Targeting Co-Belligerents, Jens David Ohlin
Cornell Law Faculty Working Papers
One of the central controversies of the targeted killing debate is the question of who can be targeted for a summary killing. The following chapter employs a novel normative framework: how to link an individual terrorist with a non-state group that threatens a nation-state. Six linking principles are catalogued and analyzed, including direct participation, co-belligerency, membership, control, complicity and conspiracy. The analysis produces counter-intuitive results, especially for civil libertarians who usually eschew status principles in favor of conduct principles. The concept of membership, a status concept central to international humanitarian law, is ideally suited to situations, like targeted killings, that …

To create a much-needed program for training novice and volunteer English teachers, Dr. Lynn Henrichsen put together a team of interested TESOL graduate students who developed materials and resources for this purpose. Under his supervision and mentorship, each student helped with the development of units for a website and book titled, Basic Training and Resources for Teaching English to Speakers of Other Languages (BTRTESOL). Recognizing the target audience as novice teachers with little or no training in teaching English as a second language, each graduate student approached the development of each unit for this BTRTESOL program with this in mind. …

The amount of time nurse managers and senior leadership spend with frontline or bedside staff impacts their ability to empower, engage and retain staff. Improving nurse satisfaction in relationship to teamwork, perception of senior leadership and attitude about direct management should be a priority of all organizations. Leaders that recognize the power of an intergenerational and interdisciplinary workforce will be influential for dynamic change and visionary development. Advancing overall teamwork as a nursing department, developing a better rapport with senior leadership and improving the relationship between direct management and front-line nurses is in the best interest of patient care.

A multicarrier modulation position determination method that includes deploying at least one known receiver with a known location and a second receiver with an unknown location. Aphasia is an acquired communication disorder that currently affects about one million people in the United States. Although people with aphasia receive rehabilitation services, they often return to the community with barriers that impact participation in activities that are meaningful to them. Few research studies have investigated factors influencing participation in aphasia and people with aphasia are often excluded from research due to their language impairment. The purpose of this exploratory qualitative study was to identify the most common barriers and facilitators to community participation, as perceived by people with chronic aphasia following stroke. Activation of electrogenic pump molecules can be realized by a dynamic entrainment procedure which includes two steps: synchronization of individual pump molecules to work at the same pumping pace, and gradual modulation of the synchronization frequency. Na/K pump molecules were used as an example in a physiological operating mode by applying the concept of an electronic synchrotron to the biological system. It was shown that individual Na/K pump molecules can be synchronized by a well designed oscillating electric field. The synchronized pump currents show separated inward and outward pump currents and a magnitude ratio of 3:2 reflecting stoichiometric number of …

A device for the precise and accurate potentiometric pH measurements in situ. Embodiments of a potentiometric device according to the invention consist of one or more glass pH-sensitive electrodes connected to a potentiometer. A key feature of the device is that, rather than being calibrated conventionally with buffers, it can be calibrated with an in situ device that measures pH spectrophotometrically. Spectrophotometric pH measurements obtained via sulfonephthalein absorbance measurements are inherently calibrated (do not require buffers). Thus, devices according to the invention allow for continuous potentiometric pH measurements with occasional spectrophotometric calibrations. This invention pertains to inhibitors of atrial natriuretic peptide receptor A (NPRA) function, such as small interfering RNA (siRNA), useful for reducing the inflammation associated with many human diseases, such as asthma, respiratory syncytial virus (RSV) infection, and cancers (such as melanoma, lung cancer, and/or ovarian cancer) by interfering with NPRA gene expression or otherwise reducing NPRA function within a subject; and methods for treating a subject suffering from, or at risk of developing, an inflammatory disease, respiratory allergy (such as allergic rhinitis and asthma), viral infection, and/or cancer by administering such NPRA inhibitors to the subject.

Does The Concentration Of Parolees In A Community Impact Employer Attitudes Toward The Hiring Of Ex-Offenders?, Cassandra A. Atkin-Plunk, Gaylene Armstrong
Criminology and Criminal Justice Faculty Publications
Finding legitimate employment upon release from prison is an important, yet daunting, aspect of offender reentry. Researchers have argued that negative employer attitudes toward hiring ex-offenders act as a barrier during the job search process. This study explored existing attitudes of employers in their willingness to hire ex-offenders in the current labor market and determined whether these attitudes were dependent on the concentration of ex-offenders in the surrounding geographical community. Mail surveys and follow-up telephone contacts with a random sample of businesses that typically employ ex-offenders within 12 Texas zip-codes (six high parolee concentrations, six low parolee concentrations) were conducted. …

Visual Thinking In The Classroom (2) “Read For A Minute, Discuss For An Hour”, Ebony E.A. Coletu

Recent research shows that visual arguments understood in less than thirty seconds persuade more effectively than lengthy reports detailing evidence that refutes commonly accepted claims. What does this mean? We need to teach visual argument. This does not displace the need for research papers or encourage cut-and-paste graphics to substitute for critical thinking skills. Visual arguments can help question or undo assumptions, strip claims down to evidence and change the way we deal with the tendency to affirm existing views in the research process.
