NotiEn: An Analytical Digest About Energy Issues in Latin America

This article discusses accusations of alleged collusion between the Zetas Cartel and mining companies located in Coahuila, Mexico. The Mexican federal government is looking into the involvement of the Federal Electricity Commission, which may have served as a money laundering entity. The article also details some of the human rights abuses that may have taken place in the mines under the control of the Zetas, and examines the presence of organized crime in the Mexican economy.

Optical-Based Sensors For Monitoring Corrosion Of Reinforcement Rebar Via An Etched Cladding Bragg Grating, Faisal Rafiq Mahamd Adikan, M.R. Abu Hassan, M.H. Abu Bakar, K.D. Dambul

In this paper, we present the development and testing of an optical-based sensor for monitoring the corrosion of reinforcement rebar. The testing was carried out using an 80% etched-cladding Fibre Bragg grating sensor to monitor the production of corrosion waste in a localized region of the rebar. Progression of corrosion can be sensed by observing the reflected wavelength shift of the FBG sensor. With the presence of corrosion,the etched-FBG reflected spectrum was shifted by 1.0 nm. In addition, with an increase in fringe pattern and continuously, step-like drop in power of the Bragg reflected spectrum was also displayed.

During the last thirty years of the 20th century, there was a proliferation of dialogues between Palestinians and Israelis. Participants in early unofficial dialogues sometimes became negotiators for official dialogues, or articulated positions which were later presented in public Track II negotiations such as the Geneva Accords. Nevertheless, the Palestinian-Israeli conflict has not been transformed, and seems more intractable now than in many years. How can international trade negotiations provide incentives or limit progress on domestic and international climate change policy? This presentation will explore how trade negotiations can reduce trade barriers to low carbon produced goods, the implications of the World Trade Organization (WTO) and free trade agreements, and how pricing carbon to reduce greenhouse gas emissions can lead to international competitiveness and carbon leakage concerns. This presentation will consider the implications of the November 6th election on short and long-term climate policy initiatives.

Pharmacology and Nutritional Sciences Faculty Publications

Astrocytes are the most abundant cell type in the brain and play a critical role in maintaining healthy nervous tissue. In Alzheimer's disease (AD) and most other neurodegenerative disorders, many astrocytes convert to a chronically "activated" phenotype characterized by morphologic and biochemical changes that appear to compromise protective properties and/or promote harmful neuroinflammatory processes. Activated astrocytes emerge early in the course of AD and become increasingly prominent as clinical and pathological symptoms progress, but few studies have tested the potential of astrocyte-targeted therapeutics in an intact animal model of AD. In the 18 years since the genocide, Rwanda has transitioned into a prosperous and peaceful country. However, the need for peacebuilding actors is not removed. Currently, programs in peace, unity and reconciliation work independent from each other. A primary concern regarding school facilities was the lack of a comprehensive assessment of some 1200 schools in the state in over 250 independent public school districts. Current research indicates that care provision by advanced practice nurses reduces cost, decreases length of stay and readmission to hospitals, and improves patient quality of life.
