Genocide Studies and Prevention: An International Journal

Most literature produced in the past two decades on the prospects of intervention to prevent genocide can be summed up by a cliche ́: ‘‘Where there’s a will, there’s a way.’’1 In that context, a vital if imperfect corrective is provided by MARO: Mass Atrocity Response Operations; A Military Planning Handbook (henceforth, MARO), produced jointly by Harvard University and the US Army. Contrary to the na ̈ıve optimism of many past analyses, this report starts with the fact that, without feasible options, effective humanitarian military intervention is unlikely, if not impossible.

Surprise is a familiar term in military writings and is enshrined in most nations’ doctrine. Surprises that emerge in tactics, however, can also operate at the strategic and operational levels and are particularly dangerous because they can test the relevance and adaptability of military forces and the "institutional" defense establishments that create, develop, and sustain them. A military establishment that is too slow to recognize and respond to such surprises places its nation’s interests at grave risk. The war in Afghanistan has added considerably to the strategic significance of Central Asia due to its proximity to the conflict. Moreover, the continuation of the war increasingly involves the vital interests of many other actors other than the U.S. and NATO forces currently there. This monograph, taken from SSI's conference with European and Russian scholars in 2010, provides a comprehensive analysis of the means and objectives of Russia's involvement in Central Asia. It also provides Russian perspectives concerning the other actors in Central Asia and how Moscow views the policy significance of those efforts.

The recent acquittal of the first Guantanamo Bay detainee to stand trial in U.S. federal court on all but one of the 286 charges he faced stemming from the 1998 bombings of two U.S. embassies in Africa has reinvigorated the discussion on indefinite detention under the laws of war. While the issue has been raised in the past, the discussion hasn’t extended beyond stating that the law of war, or law of armed conflict (LOAC) as it is often called, provides a legal basis for detention, including detention for the duration of hostilities. To gain the advantage in air combat, pursuit interceptor aircraft, which use Air-to-Air Missiles (AAMs), have become more and more significant. However, these are not sufficient alone. In the twentieth century, Latin American militaries developed economic industries, organised businesses, and provided security and development assistance in lieu of the state. Despite shifts to democracy and the market, the military remains an economic actor in many countries in the region. This article seeks to open debate and suggest ways to approach the subject theoretically. It examines the concept of military entrepreneurs and scholarship on the topic, and then suggests how three approaches from the domain of comparative politics - rational, structural and cultural - can be useful to develop theoretical frameworks for studying the military's role in the …

This is an exploratory research paper trying to identify effective guerrilla marketing practices in solving tradeshow marketing challenges. Major problems faced by trade show marketers are analyzed in the beginning: limited marketing budget, ineffective marketing tools and dissatisfaction from exhibitors. The study introduced guerrilla marketing methods by both exploring the theory and identifying successful cases. At the end, specific guerrilla marketing guidelines were built for tradeshow marketers.

The Department of Defense (DOD) is endeavoring to define war fighting in the global cyberspace domain. Creation of US Cyber Command (USCYBERCOM), a subunified functional combatant command (FCC) under US Strategic Command (USSTRATCOM), is a huge step in integrating and coordinating the defense, protection, and operation of DOD networks; however, this step does not mean that USCYBERCOM will perform or manage all cyberspace functions. Experts such as military commanders must make decisions quickly and under deadly conditions. A variety of cognitive training media exist, from Powerpoint to virtual reality (VR) simulations; however, there are alternative media that have not yet been comprehensively studied for expert decision making training. In this study, the researcher has examined the use of comics as an alternative to current cognitive training media. In Experiment 1, naval submariners were shown a text-based medium or comic strip and asked to make a decision about the scenario after viewing. At 7:30 p.m. on August 7, 2008, Georgian President Mikheil Saakashvili, held a televised speech promising the Ossetians a ceasefire and unlimited autonomy.' As suggested by the title of her new book, Reshaping the Work-Family Debate: Why Men and Class Matter, Joan Williams takes class seriously. Class matters, Williams argues, because “socially conscious progressives” need political allies to achieve progress with their agenda for work-family reform. Williams calls us not only to think about class and recognize it as a significant axis of stratification and (dis)advantage, but also to treat the working class with respect and dignity. Often, knowing the origin of a rule or practice is helpful in understanding its current operation and what one must do if one wishes to change it. Consider, for example, the sexual division of labor that is the main subject of Professor Williams’s book. Professor Williams describes in chilling detail how workplace practices, some of them having the force of law, disadvantage women, particularly those with children or elderly relatives. Whether caregivers or not, women perform work below their ability level, encounter obstacles that do not afflict men, and perform a disproportionate share of housework and caregiving. The domestic cat (Felis catus) shows remarkable sensitivity to the adverse effects of phenolic drugs, including acetaminophen and aspirin, as well as structurally-related toxicants found in the diet and environment. This idiosyncrasy results from pseudogenization of the gene encoding UDP-glucuronosyltransferase (UGT) 1A6, the major species-conserved phenol detoxification enzyme. Here, we established the phylogenetic timing of disruptive UGT1A6 mutations and explored the hypothesis that gene inactivation in cats was enabled by minimal exposure to plant-derived toxicants. Fixation of the UGT1A6 pseudogene was estimated to have occurred between 35 and 11 million years ago with all extant Felidae having dysfunctional …
