This article brings to gaming researchers, with or without a legal education, a roundup of major issues and problems in the unsettled field of Internet gaming. By citing laws, cases, articles and treatises this annotated essay leads the reader through the maze of confusion and contradiction that now clutters the legal scene. Topics touched on include: elements of gambling, Federal, state and local gambling regulation, organized crime implications, extraterritorial jurisdiction, police power and advertising. Conclusions are addressed to businesses considering the risks of operating Internet gambling web sites.

There has been an increased need for gaming managers to source and use relevant information to assist them in managing their venues. Gaming managers have been under pressure from governments, the welfare sector, local communities and the media to manage gaming activities in a socially responsible manner. Research into the management of gaming is still in its infancy. This paper reports on a study into the information needs of a selection of gaming managers of clubs, hotels and casinos in two Australian states. Gambling Participation And Prevalence Estimates Of Pathological Gambling In A Far-East Gambling City: Macao, Davis Ka-Chio Fong, Bernadete Ozorio

This research is the first scientific study of gambling participation and pathological gambling in Macao. In 2003, a computer-assisted random digit dialing method was used to conduct 1,121 telephone interviews. Two-thirds of respondents expressed that they have participated in at least one of the fourteen forms of gambling in the past year. The three most popular forms of gambling include social gambling, Mark Six lottery, and soccer/basketball betting. As for the prevalence of pathological gambling, the Chinese DSM-IV Gambling Behavior Index was used as the screening tool and results indicate that 1.78% of respondents are classified as probable pathological gamblers …

The Responsible Gambling Code In Queensland, Australia: Implementation And Venue Assessment, Helen Breen, Jeremy Buultzens, Nerilee Hing

In Australia, the state of Queensland introduced a voluntary Responsible Gambling Code of Practice in 2002. This investigation examines levels of implementation and perceptions of adequacy of the Code in casinos, hotels and licensed clubs in three Queensland regions. It involved on-site inspections of 30 venues and semi-structured interviews with 35 venue managers and staff. The level of implementation varied but most venues had implemented between 40 and 60 percent of the Code's practices. Managers' perceptions of the adequacy of the Code's practices revealed that some practices, such as physical layout of the venue, were considered much more effective than …

Local gamblers are an important market segment for casino marketers providing a reliable source of revenue during slow periods. This paper presents selected gaming behavior of local residents in the Las Vegas area, linking socio-demographic characteristics with gaming behavior. In addition, this article examines the relationships of Las Vegas area locals and their visiting friends and family members in two aspects. Capitalizing on the recent developments in casino gambling in Macao and the dominance of Chinese gambling at Macao casinos, the purpose of this research was to study how Chinese behaved in gambling and how these behaviors related to another risk taking activity, investment, which has been documented to be in a different risk taking domain from gambling. This paper aims to explain why responsible provision of gambling is an important corporate social issue facing many gambling providers by examining its status with reference to three characteristic features of such issues proposed in the corporate social responsibility literature--expectational gaps, impacts and controversy (Wartick and Mahon, 1994). The existence of expectational gaps, impacts and controversy relating to contemporary gambling operations thus clarifies why gambling providers are under pressure to manage their gambling operations in a more socially responsible manner. Community Leader Perceptions Of The Social And Economic Impacts Of Indian Gaming, Patricia L. Janes, Jim Collison

The development of casino gambling in recent years whether through state-regulated or Native American gaming operations has resulted in increased concern over social and economic impacts. This study assessed perceptions of eight community leaders as to how the area was affected by a major expansion of a Native American casino. Leaders were interviewed prior to and several years after the completed expansion. Leaders felt the expansion had contributed positively to the community but noted increased social concerns. Overall, economic impacts were positive, however, the uniqueness of a Native American casino operation posed other challenges.

Japanese law does not treat Pachinko as a form of gambling but rather as a leisure activity. Even though it is classified as a leisure activity, regulators still see a risk that Pachinko may stir up one's gambling spirit. Pachinko parlors are facing a reduction in number of visitors. Pachinko is becoming a popular investment for chain operators through domestic and foreign capital.

Perceptions Of A Bible Belt State's Proposed Casino Gaming Legislation By Religious Affiliation: The Case Of Kentucky Residents, Desmond O. Brown, Mary G. Roseman, Sunny Ham

This study seeks to explore whether differences exist among Kentucky residents' perception of casino gaming based on religious affiliation. A survey was conducted to sample 600 residents regarding currently a widely debated introduction of land-based casinos in the state, yielding a response rate of 38.4%. The results support earlier studies regarding the impact religion has on people's attitudes toward gaming. The findings suggest that Catholics have a more positive attitude toward the legalization of gambling than persons of Protestant faiths.

This study investigates the elements of casino atmospherics from the perspective of slot machine players in a Las Vegas Strip casino. Guest responses to a survey instrument that was developed to measure the elements of casino atmosphere were collected and quantitatively analyzed. The results of this study suggest that the design elements of floor layout and theme may be most closely aligned with the concept of casino atmosphere from the perspective of a slot player. This outcome supports the gaming industry's long-standing emphasis on these two areas of casino design. The study also provides further insight about physical evidence in …

Stakeholders of the hospitality industry, defined as owners and managers of hotels and restaurants, from a state contiguous to states where casino gaming is legalized were questioned regarding their attitudes toward the legalization of casino gaming and their perceptions of its impact on business currently and if gaming were legalized in the state. The data were analyzed using frequency distributions, cross tabulations, and Chi Square statistics. Before gaming organizations can initiate efforts to service their customers, they must be able to effectively manage the service encounter. Although every service encounter is not necessarily critical to satisfaction, it is not always obvious which are crucial to the customer and which are not. Using critical incidents reported by gaming customers and employees, this study identifies service encounters that both parties perceive as being very satisfactory or very dissatisfactory from the customer's point of view. A significant union presence in the Las Vegas, Nevada Hotel, Gaming, and Recreation (HGR) industry juxtaposed to the near absence of unions in the Reno, Nevada segment of the same industry is used to study how unions affect wages both within the industry and in a much less unionized sector, the Wholesale and Retail Trade (WRT) industry. The results indicate that median wages of highly unionized occupations in the Las Vegas HGR industry are significantly higher than wages of identical occupations in Reno. Little difference in wages is observed in the WRT industries of the two regions. In light of …

This article summarizes the economic, fiscal, and social impact findings of The Hospitality Industry's Impact on the State of Nevada, a report issued in November1998 by the International Gaming Institute. This summary includes data on jobs, wages, output, taxes, crime, and other social issues. A brief discussion is included regarding the authors' opinions of the state's dependence on the hospitality industry and gaming taxes, as well as the potential ramifications of this dependence in a changing economic environment.

Social Costs Of Gambling: A Comparative Study Of Nutmeg And Cheese State Gamblers, William N. Thompson, Ricardo Gazel, Dan Rickman

An analysis of the social costs of problem gambling finds similar results from two surveys of gamblers in treatment in Wisconsin (N=98) and Connecticut (N=112). Cost factors examined include lost work time and unemployment, bad debts, thefts, civil court costs, criminal justice system costs, and welfare costs. The problem gambler in Wisconsin imposes an annual cost of $8,681 on other persons, while Connecticut costs amount to $15,994. The variations between the two groups surveyed are found, for the most part, in costs of thefts. The differences can be explained by the fact that legalized gambling has been established longer in …

Since the Indian Gaming Regulatory Act was passed in 1988, high-stakes bingo halls and casino operations have spread to reservations across the country and generated millions of dollars in revenues for their respective tribes. While some tribes have been able to exploit their sovereign status and establish high-stakes bingo parlors and casinos on reservations across the country, this study describes how external and internal constraints limit the adoption of gaming ventures by other tribes. Constraints include the location of the reservations, increasing competition, disagreements among tribal members, and opposition from the private and public sectors.

Concerns about student gambling behavior are often based on the popular opinion that students gamble all the time, that students spend too much money gambling, and that students readily become addicted to gambling. The purpose of this study was to examine whether popular opinions related to student gambling are factually based. This was done by examining the relationship among demographics, gambling practices, and views of personal gambling practices of Central Michigan University students. The study results suggest that these popular opinions regarding student gambling may not be factual, or at least may not be as serious as initially perceived.

True leaders emerge and earn their right to lead — not as a result of an organization’s day-to-day activities — but through courageous acts exhibited during the organization’s defining moments, whether such moments be characterized as stable or disastrous. Remaining strong and steadfast in testy situations while demonstrating the ability to bond to earn the trust of others are the predominant emotional and interpersonal characteristics on display when a leader earns his or her right to lead.
