Access Threatened: A Comparison Of The 2003 And 2009 Recessions, Steve Katsinas, Janice N. Friedal

Journal of Collective Bargaining in the Academy

State-level community college coordination and governance structures are highly varied

across the 50 states. Some states have two separate governing boards, one for community

colleges and another for the other public higher education institutions; others have one higher

education governing and/or coordinating board for all public higher education institutions. A few

states have one statewide board that coordinates elementary and secondary education and also

coordinates community colleges. (Tollefson, Garrett, Ingram, & Associates, 1999).

Despite these significant differences in structure and governance, members of the

National Council of State Directors of Community Colleges (NCSDCC) are well-positioned to

comment on issues of …

How Arbitrators Decide, Howard Parish

Journal of Collective Bargaining in the Academy

This paper is a brief review of the factors that come into play in an attempt at

grievance adjudication and the possibility of final resolution employing the

procedures encountered during an arbitration hearing. It will touch on some of

the factors that should guide the advocate for both the employer and the

employee. It will also point out some of the criteria that should be employed to

make the process more effective. It is by no means exhaustive in attempting to

address the many complexities that come into play during grievance processing

and the intricacies employed in the arbitration hearing. …

Social Equity, Or Merely Budget Equilibrium? The Social Responsibility Of The University Amidst Fiscal Crisis, Steve Teixeira Nov 2012

Social Equity, Or Merely Budget Equilibrium? The Social Responsibility Of The University Amidst Fiscal Crisis, Steve Teixeira

Journal of Collective Bargaining in the Academy

For the almost forty years since their emergence, California’s public higher education unions have primarily engaged

with management over their members’ share of the state’s resources. The core goal was to obtain a bigger share of a

growing budget pie, with some contractual protections against arbitrary management actions, so members could enjoy

the share their union had won them. As long as this goal could be realized, the majority of California higher education

unions rarely ventured beyond traditional contract bargaining, hardly advocating any vision of the larger purposes and

priorities of public higher education.

Whither the National Labor Relations Board?

Go to the NLRB’s website and you’ll find only two faces and two names:

• Wilma B, Liebman, Chairman, and

• Peter Carey Schaumber, now in his second term.

The page also lists three vacancies. Why? “The National Labor Relations Board

has operated with only two members for more than two years because Democrats refused

to confirm President George W. Bush’s nominees because of complaints that they were

pro-business. Republicans now are blocking President Obama’s nominees, complaining

that some favor union interests.” [Jesse J. Holland, “Supreme Court looks at labor board,”

Educational Genocide: Examining The Impact Of National Education Policy On African American Communities, Christopher B. Knaus, Rachelle Rogers-Ard Nov 2012

Educational Genocide: Examining The Impact Of National Education Policy On African American Communities, Christopher B. Knaus, Rachelle Rogers-Ard

The Bridge: Interdisciplinary Perspectives on Legal & Social Policy

Abstract This paper clarifies the cumulative impact of the current national education policy on African-American children, which ultimately aims to limit local control of urban schools. The authors argue that urban schools in the United States are increasingly required to rely upon temporary teachers who are trained to implement a curriculum focused on standardized testing. The No Child Left Behind Act and the current Duncan administration’s approach to closing (and re-opening) schools combines to further exclude low-income community involvement in local schools. These efforts to control the development, hiring, and evaluation of local educators further expands educational racism that silences …

Investigating The Dynamics Of Basaltic Volcano Magmatic Systems With Space Geodesy, Michael S. Baker Nov 2012

Investigating The Dynamics Of Basaltic Volcano Magmatic Systems With Space Geodesy, Michael S. Baker

Open Access Dissertations

Many discoveries have been made about the dynamics of active volcanoes around the world. Studies of the physical and chemical processes have lead to a better understanding of magma generation, evolution, and collection within the crust. The purpose of this research is to use space geodetic techniques to generate time series of surface displacements to study and monitor active volcanoes. Interferometric synthetic aperture radar (InSAR) and global positioning system (GPS) data provide a way to measure the displacement associated with the migration and storage of magma within a volcano at unprecedented spatial and temporal resolutions. With these data, we can …

Gendered Governing: Leadership Experiences Of Seven Women Former Governors, Deborah A. Havens Nov 2012

Gendered Governing: Leadership Experiences Of Seven Women Former Governors, Deborah A. Havens

Master's Theses and Doctoral Dissertations

Fifty years ago, Second Wave feminists theorized that American culture was dominated by patriarchal systems that subordinated women to second class citizenship status (Brown, 1988; Dolan, Deckman & Swers, 2010). In the 21st century, women have become highly visible candidates for office on a national level. Since 1925, 31 women have served as governors; 20 were elected to office, three replaced their husbands, and eight became governor by Constitutional succession (CAWP, 2012). Many women of the Third Wave generation, or Post-feminists, reject the theory that male oppression continues to influence women’s life choices, some claiming that there is no need …

Intraspecific Diversity In Sinningia Speciosa (Gesneriaceae: Sinningieae), And Possible Origins Of The Cultivated Florist's Gloxinia, David Zaitlin Nov 2012

Intraspecific Diversity In Sinningia Speciosa (Gesneriaceae: Sinningieae), And Possible Origins Of The Cultivated Florist's Gloxinia, David Zaitlin

Kentucky Tobacco Research and Development Center Faculty Publications

BACKGROUND AND AIMS: The florist's gloxinia is a familiar houseplant in the Gesneriaceae, the botanical family that includes the African violet (Saintpaulia) and other ornamental species. The gloxinia's wild progenitor is Sinningia speciosa (Lodd.) Hiern, a Brazilian endemic. Although it has been cultivated for almost 200 years, little is known about the genetic diversity in S. speciosa, how the wild populations relate to one another or even where the cultivated forms originated. Using available wild collections, preliminary phenetic and phylogenetic investigations were conducted to elucidate the interspecific relationships within S. speciosa and to infer the origins of the cultivars.
