Access Threatened: A Comparison Of The 2003 And 2009 Recessions, Steve Katsinas, Janice N. Friedal

Journal of Collective Bargaining in the Academy

State-level community college coordination and governance structures are highly varied

across the 50 states. Some states have two separate governing boards, one for community

colleges and another for the other public higher education institutions; others have one higher

education governing and/or coordinating board for all public higher education institutions. A few

states have one statewide board that coordinates elementary and secondary education and also

coordinates community colleges. (Tollefson, Garrett, Ingram, & Associates, 1999).

Despite these significant differences in structure and governance, members of the

Members of SEBAC's unions have always supported being part of the solution to Connecticut's fiscal

crisis. In 2009 we provided nearly a billion dollars in savings to state taxpayers, by far the· most significant

contribution of any group toward solving the state's budget deficit. But we warned at the time that the deficit

would only continue to grow if elected officials tried to cut their way out of the economic crisis, instead of

focusing on rebuilding the economy· and providing jobs.

The financial realities we have dealt with in Connecticut and throughout our country in

the past year and a half have forced us to reevaluate the traditional relationship between college

administrators and faculty. In the most narrow, clichéd sense, administrators want the freedom

to make decisions and the faculty just wants to be left alone. The current economic crisis has

given us an opportunity to reexamine and forge a new relationship between our management

teams and our faculty ranks.

The Bridge: Interdisciplinary Perspectives on Legal & Social Policy

In spite of significant advances in the prevention, diagnoses, and treatment of most chronic diseases, there is evidence that racial and ethnic people of color tend to receive lower quality of care and less preventive interventions than the majority members of a community. While our health system should improve its efforts at addressing and reducing disproportionality in health care, African Americans can make behavioral changes through diet and exercise that will reduce their susceptibility to chronic illnesses. This article first reviews the prevalence, disparities, and characteristics of chronic diseases impacting the African American population. Second, it discusses culturally connected practices …

Educational Genocide: Examining The Impact Of National Education Policy On African American Communities, Christopher B. Knaus, Rachelle Rogers-Ard

The Bridge: Interdisciplinary Perspectives on Legal & Social Policy

Abstract This paper clarifies the cumulative impact of the current national education policy on African-American children, which ultimately aims to limit local control of urban schools. The authors argue that urban schools in the United States are increasingly required to rely upon temporary teachers who are trained to implement a curriculum focused on standardized testing. The No Child Left Behind Act and the current Duncan administration’s approach to closing (and re-opening) schools combines to further exclude low-income community involvement in local schools. Praying Hands: Influences Of Religiosity And Spirituality On Sexual Risk-Taking Among Black, College-Attending Emerging Adults, Tralonda C. Triplett

The Centers for Disease Control and Prevention have confirmed persistent disproportionate burdens of HIV/AIDS among Black populations in the United States. While treatment advancements have greatly improved qualities of life for persons living with HIV/AIDS, prevention efforts remain focused to reduce incidence among vulnerable populations. Research distinguishing emerging adulthood in the US has characterized it entailing identity formations influencing sexual risk-taking. Religiosity and spirituality have remained pivotal in Black cultures influencing beliefs and normative behaviors around pre-marital sex. The Praying Hands study combines ethnic, demographic, contextual and socio-environmental factors to investigate influences of religiosity and spirituality on HIV risks among …

The European Commission published a White Paper on 2 April 2008 on damages actions for breach of EU antitrust rules. The content of the White Paper is since then being prepared to be converted into EU legislation on private antitrust enforcement. This paper presents the developments in private antitrust enforcement in Poland after 2 April 2008. It commences with an outline of EU actions in this field which act as an introduction to the more detailed analysis of recent jurisprudential and legislative developments in Poland.
