Message from President: Few would doubt that LSU and Louisiana higher education have made enormous progress over the last thirty-odd years. The notion that history progresses and that institutions advance has been out-of-fashion for aeons, yet it does seem that the onetime Old War Skule and its cohort campuses are doing a lot more in a much better way than they did at their inceptions. Navy AM2 mats are used as portable aircraft landing platforms for the Short Take-off/Vertical Landing (STOVL) aircraft operations. This investigation presents the study performed to determine whether the surface discoloration is a precursor to degradation in the mechanical property of the AM2 mat material. The red discoloration on the mat surfaces had a clear correlation with the decrease in yield strength, ultimate strength, and hardness properties.

‘Giving Memory A Future’: Confronting The Legacy Of Mass Rape In Post-Conflict Bosnia-Herzegovina, Teodora Todorova

Responses to the prevalence of wartime rape in Bosnia-Herzegovina during the 1990s civil war has been characterised by a conflicting paradox between the international legal attempts by the ICTY to prosecute perpetrators, and Bosnian society’s silence, marginalisation of individual victims, and the pronounced desire to “forget” about certain aspects of wartime victimisation. Given that the contemporary prospects of retributive justice and inter-ethnic reconciliation in Bosnia-Herzegovina remain a distant prospect, the question of what can be done to reassert the ethical value of the victims of mass rape and violence continues to be of great importance. This paper explores the integration of ancient Islamic heritage in Emirati literature, particularly the history of the rise and fall of the Muslim Empire in Andalusia, in an attempt to confront regional challenges and international transformations in the current era. Navigating the intersection between heritage and identity, the Emirati poet, Saleha Ghabesh, attempts to incorporate the ancient Islamic heritage in Andalusia as a dynamics of liberation in order to articulate domestic issues integral to the geopolitics of the United Arab Emirates and the Arab region in the age of globalization. The Financial Arm Of The Farc: A Threat Finance Perspective, Thomas R. Cook

The FARC (Fuerzas Armadas Revolucionarias de Colombia or Revolutionary Armed Forces of Colombia) transformed from a traditional guerrilla group into a full-fledged insurgency because of its ability to effectively convert the proceeds derived from illegal narcotic trafficking into operational funds. Those financial capabilities allowed the FARC to challenge government authority in large swathes of the Colombian state. The FARC moved into the drug trade, initially controlling production territory and subsequently engaging in trafficking, which allowed the organization to increase its war-fighting capabilities. The Nuclear (And The) Holocaust: Israel, Iran, And The Shadows Of Auschwitz, Shmuel Nili

The main thesis of this article is that the Holocaust is indispensable for understanding Israel’s treatment of what it perceives as the greatest current threat to its security - the Iranian nuclear program. The Holocaust’s impact deviates in crucial ways from established teaching regarding balance of power in general and nuclear deterrence in particular. Mutually Assured Destruction, the distinction between capabilities and intentions, and even linkage politics - all of those basic concepts are profoundly altered in the Israeli case by the (often conscious) presence of the Holocaust. This paper reviews some of the landscape of research and development on power and energy as it pertains to the needs of the Army warfighter. It focuses on the battlefield and considers questions related to vehicles, dismounted soldiers, and forward operating bases. The context of the study is twofold: the National need to reduce the use of petroleum-based fuels and the Army’s need to reduce the logistical burden and hazards moving said fuels on the battlefield.

For decades, a lack of economic opportunity has caused instability and violence in Sub-Saharan Africa. Fortunately, U.S. Africa Command (USAFRICOM) is in a unique position to increase stability and reduce the causes of violence and extremism through new partnerships and military-to-military training. The Democratic Republic of the Congo has been appropriately acknowledged as "the rape capital of the world." While the country has been trapped in conflict, the use of rape as a weapon of war has been rampant and unyielding. The sexual violence inflicted upon women has been nothing less than brutal and destructive, physically, socially, and psychologically. This paper analyzes the use of rape as a weapon of war in the Congo, taking into context the ongoing war, cultural and social situations that facilitate its existence, and the many consequences the victims are forced to endure.
