Organophosphates such as nerve agents have been used on several occasions in the past to inflict harm upon military and civilian populations in various parts of the world. The threat of these chemicals use against the military and civilians continues today, and the suggested treatment guidelines available may be ineffective or possibly cause harm. The guidelines investigated during the research presented here all included the use of two antidotes, atropine and oxime. The efficacy of oximes has been questioned and it has been suggested that they may cause harm to the patient. Both atropine and oxime are issued to military …

Information is a critical asset on which virtually all modern organizations depend upon to meet their operational mission objectives. Military organizations, in particular, have embedded Information and Communications Technologies (ICT) into their core mission processes as a means to increase their operational efficiency, exploit automation, improve decision quality, and shorten the kill chain. However, the extreme dependence upon ICT results in an environment where a cyber incident can result in severe mission degradation, or possibly failure, with catastrophic consequences to life, limb, and property. Diode Pumped Alkali Lasers (DPAL) have been scaled to greater than 100 W and exhibit slope efficiencies exceeding 80%, offering application for tactical laser weapons. The hybrid DPAL system combines efficient diode pumping with the good beam quality and thermal characteristics of gas lasers. Thermal effects on alkali concentration have been observed to degrade performance, while low speed flowing systems are in development. However, spatial gradients in temperature and concentrations have not previously been observed. The primary tenet of the aircraft survivability discipline is threat definition. In order to deliver relevant capabilities and protection to the warfighter it is imperative; therefore, to provide timely, accurate, and actionable threat data to the survivability community. In an attempt to identify the evolution of aircraft threats in today's combat environment, an analysis of fixed-wing aircraft battle damage was conducted. This analysis reports battle damage incidents from OPERATIONS ENDURING FREEDOM (OEF) and IRAQI FREEDOM(OIF). Additionally, reported damage incidents were then validated by crosschecking aircraft maintenance records from this period to eliminate non-hostile fire data points. The purpose of this thesis is to document the changes in archaeological origin narratives concerning the lowland Preclassic Maya. This was accomplished by tracking the changes in four major narratives over several decades. These narratives include Herbert J. Spinden's Ancient Civilizations of Mexico and Central America; The Ancient Maya written by Sylvanus G. Morley, with additional editors, George Brainerd, Robert J. Sharer, and Loa Traxler; Michael D. Coe's The Maya, and Richard E.W. Adams's Prehistoric Mesoamerica. This thesis addresses the significant but often overlooked relationship between Jane Austen's works and the body of criticism about them and the two major craft movements of the nineteenth century: the Handicraft Movement and the Arts and Crafts Movement. The connections occur at two important moments during that century—first, at the moment of Austen's career during the Regency/Romantic period, and second, at the Victorian moment of the years surrounding the 1869 publication of James Edward Austen-Leigh's Memoir about Austen. The Johnson-Sea-Link submersibles were the cornerstone of Harbor Branch when Edwin Link invented and built the submersibles at HBOI (Harbor Branch Foundation) nearly 40 years ago. An electrically-induced deflective amplification sensor as an actively controlled and reconfigureable nanomechanical sensor for the detection and recognition of cehmicals, biomolecules, and gaseous molecules. The electrically-induced deflective amplification sensors use electric fields to control the bending of transducers, have adjustable sensitivites that depend on electric field strength, and reconfigureable operation ranges for the detection of target molecules at ultra-low and ultra-high concentrations. The sensors are highly integrated, sensitive, provide real-time detection ability, and do not require labels. The electrically-induced deflective amplification transducers can be reconfigured to identify molecules in spectroscopy. A new type of electrophoresis is established using nanostructured transducers. …

The Algerian war for independence, 1954-1962, also known as the War Without a Name due to its lack of recognition as a war by the French government, remains an indelible scar on the face of France. The Algerian war represents one of the most critical moments in modern French history since the French Revolution (Le Sueur 256), putting into question the motto of the French republic, "liberté, égalité, fraternité". Written in 1983, the novella Gilles et Jeanne seems to be one of Michel Tournier's simpler works at first glance. Yet, for all of its simplicity, Tournier does not repress his desire to lace the tale with metaphoric and metaphysical symbolism. It is through a symbolic marriage on the battlefield that Tournier links the two characters in a sort of mystical union. The underlying goal of a competing agent in a discrete real-time strategy (RTS) game is to defeat an adversary. Strategic agents or participants must define an a priori plan to maneuver their resources in order to destroy the adversary and the adversary's resources as well as secure physical regions of the environment. This a priori plan can be generated by leveraging collected historical knowledge about the environment. This knowledge is then employed in the generation of a classification model for real-time decision-making in the RTS domain. Between the late 1940s and mid-1960s, American organized labor emerged among the most enthusiastic supporters of the military-industrial complex. This study examines that emerging relationship, focusing on the efforts of a group of unionists to mold defense spending into a vehicle for promoting employment and addressing social and economic problems. During the Korean War, labor representatives drafted, lobbied for, and helped administration Defense Manpower Policy #4, a policy channeling defense spending to areas suffering high rates of unemployment. With the advent of the Eisenhower administration, preferential policies fell by the wayside, but organized labor continued to press, with some success …

Stability operations in fragile states are likely to remain an important focus of the foreign policy of Western countries for the foreseeable future. Country conditions in El Salvador, Guatemala and Honduras will require U.S. courts to address complex protection law issues involving current and former gang members, as well as their victims. For example, just three months after the Seventh Circuit's decision, the Sixth Circuit also held that former gang members were a particular social group. In order to ensure proper handling of these cases, advocates, adjudicators, government attorneys, and judges must acquire a high level of understanding of gangs and violence in the affected countries. Secret Weapon: High-Value Target Teams As An Organizational Innovation, Christopher J. Lamb, Evan Munsing

INSS Strategic Perspectives

This study argues that interagency teams were a major catalyst in turning around the Iraq War, and that they will disappear from America’s arsenal unless the knowledge base supporting the innovation can be secured. Most explanations credit the dramatic reduction in violence in Iraq between 2007 and 2008 to new U.S. leadership, the surge in U.S. forces, and/or U.S. financial support to Sunni tribal leaders. In contrast, we argue that the United States employed an underappreciated organizational innovation—interagency teams—to put insurgent clandestine organizations on the defensive and give population security measures a chance to take effect.
