Due to many cyber attacks in the last years, governments are realizing how vulnerable they have become should there be a break out of a cyberwar. This urged them to establish a cyber warfare information infrastructure in a short time. However, this cyber warfare information infrastructure relies heavily on public infrastructures, like electricity and the Internet, which will be most likely targeted themselves. Therefore, a cyber warfare information infrastructure is by definition a vulnerable infrastructure that needs to be secured against attacks and made resilient. Priority Resource Access Mediates Competitive Intensity Between An Invasive Weevil And Native Floral Herbivores, Svata M. Louda, Tatyana A. Rand, A. A. R. Kula, A. E. Arnett, N. M. West, Brigitte Tenhumberg

Mechanisms underlying invasive species impacts remain incompletely understood. We tested the hypothesis that priority resource access by an invasive biocontrol weevil, Rhinocyllus conicus, intensifies and alters the outcome of competition with native floral herbivores over flower head resources of the non-target, native host plant Cirsium canescens, specifically with the predominant, synchronous tephritid fly Paracantha culta. Four main results emerged. First, we documented strong, asymmetric competition, with R. conicus out-competing P. culta. Second, weevil priority access to floral resources accelerated competitive suppression of P. culta. The Cuny Academic Commons: Fostering Faculty Use Of The Social Web, Matthew K. Gold, George Otte

This paper analyzes the implementation of an academic social network that connects faculty members, administrators, and graduate students in a multi-campus university system. Part of a new generation of university-sponsored virtual spaces that foreground social networking, the CUNY Academic Commons has fostered a growing community of members who use the site to collaborate with colleagues across the system. This paper describes the processes involved in creating the site and offers guidance to institutions considering similar projects.

This article uses the life and experiences of an Italian immigrant and labor militant, Carlo Demolli, to examine a range of issues, including: the intersection of ethnic and national identity and labor militancy and solidarity in the organizing efforts of the United Mine Workers of America (UMWA) among the ethnically diverse workforce of coal miners in the American West at the turn of the 20th century; the role of a "language of solidarity" as expressed in an Italian language version of the UMW Journal, Il Lavoratore Italiano, in sustaining a militant Italian immigrant workforce in the coal mines; and the …

Between "Voluntary Migrants" And War Refugees: The Health Of The Shan Burmese Migrant Workers In Northern Thailand, Nishant Verma, Celina Su, Coralie Chan, Peter Muennig

The Shan are a large migrant group from Burma (Myanmar) found within Thailand. While some Shan migrate to escape the civil war within Burma, others migrate for economic opportunity. Despite the size of this population, little is known about their health. Our study highlights the need for expanded access to primary care among this Shan population. Despite the arduous and trying journeys of these Shan migrants, they do not display the level of health sometimes attributed to health selection among immigrant groups.

The C.R.E.A.T.E. (Consider,Read, Elucidate hypotheses, Analyze and interpret data, Think of the next Experiment)method uses intensive analysis of primary literature in the undergraduate classroom to demystify and humanize science. We have reported previously that the method improves students’ critical thinking and content integration abilities, while at the same time enhancing their self-reported understanding of “who does science, and why.” We report here the results of an assessment that addressed C.R.E.A.T.E. students’ attitudes about the nature of science, beliefs about learning, and confidence in their ability to read, analyze, and explain research articles. This essay examines the institutionalization of environmental concerns, primarily focusing on NAFTA, and argues that the 1994 agreement should be seen as a positive first attempt to raise the profile of environmental concerns within discussions of expanding global trade. More specifically, NAFTA and subsequent U.S. FTAs have contributed to the growth of procedural environmental rights that have the potential to deepen democracy in the wider political system. Given that free trade agreements represent the U.S. approach to world trade at present, this paper takes the practical position that building on NAFTA’s foundation, opportunities exist to continue promoting environmental sustainability within …

Within the National Weather Service River Forecast System, water supply forecasting is performed through Ensemble Streamflow Prediction (ESP). ESP relies both on the estimation of initial conditions and historically resampled forcing data to produce seasonal volumetric forecasts. In the western US, the accuracy of initial condition estimation is particularly important due to the large quantities of water stored in mountain snowpack. In order to improve the estimation of snow quantities, this study explores the use of ensemble data assimilation. We present measurements which show that the tidal Ems River in Germ any is extremely muddy over a 30 km + turbid zone, with fluid mud o f 1-2 m thickness covering the bed with suspended sediment concentrations (SSC) o f greater than 50 kg.m-3. Moreover, we show that these elevated SSC contain large quantities of organic material which deplete dissolved oxygen (DO) and produce summertime hypoxic zones. Using mathematical modeling, we develop simplified representations o f the estuary physics that reproduce the tidally-averaged circulation, SSC distribution, and oxygen depletion. Reliability of freight movement in urban areas is an important issue to manufacturing or service companies whose operation is based in just-in-time approaches. Low flow forecasting, days or even months in advance, is particularly important to the efficient operation of power plants and freight shipment. This study presents a low flow forecasting model with a lead time of 14 days for the Rhine River. The forecasts inherit uncertainty sources mainly because of model parameterization. Therefore, a systematic uncertainty analysis is applied to indicate the major uncertainty sources in the results. Firstly, the Rhine basin is divided into 7 major sub-basins. It is widely recognized that hydrological models are subject to parameter uncertainty. However, little attention has been paid so far to the uncertainty in parameters of the data-driven models like weights in neural networks. Across the state, region, and nation highway safety investigators have developed a wide variety of tools and techniques for highway safety investigation procedures. Analysis techniques can range from systematic evaluation approaches such as the Oregon Department of Transportation’s (ODOT’s) Safety Priority Index System (SPIS) down to specific localized safety assessment strategies. It is important to develop consistent methods for safety evaluations across Oregon to ensure that safety investigations are conducted in a similar manner. It is also important to develop a screening process for proper highway safety investigations and document the procedures used for this assessment.

A Comment On Restatement Third Of Torts’ Proposed Treatment Of The Liability Of Possessors Of Land, George C. Christie

In §§ 51 and 52 of the forthcoming second volume of the Restatement (Third) of Torts: Liability for Physical and Emotional Harm, the reporters have sought to accommodate the trend to extend the liability of possessors of land to trespassers. The courts that have led the way in this legal transformation of the traditional common law have largely focused on the foreseeability of the trespasser and of the likelihood of injury from the disrepair of the premises. The Restatement (Third) takes a different approach by focusing on the flagrancy of the trespass, a concept with significant moral connotations. I argue …

Outdoor Recreation Participation Of Pennsylvanians With Disabilities, Elizabeth H. Weybright, Alan R. Graefe, Andrew J. Mowen, Nate E. Trauntvein

Approximately 16% of United States residents report having some sort of physical disability that limits their recreation participation. Many of these individuals may have an abundance of free time due to unemployment, part-time work status, or retirement, and therefore recreation and leisure have the potential to provide great meaning in their lives. Qualitative and quantitative data from a State Comprehensive Outdoor Recreation Plan was used to better understand the outdoor recreation habits and perceptions of Pennsylvania residents with disabilities. Using descriptive, chi square, and ANOVA statistics, results indicate that these individuals perceive fewer benefits from outdoor activities, experience different types …
