Background: Optimally, expanded HIV testing programs should reduce barriers to testing while attracting new and highrisk testers. We assessed barriers to testing and HIV risk among clients participating in mobile voluntary counseling and testing (MVCT) campaigns in four rural villages in the Kilimanjaro Region of Tanzania.
Methods: Between December 2007 and April 2008, 878 MVCT participants and 506 randomly selected community residents who did not access MVCT were surveyed. Gender-specific logistic regression models were used to describe differences in socioeconomic characteristics, HIV exposure risk, testing histories, HIV related stigma, and attitudes toward testing between MVCT participants and community residents who …

Identification Of Factors Influencing The Commission Of Burglaries, Mustafa Donmez
Identification Of Factors Influencing The Commission Of Burglaries, Mustafa Donmez
Electronic Theses and Dissertations
As in many countries, burglary is a very serious crime in Turkey. Scientific methods and techniques are needed to solve complex burglary cases. This study is completed in the Bursa Police context since they classified many crime data conducive to scientific studies under a project called BEMTAP. The main purpose of this study is to examine the factors influencing the commission of burglaries, using an epid-criminological perspective. It can be argued that factors leading to the commission of a crime are important for formulating preventive strategies in the community. In this study, the contributing factors are categorized into three main …
Stretching The Parameters Of Diplomatic Protocol: Incursion Into Public Diplomacy, Shahidul Alam
Stretching The Parameters Of Diplomatic Protocol: Incursion Into Public Diplomacy, Shahidul Alam
Exchange: The Journal of Public Diplomacy
The end of the Cold War saw the United States retrenching its public diplomacy program. However, as the sole remaining superpower, it saw the opportunity to spread its values and ideals – particularly those of liberal democracy, human rights, and the free market economy – to those countries that were lacking in them. Paradoxically, intense public diplomacy efforts were required in pursuit of that objective. Traditional diplomats then began to take on public diplomacy functions, but, in so doing, often violated Article 41 of the 1961 Vienna Convention on Diplomatic Relations. They were mostly from the United States, while the …

This study assessed the species composition and diversity of the mangrove forest and associated faunal species in Tabuk and Cabgan Islets, Palompon Leyte. The Present survey in Tabuk shows that there are five species of mangroves observed such as Sonneratia alba, Avicennia marina, Rhizophora stylosa, Rhizophora mucronata and Rhizophora apiculata. In Cabgan, the common species of mangroves were Sonneratia alba, Avicennia marina, Rhizophora stylosa and Rhizophora apiculata. In both islets, A. marina is the most important mangrove species to the mangrove ecosystem as manifested by its high importance value (115.3 in Tabuk and 147.96 in Cabgan). As a whole, Tabuk …
Biodiversity Assessment Of Tetranychid Mites In Kenya And The Conservation Hotspots Of Tanzania, Faith Jebet Toroitich
Biodiversity Assessment Of Tetranychid Mites In Kenya And The Conservation Hotspots Of Tanzania, Faith Jebet Toroitich
All PhD Dissertations
The aims of this study were to develop a detailed record of the tetranychid mites of Kenya and Tanzania, to assess the diversity of tetranychid mites in the east African biodiversity hotspots and to determine female characters that can be used to identify the species of the economically important Tetranychus species found in these countries. The genetic diversity of the most abundant Tetranychus species (Tetranychus evansi Baker & Pritchard) was also assessed. The Tetranychidae (Acari) contain some of the most important pest species of phytophagous mites worldwide. Out of the almost 1,300 species in this family, 256 species are known …

Habitat Use And Population Densities Of Rain Forest Chameleons In The East Usambara Mountains Of Tanzania [Poster], Philip Shirk, David A. Patrick, James R. Vonesh, Kim Howell
Biology Presentations
Conclusions:
- Chamaeleo dilepis and Ri. brevicaudatus are absent from forest at this elevation (852-1103m), while K. matschiei, K. vosseleri, K. tenuis, and R. spinosus are relatively scarce in the forest. Trioceros deremensis and R. temporalis are common, but density varies greatly.
- The endemic and scarce K. matschiei and K. vosseleri may be of concern given their scarcity in forest habitat. Density estimates in other habitat types are needed to determine status.
- For accurate density estimates, it is important to consider seasonal variation in density and animals too high to be observed in surveys.

The Continuing Challenge Of Aviation Safety In Africa., Dr. Maxine Lubner, Dr. Stephen Braccio, Michael Bartron, Al Logie
International Symposium on Aviation Psychology - 2011
This study follows an epidemiological approach to examine possible predictors of and current interventions for safety in aviation transportation in two regions with widely different safety records: New York (NY) representing several regions in the US, and Tanzania (Tz), representing several regions in Africa. For most transportation modes, NY has one of the best and Tz has among the worst safety records. This paper identifies some of the similarities and differences between the two regions in order to find ways to improve the safety record in Tz and to ensure that safety continues to improve in NY. Several US, African, …

The Effect Of A Protected Area On The Tradeoffs Between Short-Run And Long-Run Benefits From Mangrove Ecosystems, Catherine G. Mcnally, Emi Uchida, Arthur J. Gold
Natural Resources Science Faculty Publications
Protected areas are used to sustain biodiversity and ecosystem services. However, protected areas can create tradeoffs spatially and temporally among ecosystem services, which can affect the welfare of dependent local communities. This study examines the effect of a protected area on the tradeoff between two extractive ecosystem services from mangrove forests: cutting mangroves (fuelwood) and harvesting the shrimp and fish that thrive if mangroves are not cut. We demonstrate the effect in the context of Saadani National Park (SANAPA) in Tanzania, where enforcement of prohibition of mangrove harvesting was strengthened to preserve biodiversity. Remote sensing data of mangrove cover over …

African Food Security Urban Network
Considerable attention has been devoted to the impact of the HIV and AIDS epidemic on small farmers and the food security of the rural poor. Despite the rapid progression of the epidemic in rural areas, it remains an ever-growing challenge in the continent’s rapidly-growing cities where prevalence rates are still higher than in rural areas. This report examines the reciprocal relationship between HIV and urban food security. Much of the research and most of the policy interventions on the HIV-Urban Food Security Nexus focus on the nutritional status of individual People Living With HIV (PLHIV). Other members of households with …

Background: Early diagnosis and prompt, effective treatment of uncomplicated malaria is critical to prevent severe disease, death and malaria transmission. We assessed the impact of rapid malaria diagnostic tests (RDTs) by community health workers (CHWs) on provision of artemisinin-based combination therapy (ACT) and health outcome in fever patients.
Methodology/Principal Findings: Twenty-two CHWs from five villages in Kibaha District, a high-malaria transmission area in Coast Region, Tanzania, were trained to manage uncomplicated malaria using RDT aided diagnosis or clinical diagnosis (CD) only. Each CHW was randomly assigned to use either RDT or CD the first week and thereafter alternating weekly. …
Pre-Referral Rectal Artesunate In Severe Malaria: Flawed Trial, K.F. Hirji, Zul Premji
Pre-Referral Rectal Artesunate In Severe Malaria: Flawed Trial, K.F. Hirji, Zul Premji
Pathology, East Africa
Background:Immediate injectable treatment is essential for severe malaria. Otherwise, the afflicted risk lifelong impairment or death. In rural areas of Africa and Asia, appropriate care is often miles away. In 2009, Melba Gomes and her colleagues published the findings of a randomized, placebo-controlled trial of rectal artesunate for suspected severe malaria in such remote areas. Enrolling nearly 18,000 cases, the aim was to evaluate whether, as patients were in transit to a health facility, a pre-referral artesunate suppository blocked disease progression sufficiently to reduce these risks. The affirmative findings of this, the only trial on the issue thus far, …
What’S In A Name? How Nations Define Terrorism Ten Years After 9/11, Sudha Setty
What’S In A Name? How Nations Define Terrorism Ten Years After 9/11, Sudha Setty
Faculty Scholarship
Ten years after the attacks of September 11, 2001, it almost goes without saying that the acts of grotesque violence committed on that day have had enormous effects on national security law and policy worldwide. To be labeled a terrorist, or to be accused of involvement in an act of terrorism, carries far more severe repercussions now than it did ten years ago. This is true under international law and under domestic law in nations that have dealt with serious national security concerns for many years.
Given the U.N.’s global mandate to combat terrorism and that being defined as a …

Multilingual Education In South Africa: The Role Of Publishers, Viv Edwards, Jacob Marriote Ngwaru
Institute for Educational Development, East Africa
The South African constitution and related legislative tools provide a supportive framework for multilingual education. Successful implementation, however, requires appropriate learning materials and questions remain as to the vision and commitment of publishers to producing them. Based on an analysis of currently available books for children and interviews with publishers and key figures in the book value chain, this paper explores both the educational rationale for African language publishing and the issues that constrain expansion. These issues include the heavy dependence on the schools market in a society where the majority of the population cannot or do not buy books, …

Religion, Family Law, And Recognition Of Identity In Nigeria, M. Christian Green
Religion, Family Law, And Recognition Of Identity In Nigeria, M. Christian Green
Emory International Law Review
In this Essay, I discuss some of the key features of Muslim-Christian contestation in Nigeria as revealed in a recent survey conducted by the Pew Forum on Religious Life, titled Tolerance and Tension: Islam and Christianity in Sub-Saharan Africa. I then discuss some of the Pew statistics that bear on the family and gender issues at the heart of the Sharia controversy. Finally, I offer some concluding reflections on whether Muslim-Christian contestation in Nigeria should be construed as a matter of religion qua religion or of 'religion by proxy,' on the prospects for moderate Sharia and juridical pluralism in Nigeria, …
Understanding Terrorism In The Horn Of Africa: American Perceptions Of Somalia, Kenya, And Al Qaeda, Victoria L. Din
Understanding Terrorism In The Horn Of Africa: American Perceptions Of Somalia, Kenya, And Al Qaeda, Victoria L. Din
CMC Senior Theses
A number of factors contribute to the enigmatic nature of terrorism. As popular perceptions of the act and of the actor evolve, there is a corresponding desire to change the definition. The act itself has stayed largely the same; however, developments in politics and culture have changed our perceptions of terrorism and subsequently our usage of the term. As such, it has been imprecisely applied to a diverse and perpetually changing set of actors, institutions, and actions.

Congress responded to the terrorist attack of September 11, 2001 by passing the Authorization for the Use of Military Force (AUMF). In the following years Congress augmented that authority with the Military Commissions Act of 2006 (MCA of 2006) and the Military Commissions Act of 2009 (MCA of 2009). In passing these acts, Congress responded to the Supreme Court’s decision in Hamdan v. Rumsfeld, which found that President Bush’s attempt to establish military commissions required Congressional authorization. When drafting both MCAs, Congress recognized numerous evidentiary and trial procedures from federal civilian court were inappropriate for trying unlawful combatants. By these …

The Population Council seeks to understand the social, economic, political, and physical context of risks for sexual and gender-based violence and HIV. Among the top priorities of Council research are supporting and evaluating efforts to prevent violence and HIV, including creating safe spaces for adolescent girls, and working with men and boys to change gender norms within the community; and comprehensively responding to the needs of survivors (including those who are HIV-infected) by strengthening health systems and integrating services. The purpose of this guide is to provide practical guidance on the steps necessary to establish and strengthen sexual violence (SV) …

African Language Books For Children: Issues For Authors, Viv Edwards, Jacob Marriote Ngwaru
Institute for Educational Development, East Africa
Growing interest in bilingual education in sub-Saharan Africa has highlighted an urgent need for reading material in African languages. In this paper, we focus on authors, one of several groups of stakeholders with responsibility for meeting this demand. We address three main issues: the nature and extent of African language publishing for children; the challenges for authors; and the available support. Our analysis is based on interviews and focus group discussions with publishers, authors, translators, educationalists, and representatives of book promotion organisations from nine African countries and documentary data on children's books in African languages in South Africa. Although there …

A landmine survivor recently said of APOPO’s work in Mozambique: “There is happiness our land has been returned to us, freedom of grazing for livestock, no restrictions on where we walk. The mines have been a serious problem but we have already seen a reduction in people losing their lives. We are very happy.”
This, in a nutshell, is why we do the work we do. Hearing the feedback of villagers in affected regions – whose lives have changed for the better as a result of our humanitarian actions – verifies how immensely important our mission is.

Post-Cold War history has witnessed a transformation in the relationship of law to violence in global politics. The normative foundations of the international legal order have been shifting their emphasis from state security to human security: the security of persons and peoples. Increasingly, courts, tribunals, other international bodies, and political actors draw from this new framework to assess the rights and wrongs of conflict; determine whether and how to intervene; and impose accountability and responsibility on state and non-state actors. The result of this shift is the law of humanity — a framework that spans the law of war, international …

'If We Govern Ourselves, Whose Son Is To Govern Us?': Youth, Independence And The 1960s In Lesotho, John Aerni-Flessner
All Theses and Dissertations (ETDs)
Young people in Lesotho worked actively to bring about their own conceptions of the nation in late colonial and early independence Lesotho. These youth drew on a wide range of local, national and international ideas to push for institutional change that would benefit themselves as individuals, and the nation as a whole. Tapping into larger global debates about development, the Cold War and the role of youth in societies, young Basotho actively participated in and wanted a say in the changes coming with independence. This work rethinks African nationalism, seeing a wider range of people willing and able to identify …
