lettuce type origins. Resistances were tested using a microscale broth culture technique, which allowed for growth of isolates in the presence of different concentrations of antibiotic. Antibiotic resistance was observed in all groups of isolates, although levels of resistance varied depending on the particular isolate and the antibiotic tested. Isolates were …

In this thesis, I compare the fiction of Mississippi author Larry Brown and Scottish author Irvine Welsh, specifically in how they represent their respective regions’ working classes. The project concerns the genre of working-class fiction in both the American South and Scotland, as well as the general fields of Southern and Scottish contemporary fiction. The groundwork for this thesis began when I read Welsh’s Trainspotting while studying at the University of Edinburgh in Scotland during the spring of 2011.1 wanted to explore why Welsh’s working-class representations felt so similar to the Southern fiction I read at the University of Mississippi, …

Exercise creates a physiologic burden with recovery from such effort crucial to adaptation. Excess postexercise oxygen consumption (EPOC) refers to the body’s increased metabolic need after work. This investigation was designed to determine the role of near infrared spectroscopy (NIRS) in the description of exercise recovery in healthy controls (NL) and children with congenital heart disease (CHD). Subjects were recruited with exercise testing performed to exhaustion. Exercise time (EXT), heart rate (HR), and oxygen consumption (VO2) were measured. Four-site NIRS (brain, kidney, deltoid, and vastus lateralis) were measured during exercise and into recovery to establish trends. Fifty individuals …

The purpose of this study was to determine the effects of homosynaptic depression (HD) on spectral properties of the soleus (SOL) H-reflex. Paired stimulations, separated by 100 ms, were used to elicit an unconditioned and conditioned H-reflex in the SOL muscle of 20 participants during quiet standing. Wavelet and principal component analyses were used to analyze features of the time-varying spectral properties of the unconditioned and conditioned H-reflex. The effects of HD on spectral properties of the H-reflex signal were quantified by comparing extracted principal component scores. Behavioral economics (BE) examines the implications for decision-making when actors suffer from biases documented in the psychological literature. This article considers how such biases affect regulatory decisions. The article posits a simple model of a regulator who serves as an agent to a political overseer. The regulator chooses a policy that accounts for the rewards she receives from the political overseer — whose optimal policy is assumed to maximize short-run outputs that garner political support, rather than long-term welfare outcomes — and the weight the regulator puts on the optimal long run policy. Competition Agency Design: What's On The Menu?, William E. Kovacic, David A. Hyman

In recent years the United Kingdom and various other countries have decided to restructure the institutions responsible for enforcing competition laws. How should a nation choose among myriad alternative arrangements? This paper lays out nine major institutional choices that governments must address in designing the implementation mechanism for a competition law. The paper discusses tradeoffs associated with each choice and examines interdependencies among different design elements. In doing so, the paper offers a structured framework that countries can use in forming new competition systems or altering existing institutional arrangements.

Pain complaints increase with age. Exercise is frequently utilized for pain relief but the optimal exercise prescription to relieve pain is not clear. Following static contractions, young adults experience the greatest pain relief with low intensity, long duration contractions. The pain response to static contractions in older adults however is unknown.
PURPOSE : To compare pain reports in healthy older adults before and after static contractions of varying intensity and duration.

Calls either to balance the federal budget on an annual basis, or to pay down all or part of the national debt, are based on little more than uninformed intuitions that there is something inherently bad about borrowing money. We should not only ignore calls to balance the budget or to pay down the national debt, but we should engage in a responsible plan to increase the national debt each year. Background: Fruit fly embryogenesis is one of the best understood animal development systems, and the spatiotemporal gene expression dynamics in this process are captured by digital images. Analysis of these high-throughput images will provide novel insights into the functions, interactions, and networks of animal genes governing development. To facilitate comparative analysis, web-based interfaces have been developed to conduct image retrieval based on body part keywords and images. Currently, the keyword annotation of spatiotemporal gene expression patterns is conducted manually. However, this manual practice does not scale with the continuously expanding collection of images. "As a result of the exponential growth of international commerce and academic exchange between Mainland China and the United States, this thesis examines the present-day validity of those Chinese and American cultural characteristics, such as practices and values, historically understood as defining cultural differences. Using Babiker's Cultural Distance Index (Babiker, Cox, & Miller, 1980) questionnaire (an institutionally established instrument since 1980), 45 Mainland Chinese student-sojourners conveyed their perceptions of cultural differences found in daily living. Chinese participants identified many cultural attributes that still affect the migrant's perceptions of difference. These attributes are language, food, education costs, and leisure activities. Endemic diseases of cattle, such as bovine viral diarrhea, have significant impact on production efficiency of food of animal origin with consequences for animal welfare and climate change reduction targets. Many modeling studies focus on the local scale, examining the on-farm dynamics of this infectious disease. However, insight into prevalence and control across a network of farms ultimately requires a network level approach. Here, we implement understanding of infection dynamics, gained through these detailed on-farm modeling studies, to produce a national scale model of bovine viral diarrhea virus transmission. Opportunistic fungal infections have become problematic in recent years. There has been an emergence of new fungal pathogens, development of antifungal resistance, and increasing prevalence. In addition, toxicity, resistance, and lack of efficacy as a single agent limit the effectiveness of current antifungal drugs. Therefore, new drugs targeting new pathways are greatly needed. An analog derived from the marine natural product phloeodictine, analog PHL5-34A, was identified as having strong in vitro antifungal activity. In this study, its mechanism of action (MOA) was investigated in the model yeast, Saccharomyces cerevisiae. This study made use of a collection of 166 yeast mutants …

The obesity epidemic is a social issue in that critics are quick to blame business and government for failing the consumers. The truth is that all three parties have failed each other by allowing such a cultural change to occur. The issue is similar to the tobacco public health crisis following the spike in lung cancer in the 1950s and 60s. The tobacco companies were blamed entirely for their unhealthy products and the government still spends millions today regulating their products. The disease Systemic Lupus Erythematosus is a chronic inflammatory, autoimmune disorder that primarily affects women during their reproductive years. Women with SLE are at a greater risk of developing hypertension, which increases their risk of mortality from a cardiac related event. A proposed mechanism for SLE hypertension suggests that inflammation in the kidneys causes renal dysfunction, presumably resulting in less water excretion, increased plasma volume, and thus high blood pressure. This experiment tests the hypothesis that the T-cells from a mouse model of SLE hyper secrete the inflammatory cytokines IL-17, IL-10, and DFN- y, and are more sensitive to the …

Within a population, susceptibility to parasitism may vary. Individuals possessing certain intrinsic or extrinsic traits are often more likely to be parasitized than individuals within that population that do not possess those certain traits. As a result, parasites can have profound effects of the population dynamics of theirs hosts. Much research has been done on the host-parasite interaction of the eastern grey squirrel {Sciurus caroUnensis) and the tree squirrel hot fly {Cuterebra emasculator). During 4 weeks of the spring of 2011 and 5 weeks of the fall of 2011, interviews were conducted with medical professionals practicing in Mississippi regarding the diagnosis of brown recluse {Loxosceles reclusa) and black widow {Latrodectus mactans) spider bites. During the spring, a total of 19 interviews were held with emergency room physicians and dermatologists practicing in urban and rural, non-medically underserved areas of Mississippi. The participants varied in their location of practice across the 3 regions of Mississippi.
