In 2010, the US Intelligence Advanced Research Projects Activity (IARPA) announced a 4-year forecasting “tournament”. Five collaborative research teams are attempting to outperform a baseline opinion pool in predicting hundreds of geopolitical, economic and military events. We are contributing to one of these teams by eliciting forecasts from Delphi-style groups in the US and Australia. We elicit probabilities of outcomes for 3-5 monthly questions, such as: Will Australia formally transfer uranium to India by 1 June 2012? Participants submit probabilities in a 3-step interval format, view those of others in their group, share, rate and discuss information, and then make …

The growth in the use of computers in all aspects of our lives has continued to increase to the point where desktop, laptop, netbook or tablet computers are now almost essential in the way that we communicate and work. As a result of this, and the fact that these devices have a limited lifespan, enormous numbers of computers are being disposed of at the end of their useful life by individuals or/and organisations. As the cost of computing has reduced, the level of ‘consumerisation’ has increased together with the requirement for mobility. This has led to an increasing use of …

E-Learning Modules
Children with special health care needs (CSHCN) are increasingly prevalent in US hospitals. The pediatric hospitalist is often the primary provider of inpatient care for these patients. However, exposure to this patient population during training varies from provider to provider. No published educational curricula are specific to the inpatient care of this population. The purpose of this project is to build a multi-modal educational curriculum for providers with the overall goal of improving inpatient care for this at-risk population.
This curriculum is primarily composed of a series of topic-specific learning modules. Asynchronous learning modules, utilized appropriately, can augment learning by …

Cyberterrorism: Addressing The Challenges For Establishing An International Legal Framework, Krishna Prasad
Cyberterrorism: Addressing The Challenges For Establishing An International Legal Framework, Krishna Prasad
Australian Counter Terrorism Conference
The increase of international cyberterrorism in recent years has resulted in computer-based criminal activities that generate worldwide fear, destruction and disruption. National laws and policies that address cyberterrorism are mainly limited to developed nations and are not cohesive in managing 21st century cyberterrorism. Given the absence of an international legal framework to address cyberterrorism, authorities and governments around the world face extreme challenges in finding and prosecuting those responsible for cyberterrorism. This article argues for the need for a cohesive international legal framework; highlights key elements to establish an effective international legal framework; and identifies existing international treaties and cross-border …

Defence In Depth, Protection In Depth And Security In Depth: A Comparative Analysis Towards A Common Usage Language, Michael Coole, Jeff Corkill, Andrew Woodward
Australian Security and Intelligence Conference
A common language with consistency of meaning is a critical step in the evolution of a profession. Whilst the debate as to whether or not security should be considered a profession is ongoing there is no doubt that the wider community of professionals operating in the security domain are working towards achieving recognition of security as a profession. The concepts of defence in depth, protection in depth and security in depth have been used synonymously by different groups across the domain. These concepts represent the very foundation of effective security architecture are hierarchical in nature and have specific meaning. This …

Temporal Subjectivities: Time And Difference In Hegel's Thought, Kristin Sue Gissberg
Temporal Subjectivities: Time And Difference In Hegel's Thought, Kristin Sue Gissberg
Electronic Theses and Dissertations Archive
The primary purpose of the dissertation is to fill what I saw to be a gap in Hegelian scholarship, and in particular, in feminist critiques of Hegel. What I have found to be lacking in much of the literature on Hegel, and those that centerpiece his understanding of subjective differences, is that by isolating parts of his thought, they do not follow his work through to its conclusion, and in doing such, they critique him for a position he does not commit to. In reply, the dissertation assumes a double gesture: I take up the feminist concern with difference generally …

The Cocheros Of American-Occupied Manila Representations And Persistence, Michael D. Pante
The Cocheros Of American-Occupied Manila Representations And Persistence, Michael D. Pante
Philippine Studies: Historical and Ethnographic Viewpoints
Thisarticle discusses colonial misrepresentations of a marginalized occupational group in the American Philippines. Colonial authorities had pinned their hopes on the transformative power of motorized transportation, which they introduced in Manila. They regarded cocheros or carriage drivers as relics of a backward past that the progress of modernity would render extinct. However, the cocheros were not easily eradicated, and frustrated colonial authorities tagged them as barriers to modernity. Thisarticle analyzes this colonial discourse and offers a nuanced characterization of a voiceless yet ubiquitous group. Keywords: Urban transportation • working classes • American colonialism • modernity • imperialism
Figures Of Migration Gender, Kinship, And The Politics Of Representation, Resto S. Cruz I
Figures Of Migration Gender, Kinship, And The Politics Of Representation, Resto S. Cruz I
Philippine Studies: Historical and Ethnographic Viewpoints
Thisarticle examines differences in the discursive representations of male and female overseas Filipino workers. Men have less discursive visibility than females, but men are seen as responsible breadwinners, virile, and/or threatening socioeconomic and international hierarchies, while women are contradictorily portrayed as heroines and bad mothers. These representations result from migration’s tensions and contradictions with historically established gender and kinship norms. Because these norms are central to Philippine class and status hierarchies, elite and middle-class anxieties thus mediate migrants’ representations. Further, the state and global political economy shape these representations. This examination compels a rethinking of Philippine migration flows as feminized. Keywords: …
