Responding To Foreclosures In Cuyahoga County 2011 Evaluation Report, Kathryn W. Hexter, Molly Schnoke

All Maxine Goodman Levin School of Urban Affairs Publications

The foreclosure crisis hit Cuyahoga County earlier and harder than the rest of the nation. The crisis continues to weaken the County’s already weak housing market, as evidenced by declining property values, increasing numbers of vacant and abandoned properties and the continuing high rates of foreclosure filings. In 1999, there were 4,900 residential foreclosure filings in Cuyahoga County. That number doubled to about 10,000 by 2005 and peaked in 2007 at close to 14,000. In 2011, the County had just over 11,000 residential foreclosure filings. In total, an estimated 68,000 homes in the County have been “touched” by foreclosure. The …

Naim V. Naim, Richard Delgado Jan 2012

Naim V. Naim, Richard Delgado

Faculty Articles

Part of a law review symposium on the worst Supreme Court cases, this essay nominates Naim v. Naim, in which the Court declined to review a Virginia antimiscegenation law, postponing action in this area for over a dozen years. This article argues that the Court's reluctance to enter this arena was unfortunate, short-sighted, and cruel; and that we might be a different nation if the Supreme Court had been less concerned about appearances and more about doing the right thing in 1955.

Upper South Fork Of The Flathead Users: What Social Setting Attributes Are The Most Important?, Forest Waters Moulton

Graduate Student Theses, Dissertations, & Professional Papers

Previous research has shown that wilderness visitors place much value on an uncrowded social recreation setting. However, the current indicators that the Flathead National Forest has implemented to monitor this setting on the upper South Fork of the Flathead River may not satisfy several of the qualities of a good indicators, particularly “significance.” In an attempt to recommend new indicators to monitor opportunities for quality experience within this social setting, this study assessed the significance or importance of several alternative social setting attributes. It also attempted to provide meaningful qualifications to these evaluations by analyzing variation in three concepts associated …

The Importance Of Water-Based Ecosystem Services Derived From The Shoshone National Forest, Christopher Aden Armatas

Graduate Student Theses, Dissertations, & Professional Papers

There is a wide range of goods and services being provided to humans by water resources (e.g. hydropower and recreation), but there is also a diversity of stakeholders that require or desire these benefits, also known as water-based ecosystem services, for everyday life. Land managers working for the United States Department of Agriculture Forest Service in the semi-arid Rocky Mountain Region are tasked with the difficult job of managing scarce water resources in the face of competing human pressures and natural forces (e.g. climate change). Water management decisions on public lands can potentially impact the availability of a wide range …

Remedying The Misuse Of Nature, Sanne H. Knudsen Jan 2012

Remedying The Misuse Of Nature, Sanne H. Knudsen

Utah Law Review

This Article continues the work of scholars who have urged a mended view of private property and others who have described the failings of environmental laws to protect ecosystems as interconnected wholes. Joining the existing dialogue, this Article tackles the uncomfortable and controversial issues of ethical obligations, private property rights, and public ownership: It describes the shared responsibility to avoid the misuse of nature, finding support for this responsibility in literature, religion, culture, science, and law. It explains how the study of ecology has led to more mature views on nature—views that recognize the utility of nature when allowed to …

Choosing Home For Someone Else: Guardian Residential Decision-Making, Naomi Karp, Erica Wood Jan 2012

Choosing Home For Someone Else: Guardian Residential Decision-Making, Naomi Karp, Erica Wood

Utah Law Review

Sue had lived in her own home for fifty years but recently lost it due to financial exploitation by her daughter. She wanted to live as independently as possible and to avoid living in a nursing home. The public guardianship program found her an affordable apartment in a senior residence, and arranged for in-home care, transportation, and visiting nurses when needed. Several elderly tenants in the same building used the same in-home care staff, so the hours were easier to work out. The guardianship program also sought restitution from the daughter. A fifty-three-year-old man with an intellectual disability was injured …

Understanding Financial Regulation, Eric J. Pan Jan 2012

Understanding Financial Regulation, Eric J. Pan

Utah Law Review

This Article has presented a framework to understand how regulators approach financial regulation. The framework suggests regulators must address three questions: what strategy, what task, and what source. What strategy refers to rulemaking, supervision, certification, or enforcement; what task refers to defining content, facilitating compliance, and pursuing enforcement; what source refers to public or private completion of the regulatory strategy. To this end, the framework provides the regulator with a menu of choices from which to select an appropriate regulatory strategy. One important application of the framework is to facilitate the cooperation and coordination of financial regulation across borders. One …

Chromite-Hosted Silicate Melt Inclusions From Basalts In The Stravaj Complex, Southern Mirdita Ophiolite Belt (Albania), Izabella Havancsàk, Friedrich Koller, Jànos Kodolànyi, Csaba Szabò, Volker Höck, Kujtim Onuzi

Turkish Journal of Earth Sciences

The Stravaj ophiolite compex, part of the western Mirdita ophiolite belt in Albania, is located east of the Shpati massif, and west of the Shebenik massif. The Stravaj ophiolite sequence itself consist of MOR-related and subduction-related volcanic rocks (Hoeck et al. 2007) formed by pillow lavas and various dykes. The deeper units are formed by gabbros and plagioclase-bearing peridotites. The pillow lavas are intersected by basaltic dykes with a rather primitive composition. The studied basaltic dyke contains former relics of olivine, fresh spinel and clinopyroxene phenocrysts in a glassy groundmass. The silicate phases are strongly altered. The spinels appear as …

Palaeoclimate Estimates For Selected Leaf Floras From The Late Pliocene (Reuverian) Of Central Europe Based On Different Palaeobotanical Techniques, Christine Thiel, Stefan Klotz, Dieter Uhl Jan 2012

Palaeoclimate Estimates For Selected Leaf Floras From The Late Pliocene (Reuverian) Of Central Europe Based On Different Palaeobotanical Techniques, Christine Thiel, Stefan Klotz, Dieter Uhl

Turkish Journal of Earth Sciences

To provide quantitative palaeoclimate estimates based on different palaeobotanical techniques for three contemporaneous Pliocene leaf floras, we applied the Coexistence Approach (CoA), leaf margin analysis (LMA), the Climate Leaf Analysis Multivariate Program (CLAMP) and the European Leaf Physiognomic Approach (ELPA). Furthermore, we compared recently published estimates from an additional locality with our data. The leaf physiognomic techniques yield lower mean annual temperatures than the CoA, which is most likely caused by taphonomic biases. Due to these potential biases we are in favour of the CoA as the most reliable method, and its palaeotemperature estimates show similar temperatures for all localities. …

Early Algona: A Digital Story, Kathy Bottaro Jan 2012

Early Algona: A Digital Story, Kathy Bottaro

Graduate Research Papers

The 1986 classic teen movie, "Ferris Bueller's Day Off' contains a scene that is all too familiar in today's high school classrooms. The history/economics teacher is addressing a classroom full of seemingly comatose students: In 1930, the Republican-controlled House of Representatives, in an effort to alleviate the effects of the ... anyone? anyone? the Great Depression, passed the ... anyone? anyone? the tariff bill? The Hawley-Smoot Tariff Act? Which, anyone? Raised or lowered? ... raised tariffs, in an effort to collect more revenue for the federal government. Did it work? Anyone? Anyone know the effects? It did not work, and …

Designing Pots: Determining Orange Incised Design Variation And Distribution At The Rollins Shell Ring Site And The Guana Shell Ring Site In Florida, Margaret Kathryn Wrenn

LSU Master's Theses

Orange pottery is a Late Archaic (5000-3000 B.P.) fiber-tempered pottery found throughout northern and central Florida, though the heartland of the ware is considered to be in the northeastern part of Florida. Orange pottery is most commonly plain, but incised Orange pottery is frequently found at shell ring sites on the eastern Florida coast. Prior examinations of Orange Incised pottery have indicated design considerable homogeneity in design at Orange Period sites. The highest percentage of decorated pottery is found at shell ring sites. For this thesis, I conducted an analysis and comparison of Orange Incised pottery collections from two contemporaneous …

Drought In Georgia: Water Scarcity Issues And Implications, Samantha Kay Chaisson Jan 2012

Drought In Georgia: Water Scarcity Issues And Implications, Samantha Kay Chaisson

LSU Master's Theses

Population growth and hydrological drought threaten the water supply of Atlanta, Georgia. In Georgia, water policy changed rapidly due to stress on the resource, regulation increased, and the state promoted a “culture of conservation” to combat water scarcity. This study examines how regulatory measures, including legislative acts and Governor’s executive orders, have impacted the population’s attitudes and behaviors towards water consumption. Furthermore, public spaces are used to measure public perception of water policy, and serve as a physical representation of the culture shift.

Idiosyncratic Distances: Impact Of Mobile Technology Practices On Role Segmentation And Integration, Nicolas Battard, Vincent Mangematin Jan 2012

Idiosyncratic Distances: Impact Of Mobile Technology Practices On Role Segmentation And Integration, Nicolas Battard, Vincent Mangematin

Articles

Mobile technologies have brought convenience, flexibility and connectedness in our lives by enabling us to be reachable anywhere and anytime. All of our environments such as work and home converge through a single device and we can now receive private calls at work and professional calls during the weekend. Mobile technologies have transformed geographical distances and allow unplanned interruptions. While boundary theory suggests that individuals create, maintain and modify their boundaries in order to classify and simplify their environments, we focus here on how people use their devices and manage the boundaries that have been erased by mobile technologies. Based …

A quantitative bibliometric method was used to analyze and count the circulation records of forty-four students over a three year period. The circulations to the boys in the study were compared to the circulations to the girls. Records revealed that on average, boys in third grade borrowed more books than the girls in the study, but girls selected more books …

Are Perceptions Reality? A Look At Subjective Well-Being In East Timor, Emily Klungtvedt Jan 2012

Are Perceptions Reality? A Look At Subjective Well-Being In East Timor, Emily Klungtvedt

Graduate Student Theses, Dissertations, & Professional Papers

Subjective well-being has been of growing interest over the past several years for multiple reasons. One reason is that this model gives an idea of the importance of the determinants (education, employment, etc.) of individual life satisfaction. But the question arises, does the relative importance of each explanatory variable in the subjective well-being model match the relative importance of individual’s perceptions of the most important factors to increase overall life satisfaction? For example, if the model suggests that employment status is the most important factor for improving subjective well-being do people perceive this to be true as well? This study …

Mountain Pine Beetle Outbreaks In High Elevation Whitebark Pine Forests: The Effects Of Tree Host Species And Blister Rust Infection Severity On Beetle Productivity, Edith Mary Dooley

Graduate Student Theses, Dissertations, & Professional Papers

In recent years, the mountain pine beetle (MPB, Dendroctonus ponderosae) has caused dramatic levels of mortality of whitebark pine (Pinus albicaulis). This keystone and foundation tree species is also being killed by the exotic fungus, Cronartium ribicola, which causes the disease white pine blister rust (WPBR). This study examines MPB productivity in whitebark pine compared to that in lodgepole pine, and also in whitebark pine of varying WPBR infection severities to determine if either of these host factors contributes to the current, dramatic MPB outbreaks in whitebark pine. To evaluate host tree effects on MPB, I tracked attack densities, emergence …
